The U.S. Senate confirmed Brooke Rollins of Texas as Secretary of Agriculture on February 13, 2025, by a vote of 72–28. USDA reported that she was sworn in the same day as the department’s 33rd secretary. This article covers that confirmation and the statements made around it. It does not track how her tenure has gone since early 2025, because the sources behind it date from that period.
What the Senate recorded
The Senate’s official roll-call record for the question “Brooke Rollins, of TX, to be Secretary of Agriculture” shows 72 yeas and 28 nays on February 13, 2025, and marks the nomination as confirmed. That record is the authoritative account of the vote. The other material in this article comes from three different kinds of source: USDA’s account of the swearing-in and her background, a supporter’s argument made before the vote, and Rollins’s own description of her plans the following day. Keeping those apart is the easiest way to read the story accurately.
| Item | Date | Source | What it establishes |
|---|---|---|---|
| Confirmation vote | February 13, 2025 | U.S. Senate roll-call record | 72 yeas, 28 nays; nomination marked confirmed |
| Swearing-in | February 13, 2025 | USDA appointment announcement | Private ceremony at the Supreme Court building, administered by Associate Justice Clarence Thomas; reported as her swearing-in as the 33rd secretary |
| Case for confirmation | February 13, 2025 | Floor remarks of Senate Agriculture Committee Chairman John Boozman | A supporter’s argument and priorities; an opinion, not a finding about her performance |
| Declared agenda | February 14, 2025 | Prepared remarks delivered at USDA headquarters, published by USDA | Rollins’s stated intentions for the department; not evidence that the plans were carried out |
Confirmation and swearing-in
USDA’s announcement reports that Rollins took the oath on February 13, 2025, in a private ceremony at the Supreme Court building. Associate Justice Clarence Thomas administered it. The same announcement describes her as the 33rd Secretary of Agriculture. Because the ceremony was private, the public record of the day consists mainly of the Senate vote and USDA’s release, which is why the vote tally and the agency’s account are the two anchors for the event.
Who Rollins is, according to USDA
USDA’s appointment release gives the following summary of her career. Attribute these details to the department:

The case made before the vote
Senate Agriculture Committee Chairman John Boozman spoke on the floor before the vote and made the case for confirmation from a supporter’s perspective. He described economic pressure on producers, including high input costs and depressed market prices. In prepared remarks at USDA headquarters on February 14, 2025, the day after her confirmation, Rollins described what she intended to do. The speech is a statement of intent, and each item below should be read that way.
Core agriculture missions
She said the department would focus on farming, ranching, and forestry. Those are the sectors USDA’s core work centers on, and she framed them as the department’s first priority.

The Department of Government Efficiency
She welcomed the involvement of the Department of Government Efficiency (DOGE) in the department’s work. The remarks describe that involvement as a stated welcome, not a description of specific changes.

Returning personnel to their workplaces
Rollins said USDA personnel would be returned to their workplaces. The speech does not, in the text cited here, specify how many employees or which offices were affected.
A return to basic purpose
She also framed her goal in broader terms: “This Department must return to its basic purpose, and we will work to make it so.”
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the record does and does not show
The confirmation is a personnel event. It establishes that the Senate approved Rollins by 72–28 on February 13, 2025, and that USDA swore her in the same day. It does not, by itself, change any farm program, disaster payment, food assistance rule, or the status of the farm bill. Those changes depend on separate actions by USDA, Congress, or the White House, and the sources used for this article do not document any of them.
For readers who want to follow what the department actually does, the most reliable places to look are USDA’s own announcements and the congressional record for any farm bill or appropriations action. Statements made at confirmation, such as Boozman’s priorities and Rollins’s Feb. 14 agenda, show what was promised and expected at the time, and they remain the baseline against which later results can be checked.
