Trump’s March 2, 2025 announcement named Bitcoin, Ethereum, XRP, Solana and Cardano. But the executive order signed four days later did not direct the government to buy those five cryptocurrencies. It established two separate structures for managing digital assets the government already holds through qualifying forfeitures: a Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile.
What Trump announced on March 2
Trump’s March 2 social-media post named Bitcoin, Ethereum, XRP, Solana and Cardano as part of a proposed “Crypto Strategic Reserve,” according to a March 13, 2025 letter from House Oversight Democratic staff. Read the congressional letter.
That list describes the announcement, not the terms of the executive order. The distinction matters: naming a cryptocurrency in a post did not, by itself, authorize the government to purchase or hold it under a new program.
What the March 6 executive order established
Executive Order 14233, signed March 6, 2025, set out two distinct asset-management structures. It says, “It is the policy of the United States to establish a Strategic Bitcoin Reserve.” It separately describes a U.S. Digital Asset Stockpile as a secure account for managing the government’s other digital-asset holdings. The stockpile is not limited to the four non-Bitcoin assets named in Trump’s post. Its scope is defined by qualifying government holdings, so it may include other digital assets as well. The order does not direct purchases of Ethereum, XRP, Solana or Cardano.
How the policy developed
- January 23, 2025: Executive Order 14178 directed a working group to evaluate the potential creation and maintenance of a national digital-asset stockpile. Read Executive Order 14178.
- March 2, 2025: Trump named Bitcoin, Ethereum, XRP, Solana and Cardano in a social-media announcement, as recounted by the congressional letter.
- March 6, 2025: Executive Order 14233 established the policy for a Bitcoin reserve and a separate stockpile of other qualifying digital assets.
- July 2025 and after: A White House report said Treasury would coordinate with the White House and working-group members on next steps to operationalize the structures. Treasury’s 2026–2030 strategic plan also includes supporting implementation of the order. These references show implementation planning, not a verified completion date or inventory. What is known about the assets and current status
The executive order states that the Bitcoin protocol permanently caps total supply at 21 million coins. That is the order’s statement about Bitcoin’s supply cap; it is not a figure for the amount held by the government.

The White House’s March 6 fact sheet said premature Bitcoin sales had cost U.S. taxpayers over $17 billion. That is an administration claim; the official materials cited here do not independently verify the calculation. Read the White House fact sheet.
The later official materials describe work toward operationalizing the reserve and stockpile, but they do not disclose current account balances or confirm that transfers into either structure are complete. The order and fact sheet therefore do not establish how much Bitcoin or other cryptocurrency the government currently holds in these structures.
