In June 2026, the Supreme Court’s separate decision in an Federal Trade Commission case changed the legal backdrop; it did not itself decide the CPSC case.
Who Trump removed and what the district court ruled
On May 8 and 9, 2025, Trump notified CPSC commissioners Mary Boyle, Alexander Hoehn-Saric, and Richard Trumka Jr. that their positions were terminated. The notices did not state a statutory cause. The District of Maryland’s opinion said that neither the Trump nor Biden administration had accused the three commissioners of neglect of duty or malfeasance in office.
The commissioners sued on May 21. On June 13, the district court granted their motion for summary judgment, denied the government’s cross-motion, and ruled that the removals violated the law. It issued declaratory and injunctive relief that permitted the commissioners to resume their duties. That was a district court merits ruling—not a final Supreme Court decision.
What the law says about removing CPSC commissioners
The Consumer Product Safety Act, which established the CPSC in 1972, says a commissioner may be removed before a term expires only “for neglect of duty or malfeasance in office but for no other cause.” The district court described the agency as a five-member commission nominated by the president and confirmed by the Senate. Commissioners serve staggered seven-year terms, and no more than three may belong to the same political party.

The three commissioners challenged their removals because the notices gave no cause of the kind specified in the statute. The district court concluded that the statutory restriction applied and that the CPSC’s structure and functions fell within the then-controlling Supreme Court precedent, Humphrey’s Executor.
How the courts’ actions changed the commissioners’ status

The Supreme Court’s July 2025 action was an emergency stay, not a final ruling on whether the removals were lawful. In dissent, Justice Elena Kagan, joined by Justices Sonia Sotomayor and Ketanji Brown Jackson, wrote that the stay permitted the president to fire the commissioners again without cause.

What the 2026 FTC decision did—and did not—decide
On June 29, 2026, the Supreme Court decided Trump v. Slaughter, a separate dispute over the removal of Federal Trade Commission commissioners. The Court overruled Humphrey’s Executor, the precedent the district court had relied on in the CPSC dispute. That decision changed the legal context for challenges to statutory limits on presidential removal authority, but it was not a case-specific judgment in Boyle v. Trump.
CPSC Acting Chairman Peter A. Feldman said the Slaughter decision made the president’s authority to remove the former commissioners clear and predicted that their claims should fail. That is Feldman’s view of the decision’s effect, not a court order disposing of the CPSC case.

The last case-specific court action identified here is the Supreme Court’s July 23, 2025 stay. The available case materials do not establish a later final disposition of Boyle v. Trump. Accordingly, the most precise answer is: the district court held the removals unlawful; the Supreme Court allowed them to take effect during the litigation; and the later FTC ruling may affect the CPSC case, but it did not itself resolve it.

The CPSC works to protect the public from unreasonable risks of injury associated with consumer products. Its responsibilities include issuing product-safety standards, investigating risks, and enforcing consumer-product safety laws. The agency said in a June 2026 statement that deaths, injuries, and property damage tied to consumer-product incidents cost the nation more than $1 trillion annually; the statement did not identify a source year or methodology for that figure.

For consumers, the dispute is about who may lead and oversee an agency responsible for product-safety rules and enforcement. For the legal question, the key distinction is between the district court’s ruling on the CPSC removals, the Supreme Court’s temporary stay, and the Court’s later merits decision in a different agency’s case.
