Truth Perth, a Hay Street venue in central Perth, applied in 2025 for a new bar licence that would allow up to 550 people at one time, up from a small-bar limit of 120, with trading proposed to 5am on most nights. Those figures are the applicant’s proposal. The reporting available here does not establish whether the liquor licence was granted, refused, amended or left pending, so the current position needs to be checked with the licensing authority rather than assumed from the original news coverage.
What the 2025 application asked for
PerthNow reported on 9 October 2025 that Truth Perth had lodged an application for a new bar licence with the Department of Local Government, Industry Regulation and Safety. At the time, the venue operated under a small-bar licence that limited capacity to 120 people, excluding responsible persons and authorised officers. The application sought permission for up to 550 people at one time. The hours requested are set out below.

Why the applicant wants the change
The application said the expanded licence would let the venue expand its operational and service capacity, increase community engagement, and promote First Nations business leadership in Perth’s hospitality sector. PerthNow quoted the application as saying it “seeks to expand the venue’s operational and service capacity, allowing for greater community engagement, more diverse cultural programming and the further promotion of First Nations business leadership within Perth’s hospitality sector.”

Standard hours and seasonal programming
The applicant argued that the requested hours would cover the venue’s standard operating hours and seasonal entertainment and events in the city, with Fringe given as an example. In the applicant’s words, the hours “will allow for the venue’s standard operating hours, as well as seasonal variations in entertainment and events in the city (for example Fringe) that may be presented at the venue during the course of the year.”
Private events and after-parties
The application also described private events for touring artists. It said these events would “cater to function organisers and their guests seeking a high-end VIP experience, whether for corporate events, special celebrations, or after-party concerts.” Nothing in the reporting shows how often such events would be held or what share of trading they would represent.

Ownership and profit model
The applicant described Truth Perth as 100 per cent First Nations owned and operated on a profit-for-purpose basis, with profits reinvested in First Nations employment and hospitality skills development. These are the venue’s own characterisations as reported by PerthNow. They have not been checked against company records in the coverage reviewed here.
Acoustic treatment in the basement venue
Because the venue is in a basement, the application addressed noise. It said: “The doors and windows have vinyl acoustic absorbing membrane and are designed to muffle the amplification of sounds coming from the venue.” The reporting does not include any independent acoustic assessment or any condition the licensing authority may have attached to noise control.

The application included figures about the venue’s customers and a public-interest survey. Each figure comes from the applicant and was reported by PerthNow. None has been independently verified.
- Women as a share of patrons: 85 per cent on most nights, according to Truth Perth’s application as reported by PerthNow in 2025.
- Average customer age: 35, according to Truth Perth’s application as reported by PerthNow in 2025.
- Survey support: PerthNow said every respondent to the applicant’s public-interest survey supported more late-night entertainment options in the CBD, and that support for the venue operating past midnight was unanimous. The report does not give the number of respondents, how they were recruited, or how the survey was run.
- Audience sentiment: The application reportedly described patrons as “disappointed” that the venue could not operate past midnight. This is the applicant’s characterisation, not a set of published verbatim responses.
Public feedback and the decision
Community feedback on the application was due to close on 19 October 2025. The reporting does not say how many submissions were received or what they raised. It also does not say how the liquor-licence application was decided. Since that deadline has passed, any decision would be recorded by the licensing authority and should be requested directly.

Three capacity figures and what each one means
Readers may see more than one number for the venue. They refer to different things and should not be treated as interchangeable.

Planning approval is not the same as a liquor licence
A Ticket Fairy search-result snippet says the City of Perth approved a planning change of use from small bar to nightclub on 4 February 2026. That snippet could not be confirmed against the underlying listing or a City of Perth decision record, so treat it as a low-confidence secondary report.

Even if that planning change is confirmed, it does not decide the liquor-licence request. Planning determines whether the use of the premises is allowed. The liquor licence determines the patron numbers and trading hours that can be served. A venue can hold one approval without the other, so a planning decision should not be read as confirmation of 550 patrons or 5am trading.
