Trump’s Additional 25% Tariff on Indian Goods Ended in February 2026

President Donald Trump’s additional 25% tariff on covered Indian imports linked to Russian oil purchases is no longer in effect for qualifying entries. It took effect on August 27, 2025, under Executive Order 14329, and ended for goods entered or withdrawn from warehouse on or after February 7, 2026. Other duties may still apply to Indian products, including reciprocal tariffs for products that do not qualify for an exemption.

Why did Trump impose an extra 25% tariff on India?

On August 6, 2025, Trump signed Executive Order 14329, “Addressing Threats to the United States by the Government of the Russian Federation.” It imposed an additional 25% ad valorem duty on covered articles from India imported into the U.S. customs territory. The White House said the measure was intended to address a national emergency related to Russia’s actions against Ukraine and deter support for Russia’s economy through purchases of Russian oil. That was the administration’s stated rationale.

The White House fact sheet gave August 27, 2025, as the effective date. The order applied to goods entered for consumption or withdrawn from a warehouse for consumption from the specified effective time, and included a provision for some goods already in transit.

The order defined Russian Federation oil as crude oil or petroleum products extracted, refined, or exported from Russia, regardless of the nationality of the entity involved in producing or selling them. It also covered indirect imports routed through intermediaries or third countries when the oil’s Russian origin could reasonably be traced, as determined by the U.S. officials named in the order.

Did the India tariff make the total 50%?

Contemporary reporting described the 2025 announcement as raising tariffs to 50%. That shorthand combined the new 25% Russian-oil-related duty with the then-applicable reciprocal tariff where it applied; it was not a uniform rate on every Indian product.

The additional duty stacked with other applicable duties and the reciprocal tariff established under Executive Order 14257, but the order included exceptions. These included articles listed in Annex II to that order and goods subject to certain Section 232 actions. The rate for a particular product therefore depended on its classification and applicable exceptions.

When did the additional tariff end?

A subsequent White House order issued February 6, 2026, eliminated the additional 25% duty for covered goods entered or withdrawn from warehouse for consumption on or after 12:01 a.m. Eastern Standard Time on February 7, 2026. It also terminated the related tariff-schedule headings and said any required refunds would be handled under applicable law and Customs and Border Protection procedures.

CBP’s implementation notice confirms that entries on or after February 7 were no longer subject to the extra duty and that the relevant HTSUS headings were no longer in use. CBP also said reciprocal tariffs continued to apply to Indian products that did not qualify for an exemption. A shipment’s current duty cannot be determined from the former “50%” headline alone; it depends on the product’s tariff classification and any applicable exemptions.

Could the 25% duty be imposed again?

The February 2026 order directs Commerce to monitor whether India resumes direct or indirect imports of Russian oil. If Commerce finds that it has, relevant officials are to recommend whether and to what extent the President should take further action, including possible reimposition of the 25% duty. The order describes a monitoring and recommendation process; it does not automatically restore the tariff.

How did India respond?

Associated Press reported that India’s government called the additional tariffs “unfortunate.” Ministry of External Affairs spokesman Randhir Jaiswal said, “We reiterate that these actions are unfair, unjustified and unreasonable,” and said India would take actions necessary to protect its interests.
