TSA scheduled the process to begin February 1, 2026—not January—and said the fee would cover a 10-day travel period. The announcements establish the launch plan, but not whether TSA later changed the fee or procedures; check TSA’s current guidance before relying on launch-era instructions.
What is the TSA Confirm.ID fee?
Confirm.ID is an identity-verification option TSA announced for travelers who do not have an acceptable form of identification but still want to fly. TSA said the fee would be $45 and cover a 10-day travel period. It is optional, not a charge imposed on every passenger. TSA announced the program on December 1, 2025, and scheduled it to begin February 1, 2026. TSA’s announcement and a January 15, 2026 release repeated that start date; the located announcements do not support a January launch. TSA’s January release via PR Newswire
Do you have to pay if you do not have a REAL ID?
No. A REAL ID is only one acceptable document category, and Confirm.ID is an alternative for travelers without any acceptable ID. Before paying, check TSA’s current accepted-ID list: TSA’s December 2025 announcement listed U.S. passports and passport cards, enhanced driver’s licenses and IDs, trusted-traveler cards, U.S. military IDs, permanent resident cards, border crossing cards, qualifying tribal IDs, HSPD-12 PIV cards, foreign passports, Canadian provincial driver’s licenses and other specified government credentials. Temporary driver’s licenses are not accepted. If you are uncertain about a state-issued document, check with your state DMV as well as TSA.
TSA said in its December 2025 announcement that more than 94% of passengers already used REAL ID or another acceptable form of identification. That is TSA’s reported figure at the time, not a current independently verified compliance rate.

How did TSA describe the process at launch?
TSA’s January 2026 launch-era instructions urged travelers to pay online before arriving. The agency said travelers would receive a receipt and should present it, either printed or on a screen, along with a government-issued ID at the checkpoint. TSA estimated that processing could take up to 30 minutes; that is an agency estimate, not a measured average. It warned that extra verification and screening could cause delays or missed flights. These are launch-era directions, so verify the current process with TSA before traveling.
Paying the fee does not guarantee TSA can verify your identity or allow you into the checkpoint. The Associated Press reported that a traveler whose identity could not be verified might be turned away. Associated Press coverage, January 30, 2026

How does Confirm.ID compare with the regular security fee?
The Confirm.ID fee is separate from the ordinary passenger security fee collected on airline tickets. The Congressional Budget Office describes the standard fee as generally $5.60 for each one-way trip originating at a U.S. airport; it is not the Confirm.ID charge and is not a substitute for it. What should you do before heading to the airport?
- Check your documents. Compare what you have with TSA’s current list of acceptable identification. If your document is state-issued and you are unsure whether it qualifies, confirm with your DMV.
- Use Confirm.ID only if needed. If you have no acceptable ID, check TSA’s current Confirm.ID fee and instructions, including whether the announced $45 fee and 10-day coverage still apply.
- Allow for uncertainty. TSA’s launch-era guidance said processing could take up to 30 minutes and warned of delays. Do not treat payment as a guarantee of identity verification, checkpoint access or boarding.
