The EU later approved tariff measures covering U.S. industrial goods and selected agricultural and seafood products; those measures entered into force on 1 July 2026. The announcements and commitments do not, by themselves, show that U.S. exports have increased.
Why agricultural and biofuel groups welcomed the framework
When President Donald Trump and European Commission President Ursula von der Leyen announced a political framework in July 2025, agricultural and biofuel organizations saw a possible opening in a market they viewed as difficult to access. Their early statements focused on export opportunities and longstanding barriers, especially those affecting ethanol and beef. The detailed written terms had not yet been published, so the reactions expressed expectations rather than confirmed commercial gains.
Growth Energy: opportunity for ethanol, with details still pending
Growth Energy CEO Emily Skor said the deal could benefit the U.S. ethanol industry and rural communities. She cited $420 million in U.S. ethanol exports to the EU in 2024, a figure she gave before the framework was announced. She also said the association looked forward to learning how the agreement would address tariff and non-tariff barriers. That qualification matters: her statement did not establish that those barriers had been removed or that exports would rise.
Agriculture.com’s report of the organizations’ reactions also quoted Renewable Fuels Association (RFA) President and CEO Geoff Cooper pointing to the potential for U.S. producers to supply more ethanol and co-products such as distillers grains if markets were open and trade policies fair.

Grain and cattle groups: access depends on addressing non-tariff barriers
National Grain and Feed Association (NGFA) President and CEO Mike Seyfert welcomed the call to diversify agricultural trade but emphasized continued talks and implementation that would deliver results. He specifically described a stable framework as an opportunity to address non-tariff barriers. National Cattlemen’s Beef Association (NCBA) Executive Director of Government Affairs Kent Bacus likewise welcomed the administration’s stated commitment to barriers restricting U.S. beef access and called for objective, risk-based, science-based terms of trade.
These concerns were broader than customs duties. A lower tariff can improve the price terms for an eligible shipment, but it does not automatically resolve other market-access requirements. The groups’ July 2025 comments therefore combined support for the prospect of tariff relief with requests to address non-tariff obstacles.

What the written framework said about market access
The United States and EU published their Joint Statement on 21 August 2025, after the July political announcement. It described the framework as a first step that could be expanded over time. The EU said it intended to eliminate tariffs on all U.S. industrial goods and provide preferential market access for a wide range of U.S. seafood and agricultural products.

For EU-origin goods entering the United States, the statement set out a U.S. tariff arrangement at the higher of the most-favoured-nation (MFN) rate or 15%, subject to listed exceptions and separate provisions for certain sectors. That U.S. arrangement should not be conflated with the EU tariff regulations later approved in 2026: the measures described by the Council and Commission concern implementation of the EU’s tariff commitments.
The Joint Statement also described EU intentions to procure U.S. energy products and European investment in the United States. Those are separate framework commitments, not agricultural export results.

What the EU approved and when it took effect
On 25 June 2026, the Council of the European Union gave final approval to regulations removing remaining EU customs duties on U.S. industrial goods and providing preferential access for certain U.S. seafood and non-sensitive agricultural goods. The agricultural and seafood access uses tariff-rate quotas and reduced tariffs. The European Commission says the framework entered into force on 1 July 2026, following formal approval by the European Parliament and Council.

The Council presented the measures as supporting predictable trade while preserving the EU’s ability to respond if the deal is not respected or EU interests are at stake. Its 25 June 2026 announcement concerns EU regulations; it is not evidence that every U.S. tariff action described in the framework was implemented in the same way or on the same date. The Commission’s current overview identifies 1 July 2026 as the entry-into-force date.
What the announcements do—and do not—show about trade
The figures cited during the announcement period provide context, not a before-and-after measure of the framework’s effects. Growth Energy’s $420 million ethanol-export figure refers to 2024, before the July 2025 announcement. In a separate July 2025 release, the Office of the U.S. Trade Representative quoted the U.S. Meat Export Federation as reporting $245 million in U.S. red-meat exports to the EU in 2024, mostly beef, and $698 million in U.S. red-meat imports from the EU, mostly pork. These were figures attributed to the federation, not an independent assessment of the deal.
The reviewed official statements and reactions do not provide a quantified, independently measured increase in U.S. agricultural or ethanol exports attributable to the framework. The deal’s commitments may create opportunities, but the early praise is not proof that trade grew, that all barriers were resolved, or that a specific exporter benefited.
The USTR’s 29 July 2025 release compiled favorable reactions from stakeholders, including the American Farm Bureau Federation and NGFA. Because it is a government release presenting supportive responses, its characterizations should be understood as attributed praise rather than an independent evaluation of economic outcomes.
