How many employees did Twilio lay off?
Twilio’s December 4, 2023, announcement specified a reduction of approximately 5% of its workforce, not a headcount. CEO Jeff Lawson’s letter, filed with the U.S. Securities and Exchange Commission, did not state how many people that represented. Computerworld estimated 300–400 employees based on the company’s workforce size at the time. That estimate should not be treated as an official figure.

Which Twilio teams and functions were affected?
Lawson said the changes would affect go-to-market teams in Segment and Flex, along with some supporting functions, primarily Marketing and Finance. Twilio planned to eliminate some Segment go-to-market roles and consolidate Flex go-to-market into its Communications business, eliminating many Flex go-to-market roles. The letter did not provide a role-by-role headcount.
The company also said it would end standalone Programmable Video, which it described as a niche product. Lawson said Twilio believed that working with video-industry leaders would better support long-term customer innovation, while the change would allow Communications to focus on Messaging, Voice and Email. The announcement did not say that the product change itself accounted for a particular share of the workforce reduction.

Why did Twilio announce the cuts?
Lawson said Twilio had made progress in Communications but had underachieved on growth in its Technology, Data and Analytics (TD&A) business. The company said it would recalibrate investment in Segment and change how Flex was brought to market. A Twilio spokesperson told Computerworld that the company was reorienting toward profitable growth, streamlining Communications for efficiency and profit, and organizing TD&A to optimize for growth.
In his December 4, 2023 letter, Lawson wrote: “So we’re taking some steps to create a more effective GTM motion for Flex and recalibrate our investments in Segment.”

The December 2023 announcement followed two earlier workforce reductions. The percentages below are the approximate figures announced by Lawson in each letter; they should not be added to calculate a cumulative headcount, since the sources do not establish a common denominator or give exact counts for each round.

Computerworld described the December announcement as Twilio’s third significant staff reduction since September 2022. It reported that the company had let go of more than 3,000 employees since then, about one-third of its staff at that earlier point. That cumulative figure was Computerworld’s contemporaneous reporting, not a count in Lawson’s December letter.

Lawson’s letter said departing employees were eligible for packages similar to recent offers, including at least 12 weeks of base pay plus one week for each completed year of service, as well as other transition support. It described separate notification processes for employees in the United States and outside the United States. The letter did not specify the value of other support or give additional terms for each location.
