TIME published a list of 40 affected airports, but it is not a United-only list of cancelled routes or destinations. The FAA later stopped requiring reductions, and United reported returning to its regular schedule at full capacity. Check your own booking and United’s current flight status for today’s availability.
What the “41 cities” claim gets wrong
The contemporaneous reports from TIME and the Associated Press describe an FAA directive affecting 40 high-volume markets or airports across airlines. Neither report provides a United-only list of 41 cities or routes. The number also matters: TIME’s 40-airport list includes several separate airports serving the same metro area, so it does not represent 40 distinct cities.
The list below is the airport set reported in connection with the federal directive. It should not be read as a list of United destinations removed from its network.

TIME said the airport list could change. Its inclusion of an airport does not establish that United cancelled a particular flight there.

Why flights were reduced in November 2025
During the federal government shutdown, the FAA cited safety concerns and strain on air traffic control staffing as reasons for ordering temporary reductions. TIME reported that the cuts were phased in: 4% beginning November 7, 6% by November 11, 8% by November 13, and 10% by November 14, 2025. The AP described the directive as requiring reductions of up to 10% across 40 high-volume markets.
The scale estimates were system-wide, not United’s final cancellation count. The AP reported a Cirium estimate that the directive could affect as many as 1,800 flights and more than 268,000 seats combined. TIME reported that about 3,500 air traffic controllers were short of typical staffing levels.

Which United flights were more exposed?
United CEO Scott Kirby said the airline would prioritize reductions on regional routes and flights that did not travel between its hubs. He said long-haul international and hub-to-hub flying would not be affected by the FAA’s schedule-reduction direction. That was United’s stated plan for the temporary directive, not a guarantee about every individual itinerary.
For a specific trip, the relevant details are the actual flight segments, connection choices, and the options United offers for that booking. A city appearing on the federal airport list alone does not tell you whether your United flight was cancelled.

What passengers should do about a booking
- Check the itinerary itself. Use United’s current flight-status information and the airline’s messages for your reservation; do not rely on the historical airport list to determine whether a flight is operating.
- Review every segment. If your trip connects, check both flights and note whether an alternate connection through another hub is available.
- Confirm your options with United. During the reductions, United said it would try to reschedule affected passengers and offer refunds to customers who no longer wished to travel during the period. TIME reported that the airline planned rolling updates and several days’ notice where possible. The reports do not establish how each booking was handled, so verify the terms offered for your reservation.
Did United restore its regular schedule?
A later listing in United’s newsroom says the FAA stopped requiring reductions and United resumed its regular schedule at full capacity. The listing excerpt does not provide a publication date, so it does not establish an exact end date. The November 2025 reductions were temporary measures, not evidence that United permanently dropped service to the airports listed above.
