Five farmers and three nonprofit organizations sued the Trump administration on March 13, 2025, alleging that the U.S. Department of Agriculture unlawfully withheld grants funded by the Inflation Reduction Act (IRA). The farmers said their Rural Energy for America Program (REAP) grants were for solar panels; the nonprofits had Forest Service grants. The reporting cited here describes the plaintiffs’ allegations and the filing, not a court ruling on whether the withholding was unlawful.

What the lawsuit challenged

The case was filed in the U.S. District Court for the District of Columbia. The plaintiffs’ claim was that USDA was withholding IRA-funded grant money that had been awarded or committed to their projects. The distinction matters: an approved grant does not necessarily mean the recipient has received the money or can draw it down for invoices. Who was affected, and what impacts were reported

Farmers with REAP solar grants

Reuters reported that the five farmer plaintiffs had been awarded REAP grants to install solar panels. They said they had entered into contracts with solar installers and incurred costs while unable to access the grant payments. These are reported impacts and allegations, not findings independently established by a court. Reuters.

Nonprofits with Forest Service grants

The three nonprofit plaintiffs had Forest Service grants. The complaint said the organizations had furloughed or laid off staff or reduced programs. Those effects were described in the complaint and reporting; the case materials cited here do not establish a court finding on them. Reuters.

Why the grants were frozen

Reuters described two related but distinct developments in early 2025. A January executive order paused disbursement of IRA funds and, according to Reuters, said the pause applied only to clean-energy projects. Separately, Reuters reported that USDA froze a broad range of grants as part of an agency-wide spending review. The reporting does not establish that every grant affected by the spending review was covered by the executive order. Reuters.

What the reported funding figures mean

Reuters reported that the IRA included $18 billion for USDA conservation programs. That figure describes the broader conservation funding allocation; it does not mean the lawsuit concerned all $18 billion. A University of Illinois analysis, as reported by Reuters in 2025, said $12.5 billion of the funds had not been released. The analysis also said six states—Arkansas, California, Minnesota, Missouri, Mississippi, and Texas—stood to lose more than $400 million each if the money was not allocated. These are figures reported in 2025, and the state amounts were conditional estimates, not a current accounting of payments. Reuters.

What USDA said about releasing grants

In March 2025, Agriculture Secretary Brooke Rollins said USDA was beginning to unfreeze IRA grants, Reuters reported. At the time, the agency had not provided details about how much money would be released or when payments would resume. That contemporaneous statement does not establish the present status of any grant or the lawsuit. Reuters.

What is—and is not—established

  • The suit was brought by five farmers and three nonprofits and challenged the withholding of USDA grants funded by the IRA.

  • Plaintiffs reported project expenses, staffing changes, and program reductions while payments were unavailable.

Earthjustice senior attorney Hana Vizcarra, counsel for the plaintiffs, characterized the freeze this way: “This is not government efficiency. It is thoughtless waste that inflicts unwarranted financial pain on small farmers and organizations trying to improve their communities.” That is the plaintiffs’ lawyer’s view of the policy, not a judicial conclusion.
