The 25% tariff announced by President Donald Trump on March 26, 2025, was not a tariff on all imported goods. It targeted specified imported passenger vehicles and light trucks, with a separate 25% duty on certain auto parts. Vehicle duties began April 3, 2025, and parts duties began May 3, 2025. The rules include special treatment for qualifying USMCA vehicles and temporary credits for some manufacturers assembling vehicles in the United States.
What the 25% auto tariff covers
The administration invoked Section 232 of the Trade Expansion Act of 1962, citing national security and the domestic industrial base. The measure imposes an additional 25% duty on specified vehicle imports and designated auto parts; it does not mean every product imported into the United States faces a 25% tariff. The White House’s March 26, 2025 fact sheet and the presidential proclamation describe the policy; Customs and Border Protection (CBP) sets out the entry rules and classifications in its Section 232 auto-import guidance.
- Vehicles: Covered categories include passenger vehicles—sedans, SUVs, crossovers, minivans and cargo vans—and light trucks, as specified by the applicable tariff classifications.
- Parts: The listed categories include engines, transmissions, powertrain parts and electrical components, along with other parts identified in the governing instructions.
- Countries: The vehicle measure applies to covered classifications from all countries, subject to the rules and exceptions in CBP guidance. That is not the same as applying to all imports of every kind.
The proclamation allows the vehicle tariff to continue unless it is expressly reduced, modified or terminated, and provides for later additions of parts. Because classifications, exclusions and customs instructions can change, importers and buyers should consult the latest CBP guidance rather than assume the 2025 lists are unchanged.
When the duties took effect

How Canada and Mexico vehicles may be treated
Being assembled in Canada or Mexico does not, by itself, determine whether a vehicle receives special treatment. The relevant qualification is whether it meets the applicable USMCA rules and whether the importer completes the required process.
For a qualifying vehicle, an importer may submit documentation identifying its U.S. content. If the Secretary of Commerce approves the submission, the 25% duty can apply to the vehicle’s non-U.S. content rather than its full value. Importers must substantiate the U.S.-content amount; eligibility is not automatic. The proclamation and CBP instructions describe the process.

The proclamation also provided that qualifying USMCA auto parts would be exempt until a process could apply the tariff only to their non-U.S. content. Parts treatment depends on the later instructions and effective notices in force, so the vehicle-content procedure should not be assumed to settle a parts entry.
What the U.S.-assembly offset does—and does not do
A separate temporary offset was created for eligible manufacturers assembling vehicles in the United States. It can be applied against duties on imported parts, but it is not a general tariff exemption for every U.S.-assembled vehicle or a direct consumer rebate.

Commerce’s Section 232 auto-imports information describes the application requirements, which include production forecasts by make, model and plant, aggregate MSRP, projected tariff costs, offset calculations, importer-of-record details and an accuracy certification. The percentages are defined for those periods and eligible manufacturers; they should not be read as a permanent rebate or a reduction in a car buyer’s sticker price.
Why the policy matters to the auto industry
The White House presented the tariff as a way to encourage domestic production and strengthen supply-chain resilience. In its March 26, 2025 fact sheet, the administration reported that Americans bought approximately 16 million cars, SUVs and light trucks in 2024, with 50% imported. It also reported a $93.5 billion U.S. auto-parts trade deficit in 2024, approximately 553,300 jobs in auto-parts manufacturing that year—286,000, or 34%, fewer than in 2000—and approximately one million workers in the automobile and auto-parts industry. These are figures reported by the White House, not independent findings established here.

Industry representatives raised a different concern: tariffs could increase automakers’ costs, weigh on sales and make it harder to preserve the competitiveness of the integrated North American auto sector. The Associated Press reported these concerns and the American Automotive Policy Council’s call for implementation that avoids raising consumer prices and protects that competitiveness. Those warnings are forecasts and advocacy positions, not proof of what the tariffs ultimately did.

A 25% duty on a covered import is a cost imposed at importation, not a guaranteed 25% increase in the retail price. The amount, if any, passed through to buyers can depend on the vehicle’s origin and content, the importer’s costs, pricing decisions, supply contracts and other market conditions. A qualifying USMCA vehicle with approved U.S.-content treatment may have a different duty calculation from a vehicle subject to the tariff on its full value.

The Associated Press report describes industry concerns about costs and potential price effects. The cited material does not establish a measured, tariff-caused change in vehicle prices, jobs, sales or production. Buyers should therefore treat claims of a specific price increase as projections unless they are supported by dated market data that separates the tariff’s effect from other factors.

- Buyers: Confirm the vehicle’s country of assembly and ask the seller how the tariff and any applicable content treatment are reflected in the price. Assembly location alone does not establish USMCA eligibility or the final duty.
- Importers: Check the vehicle or parts classification, effective-date rules, exclusions and filing instructions in current CBP guidance. For a USMCA vehicle, verify that the required U.S.-content documentation has been submitted and approved before relying on non-U.S.-content treatment.

- Anyone tracking the policy: Distinguish the tariff’s stated goal, industry forecasts and measured outcomes. They are different kinds of claims and should not be treated as interchangeable.
