TSMC’s February 10, 2026 board resolution approved approximately US$44.962 billion in capital appropriations for capacity and fab-related projects. The available official disclosures document earlier VentureTech investment entities, but do not confirm the terms of a newly established 2026 venture-capital fund. A separate November 2025 resolution approved about US$14.9816 billion for specified 2026 programs; the two approvals have different scopes and should not be added together or treated as directly comparable annual capex figures.
What did TSMC approve, and how much?
TSMC’s board approved approximately US$44.962 billion on February 10, 2026, for advanced technology capacity, advanced packaging, mature or specialty capacity, and fab construction. This is a board-approved appropriation for those programs, not by itself a statement that the full amount has already been spent.

These are separate approvals with different specified purposes. The November resolution includes R&D, sustaining expenditure and capitalized leased assets, while the February resolution lists capacity and fab-related categories. The figures alone therefore do not establish a like-for-like capex increase, nor should they be presented as one combined annual budget. The amounts and scopes are stated in TSMC’s respective 2026 and 2025 board resolutions.
Did TSMC set up a new venture fund?
The official record cited here establishes a history of TSMC-related investment entities, but not the launch terms of a new 2026 fund. TSMC’s 2024 annual-report related-company disclosure lists VentureTech Alliance Fund II, L.P.; VentureTech Alliance Fund III, L.P.; Growth Fund Limited; and Emerging Fund, L.P. It also says VentureTech Alliance Funds II and III were dissolved in 2025 and that Growth Fund Limited was under dissolution procedures.

No details in those disclosures establish the size, mandate, launch terms or outside participation of a newly established 2026 fund. In particular, they do not show that TSMC has just opened an active vehicle or that it is investing directly in AI startups. The historical VentureTech listings should not be mistaken for confirmation of either claim.
How does the U.S. expansion fit the spending story?
On March 4, 2025, TSMC announced an additional US$100 billion in intended U.S. investment, bringing its planned U.S. investment total to US$165 billion. The announced plan covered three additional fabrication plants, two advanced-packaging facilities and an R&D center. TSMC described it as an effort “to Power the Future of AI.”

This is a planned investment commitment, not evidence that the entire US$165 billion has already been deployed. It provides context for the company’s focus on fabrication and advanced packaging amid AI-related demand, but it does not establish that the approved appropriations in the two board resolutions map one-for-one to the U.S. plan.

The firmest takeaway is about planned capacity spending: TSMC approved a large amount for specified capacity and fab-related programs, while its U.S. expansion announcement sets out a substantial longer-term investment plan. Neither figure alone says how much cash will be spent in a particular period, how quickly projects will be completed, or what returns they will earn.

- Compare capital figures only after checking their dates, periods and included categories.
- Treat VentureTech as a documented investment history, not proof of a newly launched active fund or direct AI-startup investment.
