Developed by the Partnership on Employment & Accessible Technology (PEAT) with funding from DOL’s Office of Disability Employment Policy (ODEP), it is an employer-facing resource for reducing discrimination and accessibility barriers when assessing, buying or deploying AI hiring technology.
What is the AI & Inclusive Hiring Framework?
DOL describes the framework as guidance to help employers address risks and improve the benefits of AI-supported hiring, including for disabled job seekers. It is organized into 10 focus areas, each with practices, goals and sample activities. The framework is based on the National Institute of Standards and Technology’s AI Risk Management Framework.
PEAT developed it with input from disability advocates, AI experts, government and industry leaders, and the public. DOL Assistant Secretary for Disability Employment Policy Taryn Williams said in the September 24, 2024 announcement: “The AI & Inclusive Hiring Framework published today charts a clear course for employers to navigate this transformation successfully.”
What can employers use it for?
The framework is intended to inform decisions at three points in an organization’s use of AI hiring technology:

- Assessment: Consider whether a proposed AI-supported hiring process creates accessibility barriers or risks unintended discrimination.
- Acquisition: Use inclusion and accessibility concerns when evaluating technology before purchasing or adopting it.
- Deployment: Apply the framework while putting hiring technology into use and reviewing how it fits into the hiring process.
These are decision-making purposes, not a certification scheme. DOL’s announcement does not establish that a product is approved, compliant or effective simply because an employer uses the framework.
How is it different from DOL’s other AI guidance?
DOL issued several AI-related resources in 2024 and 2026. They have related aims but are separate publications; the inclusive hiring framework should not be confused with the broader workplace guidance or the later AI literacy resource.

The 2026 AI Literacy Framework is not identified in these announcements as a revision or replacement for the 2024 inclusive hiring framework. The October 2024 best practices can inform broader workplace AI decisions, but their listed principles should not be mistaken for the hiring framework’s 10 focus areas.

DOL announced the framework as a resource. The announcement does not establish that it has the force of law, that following it guarantees legal compliance, or that any particular employer or hiring system has adopted it. It also does not report adoption rates, hiring outcomes, error rates or measured impact. Employers should not treat the framework as a substitute for assessing their own legal obligations and the risks of their hiring practices.
