A federal judge lifted the temporary pause on the Trump administration’s deferred resignation offer on February 12, 2025. After the ruling, the Office of Personnel Management (OPM) said about 75,000 federal workers had accepted. That is an administration-reported figure, not an independently audited count.

What the federal worker offer promised

OPM’s January 28, 2025 email described a deferred resignation arrangement: employees who accepted would resign, while pay would continue through September 30, 2025, subject to the offer’s terms. The email was an offer to federal employees, not an ordinary consumer “buyout.” Read OPM’s archived employee email.

The email also said agencies could adjust duties, work locations, and leave as they responded to resignations. Those possibilities were not a guarantee that every employee would face the same changes.

Why the pause was lifted

A judge had temporarily paused the offer while unions challenged it. On February 12, U.S. District Judge George O’Toole Jr. lifted that pause after finding that the unions lacked standing and that his court lacked jurisdiction, according to Associated Press reporting.

This was a procedural ruling about who could bring that case and where it could be heard. It was not a decision on the merits declaring every aspect of the program lawful.

What “75,000 accepted” means

After the pause was lifted, the administration closed the offer. OPM spokesperson McLaurine Pinover told the Associated Press that about 75,000 federal workers accepted. AP reported the figure on February 12, 2025; MeriTalk also attributed the count to Pinover. It should be read as OPM’s reported number, not as a verified final tally. The available accounts do not establish how many participants ultimately completed the resignation process or what their later employment outcomes were.
