Turkey’s $160,000-a-Day Meta Fine: What Happened and How It Ended

Turkey’s 2024 daily penalty against Meta stemmed from an earlier competition ruling, accrued from December 2023, and was finalized at about 552 million lira after revised compliance proposals were accepted.

Turkey’s Competition Board announced a daily penalty against Meta on January 10, 2024—not in 2026. The official rate was 4,796,152.96 Turkish lira per day, reported at the time as about $160,000. It began accruing on December 12, 2023, because the authority said Meta had not provided an acceptable remedy for an earlier competition-law violation. In May 2024, the authority accepted Meta’s revised proposals and said the periodic fine had been finalized at about 552 million lira.

Why Turkey imposed a daily penalty on Meta

The Turkish Competition Board, operating under the Turkish Competition Authority (Rekabet Kurumu), tied the daily penalty to a 2022 competition decision. The authority found that Meta’s combination of data from Facebook, Instagram and WhatsApp strengthened its position in relevant markets and made it harder for competitors to operate, creating barriers to entry. Its case concerned alleged harm to competition arising from Meta’s market position and use of combined data—not simply the fact that the services collected data.

The authority’s decision cited Turkey’s Law No. 4054 on the Protection of Competition and abuse-of-dominance provisions. The liable economic unit included Meta Platforms, Inc., Meta Platforms Ireland Limited and WhatsApp LLC. The findings and penalty are the Turkish authority’s; Meta disputed the findings. Two separate penalties, with different purposes

The original administrative fine punished the 2022 competition violation. The later daily charge was a periodic compliance penalty: it applied while the authority considered Meta’s remedy inadequate. They are not two descriptions of the same fine.

The $160,000 headline was a contemporaneous conversion of the daily lira amount, not a fixed dollar penalty. Reuters used an exchange rate of roughly 29.966 lira per U.S. dollar, so the dollar equivalent depends on the exchange rate at the time. Reuters report via Yahoo Finance

How the compliance process unfolded

The 2022 decision required Meta to explain how it would end the infringement, implement measures, and submit periodic reports for five years. The authority said Meta submitted measures but that they did not adequately meet the compliance obligation.   1. October 20, 2022: The Board found a competition-law violation and imposed the original administrative fine.
  2. December 11, 2023: The deadline to submit a final compliance solution passed.
  3. December 12, 2023: The daily penalty began accruing.
  4. January 10, 2024: The authority publicly announced the daily penalty.
  5. April 5, 2024: Meta submitted its final compliance proposal, according to the authority’s later summary.
  6. May 8, 2024: The authority accepted Meta’s proposals and reported the periodic fine as finalized at about 552 million lira.

What Meta said—and what the resolution means

A Meta spokesperson told Reuters that the company disagreed with the Turkish authority’s findings but would continue working with it to resolve the matter. That response was not an admission of wrongdoing. The authority’s May 2024 announcement that it accepted the revised proposals ended the conditional daily accrual described in the January announcement; it did not make the charge a permanent daily levy.

The authority reported the periodic fine at approximately 552 million lira. That is distinct from the original 346.7 million-lira administrative fine. The cited announcement does not establish an exact combined amount paid or a payment date, so the two figures should not be presented as a confirmed total paid. How this case differs from other Turkish Meta proceedings

The $160,000-a-day story concerns the 2022 data-combination and competition case. Turkey’s later Threads–Instagram proceeding and its 2026 investigation involving third-party generative-AI assistants on WhatsApp are separate matters; neither is the source of this daily penalty.
