President Donald Trump’s February 2025 DOGE cost-efficiency order directed that federal agency employees’ credit cards be treated as frozen for 30 days, subject to legal limits and specified exceptions. It did not order an indefinite freeze, and the available sources do not establish what card rules agencies use today.
What Executive Order 14222 directed
President Donald J. Trump signed Executive Order 14222, “Implementing the President’s Department of Government Efficiency Cost Efficiency Initiative,” on February 26, 2025; it was published in the Federal Register on March 3, 2025. Section 3(f) said: “To the maximum extent permitted by law, all credit cards held by agency employees shall be treated as frozen for 30 days from the date of this order”. Read Executive Order 14222 in the Federal Register.
The directive was time-limited: 30 days from the order date, not a permanent cancellation of federal employees’ cards. The phrase “to the maximum extent permitted by law” also qualified its reach.
Which card transactions could be excepted
The credit-card clause itself allowed operational exceptions. It excluded cards held by employees engaged in disaster relief or natural-disaster response, charges related to that work, and other critical services as determined by the agency head. Agency heads, consulting with their agency DOGE team lead, could establish additional individualized or categorical exceptions.

The order also named general exclusions elsewhere. These are distinct from the card clause’s operational exceptions:
- Law-enforcement officers.
- U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement.
- The Uniformed Services.
- Classified information and classified information systems.
- Other covered grants, contracts, agency components, or real property that an agency head exempted in writing under the order.
These provisions should not be collapsed into a claim that every federal employee or every card transaction was covered in the same way. The text set out a broad direction, legal qualification, and separate exceptions and exclusions.

The order covered more than credit cards
Section 3 was titled “Cutting Costs to Save Taxpayers Money,” but that heading states the order’s purpose, not proof that its measures produced savings. The order also called for systems to record contract and grant payments with written justifications; reviews of existing contracts, grants, and contracting processes; written justification systems for federally funded conferences and other non-essential travel; and steps to inventory and dispose of real property.
The directive was part of the DOGE framework created by Executive Order 14158, which established the U.S. DOGE Service and called for agency DOGE teams. That earlier order stated that the DOGE Service Temporary Organization would terminate on July 4, 2026, while clarifying that this would not itself terminate or amend other authorities or provisions. What a later Senate report estimated
A July 31, 2025 report by minority staff of the Senate Homeland Security and Governmental Affairs Committee, The $21.7 Billion Blunder, estimated $1,683,439.91 in wasted time associated with “Defend the Spend” and credit-card freezes at three agencies. The order’s stated 30-day period was tied to its February 26, 2025 date. The sources cited here do not establish current agency card limits or practices after that period, so the 2025 directive should not be described as a freeze still in force today. The word “newest” in the original headline is likewise a historical characterization, not a verified statement about the newest executive order as of October 2026.
