Short answer: Reuters reported on August 13, 2025, that U.S. authorities secretly placed location-tracking devices in selected shipments of advanced AI hardware suspected of being at risk of diversion to China. The available reporting describes trackers hidden in shipping boxes, server packaging and, allegedly, some complete servers—not GPS devices embedded inside semiconductor dies.

The report was based primarily on anonymous-source accounts. No agency has publicly confirmed the operation, identified the legal authority used, disclosed how many shipments were tagged or explained whether the tactic led to seizures or arrests.

What Reuters reported

According to Reuters-based reporting, U.S. authorities used location trackers on selected shipments containing advanced AI hardware. The apparent goal was to determine whether goods sold for an approved destination were later rerouted to China in violation of U.S. export restrictions.

The operation was reportedly targeted rather than universal. The sources described shipments believed to carry an elevated diversion risk, not a program covering every shipment of Nvidia or AMD hardware.

Reuters cited two people with direct knowledge of the tactic. Five other people familiar with trackers appearing in shipments from Dell and Super Micro reportedly said they were aware of the devices.

Were trackers placed inside AI chips?

The reporting does not establish that tracking devices were embedded inside semiconductor packages or silicon chips.

“AI-chip shipment” can be misleading because advanced accelerators are often shipped as part of larger systems. A shipment may contain servers equipped with Nvidia or AMD processors, server racks, boards, power equipment and packaging. A tracker placed in one of those items can monitor the movement of the shipment without being part of the chip itself.

The reported placements included:

  • Shipping boxes or containers
  • Protective packaging
  • Server chassis or complete servers
  • Possibly racks or other equipment in an AI infrastructure shipment

Some devices were described as roughly smartphone-sized. That description is inconsistent with the idea of a miniature GPS unit secretly built into the silicon of an AI accelerator.

Nvidia denied installing secret tracking devices in its products, according to technical coverage of the report. Nothing in the available accounts indicates that the devices were a software backdoor, a remote kill switch or a system for observing AI workloads.

Which companies and chips were named?

The reporting named shipments involving:

Company or product Reported connection
Dell Technologies Servers containing Nvidia hardware were reportedly among the shipments in which trackers were found.
Super Micro Computer Sources reportedly knew of trackers in some Super Micro server shipments.
Nvidia Its AI processors were reportedly installed in some of the servers involved.
Advanced Micro Devices AMD AI processors were also named in the broader account.

These companies should not be described as participants in a secret surveillance operation. The reports did not establish that Dell, Super Micro, Nvidia or AMD installed the devices or knew about them. Dell was reportedly unaware of government involvement, while Super Micro declined to comment. The reviewed accounts did not provide a public agency confirmation or a detailed response establishing the companies’ roles.

The reported 2024 Dell shipment

One account described a 2024 shipment of Dell servers equipped with Nvidia processors. According to the Reuters-syndicated report, large tracking devices were attached to shipping boxes, smaller devices were hidden in packaging and some devices were allegedly placed inside servers.

This is an anonymous-source account, not a publicly released government record, photograph or court filing. The report does not independently establish who installed each device, whether the recipient knew about it or what happened to the shipment afterward.

Why would the U.S. track AI-server shipments?

U.S. export controls restrict the sale or transfer of certain advanced AI hardware to China. Enforcement becomes more difficult when a shipment is sold to an apparently permitted customer but later moves through another company, warehouse or country.

Potential diversion routes can involve third-country intermediaries, front companies or paperwork that does not reveal the ultimate user. Reuters-linked coverage has discussed alleged efforts to move restricted AI chips toward China through locations including Malaysia, Singapore and the United Arab Emirates. That context does not mean every shipment through those countries was unlawful, nor does it prove that trackers were used in every previously reported case.

A location device could give investigators an independent record of a tagged package or server’s route. It might show that equipment:

  • Left the declared customer or destination
  • Entered a restricted jurisdiction
  • Stopped at an unexpected warehouse or transshipment point
  • Followed a route inconsistent with its export paperwork

That makes tracking a supply-chain verification and investigative tool. It does not, by itself, reveal what a chip computed, who operated the server or whether the hardware ultimately reached a Chinese data center.

Which U.S. agency ran the operation?

The available reporting does not answer that question. Sources speculated about possible involvement by the Commerce Department’s Bureau of Industry and Security, Homeland Security Investigations or the FBI. Those agencies were not publicly confirmed as the installers or operators.

The reports also did not provide a warrant, government order, enforcement notice or official description of the program. One source suggested that a company not under investigation might be informed and could consent to installation in some circumstances. That should not be treated as a universal legal requirement or established procedure.

It is therefore too strong to say the operation was definitively authorized or illegal. The public record described in the reports is insufficient to resolve the legal process used in any individual shipment.

What could a tracker prove?

Location data could help establish the movement of a tagged package or server. It might support an investigation into a diversion network, identify an intermediary location or show that a shipment did not follow its declared route.

But the device would have important evidentiary limits. It would not automatically prove:

  • Who operated the hardware after delivery
  • Who removed or concealed the tracker
  • That the final recipient knew about a diversion
  • That the chips were installed in a data center
  • That export paperwork was fraudulent
  • That individual GPUs remained with the tagged server

A tracker could also be removed, disabled, jammed or separated from the hardware. If it was attached only to packaging, the packaging might continue along a different route after the chips or servers were transferred. If a server was disassembled, a device inside the chassis might no longer identify the location of individual accelerators.

Why servers may be easier to monitor than loose chips

Individual semiconductor packages are small, valuable and potentially removable. A complete AI server is larger, serialized and more difficult to move unnoticed. Monitoring the server, its packaging or its rack can therefore provide useful supply-chain evidence even when investigators cannot track every accelerator separately.

That approach still has edge cases. A legitimate intermediary might lawfully receive a shipment before a re-export. A mixed shipment could contain both restricted and unrestricted components. A tagged server might be serviced, relocated or sold without the tracker’s location proving who made the decision.

How effective is the tactic?

Trackers can complement, but not replace, conventional export-control enforcement. Investigators may also rely on export licenses, end-use checks, customer screening, serial-number records, customs data, financial records and criminal investigations.

Possible advantages

  • Independent evidence of a shipment’s physical route
  • Early identification of unexpected warehouses or transshipment points
  • Potential deterrence for resellers considering diversion
  • A lead for identifying broader supply-chain networks

Practical limitations

  • Devices can be discovered and removed.
  • Connectivity may fail during international transport or inside buildings.
  • Tracking a server does not necessarily track its individual GPUs.
  • Movement data may show where equipment went without identifying the responsible person.
  • Secret placement creates chain-of-custody, privacy and commercial-trust questions.
  • Scaling the method across global shipments could be costly and operationally difficult.

Location information is strongest when combined with documentary and physical evidence. On its own, it can show movement, not the entire chain of intent, ownership and end use.

Could this become a standard export-control requirement?

Reuters-linked coverage said the White House and Congress had proposed requiring U.S. chip companies to include location-verification technology to help prevent diversion. That policy discussion is separate from the reported use of hidden trackers in selected shipments.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A standardized system could improve visibility for high-risk exports, but it would also raise questions about who controls the data, how long location records are retained, whether customers are informed and how the technology behaves after a lawful resale or transfer. A tracking requirement would also need to distinguish monitoring a complete server from monitoring an individual chip after disassembly.

What remains unknown

The reporting leaves several central questions unanswered:

  • Which agency or contractor installed the devices?
  • How many shipments were tagged?
  • Were companies or customers informed, and was consent obtained?
  • What legal authority governed each installation?
  • Did tracking directly produce a seizure, arrest or prosecution?
  • Were any individual chips or accelerator boards physically tagged?
  • Were the devices installed by government personnel, manufacturers, logistics providers or another party?

Until government documents, court records or official statements provide more detail, the most defensible description is that U.S. authorities were reportedly using hidden location devices on selected AI-hardware shipments to investigate possible diversion to China. The evidence does not show that the United States embedded GPS technology in Nvidia or AMD chips.
