A 2025 New York Times investigation reported that sealed court records contained reports of sexual assault or misconduct tied to 400,181 U.S. Uber trips from 2017 through 2022. Uber had previously disclosed 12,522 serious sexual assault cases for the same period. The totals have very different scopes: the larger figure includes a broader range of reported conduct and is not a count of confirmed assaults.
What the two figures count
The 400,181 figure is a count of U.S. trips with reports of sexual assault or misconduct over six years, according to court records described by the New York Times in its August 6, 2025 investigation, “Uber’s Festering Sexual Assault Problem.” The newspaper reported that the total averaged nearly one report every eight minutes. It does not mean that 400,181 crimes were proven, or even that every report was substantiated.
The 12,522 figure is Uber’s previously disclosed count of serious sexual assault cases in the same U.S. period. Because the totals cover different categories, the gap between them is not a like-for-like comparison.

Neither number represents a count of incidents established in court. Uber’s U.S. Safety Report says reports may come from riders or drivers, may involve an incident in which neither is accused, and are allegations; the company says it does not determine whether every reported incident actually occurred.

Why the broader number was not the public figure
Uber’s explanation is that the 400,181 total brings together reports across a much wider range of conduct than the serious categories it publishes. The company estimated that about 75 percent of the broader reports concerned less serious conduct, including comments about appearance, flirting or explicit language. That is Uber’s characterization of the reports, not an independent finding about each one.
Uber says its taxonomy has 21 categories and that its public U.S. safety reports cover the five most serious. In its response to the investigation, the company argued that those categories are more consistently classifiable and that the broader set was mostly unaudited. It also said reports are rare relative to the volume of trips on its platform and cited safety investments. Those are company positions; the scale of platform activity does not establish that a report is false or that an incident did not occur.

The difference therefore raises a disclosure question about which categories the public sees and how those categories are reviewed. On its own, it does not show that Uber’s earlier serious-case total was false, nor that all of the broader reports were verified assaults. Uber’s head of safety for the Americas, Hannah Nilles, told the Times: “There is no ‘tolerable’ level of sexual assault.”
What independent reviews and newer data add
Review of Uber’s first safety-report approach
In 2019, the Urban Institute, NSVRC and RALIANCE reviewed Uber’s first U.S. Safety Report approach. Urban Institute said the taxonomy was accurately implemented and the data in the included categories were statistically reliable. It also cautioned that reports reflect experiences users were willing to report to Uber and may not capture all experiences. That assessment concerned the categories and methodology in the first report; it was not an audit of the later 400,181-trip total.

GAO’s broader data concerns
A 2026 Government Accountability Office review concluded that currently available sources do not provide a full picture of assaults involving rideshare and taxi services. GAO pointed to limitations in company-reported data, the fact that companies publish only subsets of incident categories, and a lack of comprehensive public company data for 2023–2025.
GAO also cited separate local police-data analyses: 424 rideshare- and taxi-related assaults in Los Angeles from 2021 through 2023, and 109 in Chicago from 2023 through 2025. Those are not Uber-only totals. The report separately cited 75,693 other sexual assault and misconduct incidents publicly reported by one rideshare company for 2021–2022; that figure is not specific to Uber.

What the congressional request means
In September 2025, a House Oversight subcommittee requested information from Uber about its prevention, reporting and response protocols. The request reflects official concern about underreporting or delayed disclosure, but it is an inquiry—not a final finding that Uber violated a law or misrepresented its figures.
