U.S. goods trade totaled about $5.6 trillion in 2025, but that rounded figure is the sum of goods exports and imports—not the trade deficit and not trade across all goods and services. On revised data, the goods-only deficit reached a record $1.2409 trillion. The broader goods-and-services deficit, by contrast, edged down to $901.5 billion as the services surplus grew. The figures describe trade flows during a year of tariffs; they do not, by themselves, show what tariffs caused.
What does $5.6 trillion in U.S. trade mean?
The $5.6 trillion figure is an approximate goods-only total: roughly $2.2 trillion in goods exports plus $3.4 trillion in goods imports, using the Census Bureau’s rounded 2025 highlights. It is not a separately reported exact total, and it is not the deficit. In this context, “trade” means exports plus imports; a deficit means imports exceed exports by a stated amount.
The broader measure includes services. The Office of the U.S. Trade Representative (USTR) reports total 2025 goods-and-services trade of $7.8 trillion on a balance-of-payments basis, up 5.4% in nominal terms. USTR reports that real trade grew 2.3%. A record measured in current dollars does not mean trade volume rose by the same percentage after adjusting for prices. USTR’s 2026 report on 2025 trade presents the broad total and its nominal and real measures.
Was the U.S. trade deficit a record in 2025?
The goods deficit was a record, but the overall goods-and-services deficit was not. The revised annual release from the U.S. Bureau of Economic Analysis (BEA) and Census Bureau puts the goods deficit at $1,240.9 billion, up $25.5 billion, or 2.1%, from 2024. The combined goods-and-services deficit decreased $2.1 billion to $901.5 billion. The services surplus rose $27.6 billion, or 8.9%, to $339.5 billion. The BEA and Census annual release reports these revised annual balances.

The table’s approximate goods total uses rounded export and import amounts, while the deficit figures come from the annual release. Keep the scope straight when comparing them: a high exports-plus-imports total can coexist with either a larger or smaller deficit, depending on the difference between imports and exports.
How tariffs fit into the 2025 trade figures
The annual totals show that goods imports and exports remained large, the goods deficit widened, and the services surplus increased. They do not establish that tariffs caused the record goods total or that tariffs failed. Tariffs coincided with changes in the timing and composition of trade, but annual totals cannot isolate their effect from prices, demand, product mix, exchange rates, investment, and other influences.

The Associated Press reported that some firms brought imports forward early in the year in an effort to get goods in ahead of tariffs, after which the trade gap narrowed through much of the rest of the year. Its account also described a narrower goods deficit with China alongside larger deficits with Taiwan and Vietnam. Those observations provide context about timing and country patterns, not a causal estimate of tariff effects. The AP report describes those developments.
Why the release vintage and measurement basis matter
The figures above use the Census Bureau’s June 9, 2026 annual revision. That revision changed the goods and services series and raised the 2025 overall deficit by 2.2%, including a 1.5% upward revision to the goods deficit. Earlier releases may therefore show different values; comparisons should use the same data vintage. Census’s annual-revision notice explains the revision.

The annual release reports the overall goods-and-services balance on a balance-of-payments basis and also presents goods on a Census basis in supporting tables. Census-basis goods statistics measure merchandise movements compiled from U.S. Customs and Border Protection records and include specified exclusions. For example, import customs value excludes duties, freight, insurance, and other charges to bring merchandise to the United States. Do not combine figures from different bases or scopes as if they were directly interchangeable. The annual release notes describe the presentation and basis.
