Trump’s CZ Pardon: What It Means for Zhao, Binance and U.S. Access

Trump’s pardon of Binance founder Changpeng Zhao was separate from Binance’s corporate case and did not itself establish that the exchange could resume U.S. operations.

President Donald Trump’s October 23, 2025, pardon was a personal act of clemency for Binance founder Changpeng Zhao (CZ). It did not itself erase Binance’s separate corporate case or establish that Binance regained permission to operate in the United States. The announcement intensified a dispute over crypto enforcement and political accountability, but the cited reporting did not prove that a business deal caused the pardon.

What happened in Zhao’s case?

The pardon followed a federal case with separate outcomes for Zhao and Binance. Zhao pleaded guilty in November 2023 to willfully failing to maintain an effective anti-money-laundering program while he was Binance’s CEO. He stepped down and served four months in prison in 2024. The plea was not a personal guilty plea to laundering money. The Justice Department’s November 21, 2023, account describes the pleas and corporate resolution.

On October 23, 2025, the White House announced that Trump had pardoned Zhao. Zhao thanked the president publicly, writing, “Deeply grateful for today’s pardon and to President Trump for upholding America’s commitment to fairness, innovation, and justice,” according to the Associated Press.

The company’s $4.3 billion resolution was separate from Zhao’s individual case. The pardon concerned Zhao; it should not be described as pardoning Binance or cancelling the company’s resolution.

What did the pardon change—and what did it not establish?

The confirmed event is that Trump granted Zhao a pardon after Zhao had served his sentence. The pardon did not, by itself, amount to an announcement that Binance could operate in the United States. AP said the operational effect on Binance or Binance.US was not immediately clear. The available reporting also does not establish that the pardon erased the historical fact of Zhao’s guilty plea.

  • For Zhao: Trump issued a pardon for Zhao’s federal offense. The White House presented it as a correction to what it called unfair treatment.
  • For Binance: The company’s distinct guilty pleas and $4.3 billion resolution are not the same legal matter as Zhao’s personal case.
  • For U.S. operations: The pardon alone is not evidence of a new operating permission, a policy change, or a completed return to the U.S. market.

Why do supporters and critics interpret the pardon differently?

The White House framed the prosecution as part of a Biden-era “war on cryptocurrency.” Press secretary Karoline Leavitt said, “President Trump exercised his constitutional authority by issuing a pardon for Mr. Zhao, who was prosecuted by the Biden administration in their war on cryptocurrency,” as quoted by Fortune. That is the administration’s political interpretation; it does not replace the description of Zhao’s guilty plea.

Critics focused on accountability and the circumstances surrounding the decision. In an October 28, 2025, letter, senators led by Elizabeth Warren pressed the Justice Department and Treasury about the pardon’s implications. The Senate Banking Committee minority release quoted the signatories: “It appears that corporate criminals can violate the law, be found guilty, and face criminal consequences—but if they or other executives help the President enough, they can be cleared of wrongdoing.” That is the senators’ stated concern, not a finding that a trade of favors occurred.

The debate also involves reported connections between Binance-related business and the Trump family’s World Liberty Financial venture. AP, WIRED and FactCheck.org reported on aspects of the political and business context. Those reports and the resulting criticism make conflict-of-interest concerns part of the story, but they do not prove that a business deal was exchanged for the pardon.

Could Binance return to the U.S.?

In its October 23, 2025, coverage, WIRED described a U.S. return as a possibility that the pardon could help clear a path for. AP, reporting the same day, said the pardon’s effect on Binance or Binance.US operations was not immediately clear. A possible path is not confirmation that Binance returned, received new permission, or changed its operating status.

To distinguish speculation from a verified change, look for a concrete announcement by the company or a relevant U.S. authority. The pardon announcement itself does not supply that evidence. The reporting cited here describes the potential impact, not a confirmed operational outcome.

What did the market reaction show?

Fortune reported that BNB rose 15% shortly after news of the pardon broke on October 23, 2025, citing exchange data. That figure describes an immediate move reported at the time—not a current price, a lasting return, or proof that the pardon caused later price performance. A short-term market reaction cannot answer whether Binance’s U.S. status changed.
