On January 23, 2025, President Trump signed an executive order that created the President’s Working Group on Digital Asset Markets and asked it to evaluate whether the federal government should create and maintain a national digital asset stockpile, and to propose criteria for one. That order did not itself create a bitcoin reserve or a stockpile. Those were established by a separate order signed on March 6, 2025. The two dates are close and the names overlap, so the distinction is easy to miss, and it determines what the government had actually committed to in early 2025.
What the January 23, 2025 order did
Executive Order 14178, titled “Strengthening American Leadership in Digital Financial Technology,” established the President’s Working Group on Digital Asset Markets and assigned it policy work on digital assets. The text of Executive Order 14178 is the primary source for the group’s mandate. A White House fact sheet issued the same day summarized the order and the working group’s role.
The stockpile assignment
Among the group’s tasks, the order directed it to evaluate the potential creation and maintenance of a national digital asset stockpile, and to propose criteria for establishing one. The order’s text says such a stockpile could potentially be derived from cryptocurrencies lawfully seized by federal law enforcement.
The verbs matter. The order asked for analysis and recommendations. It did not direct the government to acquire, hold, or account for digital assets on that date.

Evaluation versus establishment
The clearest way to read the two orders is as a sequence: the first asked for a study and criteria, and the second created the institutions. The table below sets them side by side.

Two names, two entities
The January order uses the generic phrase “national digital asset stockpile.” The March order names two separate entities: the Strategic Bitcoin Reserve and the U.S. Digital Asset Stockpile. Reporting that calls the March action simply “the crypto reserve” compresses these into one, and readers searching for the stockpile’s status should check each name on its own terms. The Reserve’s name is specific to bitcoin; the Stockpile’s name covers digital assets more broadly. The cited sources establish the names and that both were created in March, not how their holdings or functions differ in practice.
What the Working Group reported in July 2025
In July 2025, the White House published a summary of the Working Group’s recommendations, and the full Working Group report is also published. The report describes the March order as clarifying and expanding the January directive. It also says the Treasury Department would continue coordinating with the White House and other Working Group members on next steps for the Reserve and the Stockpile.
