Trump’s pharmaceutical tariffs are already in effect for certain imported patented drugs and associated ingredients, but the duty rate does not tell you what you will pay at the pharmacy. The rate depends on a medicine’s classification and origin, plus whether its manufacturer qualifies for an agreement, an onshoring plan or a defined exception. Generic drugs are excluded from these Section 232 tariffs under the current rule.
What the pharmaceutical tariffs cover
On April 2, 2026, President Donald Trump issued Proclamation 11020 under Section 232 of the Trade Expansion Act. It applies duties to specified patented pharmaceutical products and associated ingredients imported into the United States. The implementation schedule set the 100 percent rate for listed companies from July 31, 2026, and for other covered companies from September 29, 2026, according to the September 23 Federal Register notice.
That does not mean every medicine, every shipment or every company faces the same duty. U.S. Customs and Border Protection (CBP) guidance describes different rates and eligibility rules; importers must identify the applicable product classification and conditions. For a particular drug, its brand name alone is not enough to determine the tariff treatment.
Which medicines may face a duty?
Patented products: rate depends on origin and eligibility
CBP’s updated guidance describes a 100 percent category for specified patented articles, a 15 percent rate for covered products of Japan, EU member countries, South Korea, Switzerland and Liechtenstein, and zero for covered UK products. The guidance also describes a 20 percent rate for qualifying onshoring plans, rising to 100 percent on April 2, 2030. Qualifying onshoring and most-favored-nation (MFN) agreements can receive a zero rate through January 20, 2029. These terms are conditional; check the current Harmonized Tariff Schedule of the United States (HTSUS) classification and eligibility rules before drawing a conclusion about a specific product.

Generic drugs: excluded under the current Section 232 rule
The proclamation says: “Generic pharmaceuticals and their associated ingredients shall not be subject to tariffs pursuant to section 232 at this time.” The September Federal Register notice likewise says generic products and associated ingredients are not subject to these duties at this time. This is the current rule described in those official documents, not a guarantee that policy will never change. Specialty products: some defined exceptions
CBP guidance describes zero treatment for certain defined specialty categories when origin or urgent-health-need conditions are met. The exception is not a blanket exemption for every specialty medicine; the product must meet the applicable definition and conditions.

Will the tariffs make prescription drugs more expensive?
A duty raises the customs cost of imports covered by it. But a 100 percent tariff is not a forecast that a drug’s retail price will double: the tariff rate applies to covered imports, while a patient’s eventual price depends on decisions and arrangements downstream. The official tariff materials describe duties and eligibility; they do not provide a patient-level price formula or report a measured tariff-specific change in out-of-pocket spending.
For patients, the distinction matters. A tariff can affect an importer’s costs without establishing whether, when or how much a manufacturer’s price, an insurer’s payment, a pharmacy’s price or a patient’s cost-sharing will change. The reviewed sources do not establish a specific increase or decrease in what patients pay because of these tariffs.

Tariffs and the administration’s drug-pricing deals are separate policies
The administration presents the tariffs as a way to encourage U.S. manufacturing and strengthen supply chains, while its separate MFN agreements are presented as a way to lower prices. Those policy claims should not be combined into a prediction of what an individual patient will save or pay.
A White House fact sheet dated April 2, 2026, attributed approximately $400 billion in new investment commitments to activity spurred by the impending tariffs. That is an administration-reported figure for commitments, not evidence that the amount has already been invested or that domestic production is complete. In August 2026, the White House announced at least $19.6 billion in near-term U.S. manufacturing commitments by nine manufacturers. It also cited a Council of Economic Advisers estimate of $600 billion in savings over the next decade from MFN deals; that estimate is not a measured effect of the tariffs. How to assess a particular medicine
- Check whether it is covered as a patented product or associated ingredient. The current Section 232 tariff described here does not apply to generic pharmaceuticals and their associated ingredients.
- Establish the product’s origin and tariff classification. Rates differ by origin and applicable HTSUS category; a manufacturer’s location alone may not answer how a particular import is treated.
- Check the manufacturer’s eligibility. A qualifying onshoring plan, MFN/onshoring agreement or defined specialty-product exception may change the rate, but each has specific conditions and time limits.
- Separate the import duty from your own costs. The tariff documents do not calculate a patient’s insurance copayment, coinsurance or pharmacy price. Do not use the duty percentage as a prediction of your bill.
