The UK has appointed Barclays, HSBC, Lloyds, Morgan Stanley, NatWest and RBC Capital Markets as Joint Lead Managers for its planned Digital Gilt Instrument (DIGIT). The pilot is intended to test distributed-ledger technology in government debt issuance; its first transaction is expected by Q1 2027, not yet completed.
Which banks were appointed?
HM Treasury announced the six appointments on 6 October 2026, following a competitive procurement process. It has not ranked the firms or published a division of responsibilities among them. Their stated work includes traditional lead-manager services, underwriting, investor engagement and distribution on issuance day. HM Treasury’s announcement describes the appointments as a step toward issuance.
What does a Joint Lead Manager do?
For this pilot, the managers are appointed to support the bond issuance: their stated activities include underwriting, engaging with investors and distributing the instrument on issuance day. The announcement does not specify individual assignments or say how the six firms will divide those tasks.
What is DIGIT, and what makes it digitally native?
DIGIT is a planned UK government debt instrument designed for issuance and operation using distributed-ledger technology (DLT). In this context, “digitally native” refers to the planned infrastructure for the instrument’s issuance and lifecycle, rather than simply recording an existing conventional bond in digital form. Treasury says the short-dated pilot will use a DLT platform operating within the Digital Securities Sandbox, support interoperability and use on-chain settlement. Treasury’s DIGIT project collection says the pilot is separate from the government’s main debt-management programme.

The project is intended to explore how DLT could be used in UK sovereign-debt issuance and to catalyse UK-based DLT infrastructure and wider adoption across UK financial markets. Those are aims, not demonstrated results: Treasury’s announcement and project materials do not report measured savings, efficiency gains, investor demand or completed pilot outcomes.
Are the banks providing the technology platform?
No. The Joint Lead Manager appointment is distinct from the platform-provider role. Treasury separately appointed HSBC to provide its HSBC Orion platform in February 2026. HSBC’s appointment to both roles does not mean the other five banks provide the platform.

In a 16 July 2026 update, Treasury said HSBC received Gate 2 approval in the Digital Securities Sandbox on 13 July, making it the first sandbox entrant approved to provide live digital-securities-depository services. That approval is platform context; it does not mean DIGIT has already been issued.
When might the first DIGIT transaction happen?
Treasury expects the first transaction by Q1 2027 on HSBC Orion. This is a target for a future issuance, not a completed sale. The pilot is also expected to include a listing on the London Stock Exchange main market: Treasury’s project collection says it expects a listing, and the Economic Secretary to the Treasury stated an intention to list in her 6 October 2026 speech. The listing, like the issuance, remains a plan.

What does the announcement mean for personal investors?
The announcement concerns institutional issuance arrangements and market infrastructure. The cited Treasury materials do not describe DIGIT as a retail crypto token or provide a route for consumers to buy it. They also do not establish that the pilot will change the terms or availability of ordinary government savings products. For now, the concrete development is the appointment of the managers; issuance, settlement and listing are still planned stages.
