Lin issued a preliminary injunction in American Association of University Professors et al. v. Trump et al. The order blocks specified federal funding suspensions and certain future funding practices affecting the University of California system, including UCLA. It also bars conditioning federal funding for UC on measures that would violate plaintiffs’ members’ First Amendment rights. It is interim relief based on the court’s assessment at this stage, not a final judgment on the merits.
What the order blocks
The order, filed in the U.S. District Court for the Northern District of California, addresses three things:
- Specified grant suspensions and terminations. The order covers suspensions or terminations of federal grants to UCLA researchers, along with a blanket denial of future grants tied to those actions. Readers can review the full text in the filed Order Granting Preliminary Injunction.
- Future funding actions that meet the order’s criteria. The injunction reaches future federal funding practices that match the order’s stated conditions. It does not reach every federal funding decision affecting universities.
- Speech-linked conditions. The order bars the government from conditioning federal funding on UC agreeing to measures that would violate plaintiffs’ members’ First Amendment rights.
The plaintiffs were faculty and labor organizations. They challenged the federal government’s use of funding threats and demands in its dealings with UCLA and the wider UC system.
Preliminary, not final
A preliminary injunction is a court order that applies while a case proceeds. It reflects the judge’s view of the record at an early stage. It is not a decision that the plaintiffs have won every claim, and it does not end the litigation. Coverage that describes the plaintiffs as having won a final judgment overstates what this order does.

Scope: UCLA, the UC system, and other universities
Three distinctions matter when reading headlines about this ruling. The table below separates what the order establishes from what is sometimes assumed.

The court’s reasoning, as reported
Ars Technica’s account of the written decision describes the court finding First Amendment concerns alongside problems with the funding process and the government’s use of civil-rights enforcement powers. The judge’s injunction addresses government conduct affecting the UC system and the requirements for any future funding action. Checking the quoted language
Ars Technica quotes Judge Lin as saying that “the unrebutted record in this case shows that Defendants have used the threat of investigations and economic sanctions to… coerce the UC to stamp out faculty, staff, and student ‘woke,’ ‘left,’ ‘anti-American,’ ‘anti-Western,’ and ‘Marxist’ speech.” The ellipsis is in the reporting, not necessarily in the opinion. Anyone quoting the passage directly should check the exact wording and omitted text against the filed order, which is the primary source for both the relief and the reasoning.
The $1.2 billion figure
Coverage and the UCLA Faculty Association refer to a $1.2 billion payment the administration sought from UCLA, described as a “fine.” That amount was a demand at issue in the case. The injunction did not award it or impose it. Describing it as a penalty the judge imposed misstates the ruling.

Appeal status
According to the UCLA Faculty Association, the administration dropped its appeal on February 11, 2026, and the association reported this on February 13, 2026. That report is the source for the withdrawal described here. The appellate filing itself is not cited in this article, so readers who need the exact procedural record should check the Ninth Circuit docket directly.

Federal research grants fund more than lab equipment. At many institutions they also pay researchers’ salaries, postdoctoral positions, graduate stipends, and staff roles. When a grant is suspended or terminated, the people whose income depends on it feel the effect quickly. That is the practical stake in an order that limits specified suspensions and conditions on UC’s federal funding. The order does not guarantee any particular grant or position. It limits the specific government actions it describes while the case continues.
