QNET describes itself as an e-commerce and direct-selling company. Here is what that claim means, what India's 2021 rules and official notices say, and how to check a QNET offer before you commit.

QNET describes itself as a company that combines e-commerce with direct selling. Customers can buy products and stay customers, or sign up as Independent Distributors (IDs) who earn commissions. Whether that model is worth your money depends less on the company’s description than on what you can verify: who is selling to you, how the pay plan works, what you must spend, and what India’s regulators and enforcement agencies have said about the company’s Indian structure. This guide separates QNET’s own claims from official findings and gives you concrete checks to run on any QNET offer.

What QNET says its business is

QNET’s own explanation of its business model says that customers can purchase products and remain customers, or opt to become Independent Distributors. According to the company, IDs earn commissions on sales of products or services to direct referrals and on sales made through their teams, under the company’s compensation plan. QNET also states that commissions are paid for product or service sales, not for referrals. These are the company’s descriptions. They are not independently audited figures, and they do not tell you what a typical distributor earns.

Customer versus Independent Distributor

The most important distinction in QNET’s model is the one the company draws itself: a customer buys goods, while an ID takes on a sales role and earns commissions. Before you sign anything, confirm which role you are being offered. Many people who join for a product discount later discover they have also committed to recruiting, buying a starter package, or meeting purchase targets. Those obligations belong in the written contract, not in a verbal pitch.

Company background and product range

QNET’s Philippines About page says the company was founded in September 1998 at the Philippine Stock Exchange Centre in Metro Manila, and describes itself as a global lifestyle and wellness company using direct selling. Product categories shown on its regional pages include watches, home and living, health, personal care and wellness. A Hong Kong About Us page also mentions nutrition, travel and luxury, and education. These are marketing descriptions from regional company sites. Which products are actually sold in your country, and at what price, has to be confirmed locally.

Is QNET an investment scheme?

QNET does not describe itself as an investment, and nothing in the company’s own materials offers a return on money you hand over. The regulatory question is different. In India, the Consumer Protection (Direct Selling) Rules, 2021 specifically prohibit direct-selling entities and sellers from promoting pyramid schemes or money-circulation schemes in the guise of direct selling. The Ministry of Consumer Affairs, Food and Public Distribution, Government of India, announced the rules on December 28, 2021, stating: “Both Direct selling entity and direct sellers are prohibited from promoting Pyramid Scheme or money circulation scheme.”

The practical test is therefore about the money flow. Ask where income actually comes from:

  • Product sales to people outside the network: income tied to goods a real end customer buys and uses is the model QNET describes.
  • Joining fees, starter packs and recruitment bonuses: if most of the reward comes from new people paying to join, the structure deserves much closer scrutiny.
  • Promised returns on money “held” or “invested”: any such promise is a reason to walk away, whatever the company’s description says.

Do you need to recruit people to make money?

QNET’s description says commissions come from product or service sales, including sales made through a distributor’s team, and that referrals alone do not earn commissions. That is a narrower claim than “you earn from recruiting,” but it is still a team-based plan. Whether it is a fair deal depends on how much of the money is generated by retail sales to customers outside the team, and that split is exactly what a prospective distributor should request in writing.

Ask for the following before committing:

  1. The full compensation plan document, including commission rates for direct sales and for team sales.
  2. Any minimum personal purchase, monthly quota or rank requirement needed to keep commissions active.
  3. The total upfront cost, including registration, starter kits and any mandatory product purchases.
  4. The percentage of commissions paid on goods sold to non-distributors, if the company publishes it. If it does not, treat that absence as a finding in itself.

No official source reviewed here publishes typical distributor earnings for QNET. Any individual income claim you hear in a presentation is an anecdote, and should be judged as one.

India’s direct-selling rules and what they require

The Consumer Protection (Direct Selling) Rules, 2021 apply to direct-selling goods and services sold to consumers in India. According to the government’s announcement, they also reach certain entities located outside India that offer goods or services to Indian consumers. Beyond the ban on pyramid and money-circulation schemes, the rules set duties around seller verification, disclosures, consumer order information and grievance handling.

In practice, a compliant seller operating in India should be able to show you who it is, where you can complain, and how orders, returns and refunds work. Those are the points to test in any pitch.

The enforcement record in India: notices and investigations

Two government documents mention a QNET-linked Indian company, Vihaan Direct Selling (India) Pvt. Ltd. Both are official, but they describe different stages, and neither is a final court judgment.

The 2024 notices

A 2024 Press Information Bureau release says notices were issued to 17 direct-selling entities concerning alleged unfair trade practices, service deficiencies and violations of the 2021 Rules. The release identifies Vihaan Direct Selling (India) Pvt. Ltd. as a sub-franchise of QNet Group, Hong Kong. A notice sets out allegations and asks for a response. It is not an adjudication, and the release does not establish that the allegations were proven.

The 2023 Enforcement Directorate investigation

The Directorate of Enforcement’s press note dated January 18, 2023 says the agency conducted searches in Mumbai, Bengaluru and Chennai in a money-laundering investigation relating to Vihaan Direct Selling India. The note describes that company as QNET’s master franchisee in India, and reports that 36 bank accounts were frozen while the investigation continued. These are the agency’s allegations as stated on that date. The note does not establish a final judicial outcome.

The two documents also describe Vihaan’s position differently: the 2024 release calls it a sub-franchise of QNet Group, Hong Kong, while the 2023 note calls it a master franchisee in India. Because franchise structure determines who is legally responsible for sales in India, ask any QNET seller to state its exact legal name, its franchise or licensing relationship with the group, and the entity that will hold your money and handle your complaint.

Enforcement matters move. The most recent official item confirmed for this guide is the 2024 release, and the 2023 investigation may have progressed since. Check the Press Information Bureau and Directorate of Enforcement websites for current status before drawing conclusions.

A checklist for evaluating a specific QNET offer

Use these checks on any pitch, whether it comes from a QNET representative, a friend or an online post. They are general consumer steps, not a verdict on any individual interaction.

  • Seller identity: the full legal name of the entity you are buying from or joining, its registered address, and its relationship to QNET.
  • Price in full: registration fees, starter kits, mandatory purchases and shipping, written down as a single total.
  • Earnings basis: whether pay depends on real product or service sales to customers, or on enrollment and team volume. Get the compensation plan in writing.
  • Product details: exact product names, ingredients or specifications, and whether they are sold in your country under the same terms.
  • Returns, refunds and cancellation: time limits, who pays return shipping, and what happens to unsold stock and starter packs if you quit.
  • Grievance channel: a named contact, a postal and email address, and the escalation route if the company does not respond.
  • Pressure tactics: urgent deadlines, “limited” joining windows and requests to recruit family first are red flags, regardless of the company’s description.

If the seller cannot answer these questions in writing, you have your answer about the offer.

What remains unknown

The official sources cited here do not establish QNET’s sales volume, its number of active distributors or the typical income of any distributor. They also do not give a current status for the Indian enforcement matters beyond the dates stated above. Treat QNET’s self-description as the company’s claim, treat regulatory notices and investigations as allegations at the stage they reached, and make your own decision based on the written terms you can verify.
