The budget was presented on 1 February 2025. Since then, the Union Cabinet has approved the Export Promotion Mission, adding a defined outlay and proposed finance and readiness measures. These announcements set out policy scope and intent; they do not demonstrate that projected targets have been achieved.
What the Union Budget announced
The budget identified agriculture, MSMEs, investment and exports as four engines of development. Its manufacturing and export measures fit within that broader framework: build capacity at home while addressing the financing, compliance and market-access needs of exporters.
The National Manufacturing Mission was announced to cover small, medium and large industries in support of Make in India. The budget also announced an Export Promotion Mission, sectoral and ministerial targets, and BharatTradeNet, described as a unified platform for international trade documentation and financing solutions.
What the National Manufacturing Mission is meant to do
The Ministry of Finance’s budget summary says the mission is intended to provide policy support, execution roadmaps, and governance and monitoring frameworks for central ministries and states. Its five focal areas are:

Clean-technology manufacturing and domestic value addition
The mission also highlights clean-technology manufacturing, with an emphasis on increasing domestic value addition. The areas specified include solar PV cells; EV batteries, motors and controllers; electrolyzers; wind turbines; very high-voltage transmission equipment; and grid-scale batteries. Export promotion: the budget plan and later approval
The budget initially described an Export Promotion Mission with sectoral and ministerial targets, to be jointly driven by the Commerce, MSME and Finance ministries. It also proposed BharatTradeNet as a unified platform for trade documentation and financing. The budget highlights announced these measures; the later Cabinet approval provides further detail specifically for the Export Promotion Mission. Union Budget 2025–26 highlights.

Cabinet-approved Export Promotion Mission
In a subsequent development reported in November 2025, the Union Cabinet approved the Export Promotion Mission with an outlay of ₹25,060 crore for FY 2025–26 to FY 2030–31. The Prime Minister’s Office describes two sub-schemes, and names the Directorate General of Foreign Trade as the implementing agency. The PMO says processes are to be managed through a dedicated digital platform integrated with existing trade systems. Prime Minister’s Office account of Cabinet approval.

Cabinet approval establishes the mission’s approved design and outlay, not that every support measure is already open to applicants. The PMO account does not, by itself, establish current eligibility, application steps or access dates; those depend on subsequent operational notices.
Sector measures for footwear, leather and toys
Footwear and leather
The budget described a focus-product scheme covering design capacity, component manufacturing and machinery for non-leather quality footwear, as well as leather footwear and products. The government projected that the scheme could facilitate employment for 22 lakh persons, turnover of ₹4 lakh crore and exports exceeding ₹1.1 lakh crore. Toys
The toy-sector plan focuses on clusters, skills and building a manufacturing ecosystem for high-quality, innovative and sustainable toys. The budget summary does not provide a quantified outcome target for this initiative.

How the two policy tracks differ
The missions address different parts of the business environment. The manufacturing mission focuses on domestic production capability; export promotion combines trade finance with steps intended to help businesses meet standards, reach markets and move goods.
