But an announcement about reserves is not the same as oil produced, exported or delivered to U.S. buyers. The reported terms face questions about legal authority and durability, while U.S. sanctions permissions remain limited to specified activities and conditions.
What does the announced deal say the U.S. would get?
In an August 31, 2026 fact sheet, the White House said the arrangement involves a new private Venezuelan oil company and gives the United States governance rights, economic ownership and low-cost offtake. The administration described the deal as covering more than 65 billion barrels of proven reserves. A September 2 White House release also characterized it as cost-free to the United States. Those are the administration’s claims about the arrangement, not independently verified contract terms or evidence that the oil has been produced.
The White House’s August 31 fact sheet also put Venezuela’s proven reserves at more than 65 billion barrels and U.S. territorial proven reserves at roughly 46 billion barrels. These figures are the administration’s descriptions. They do not mean the United States has taken ownership of every barrel in the ground, or that the oil is ready to sell.
Associated Press reporting on August 28 attributed a more detailed account to an unnamed U.S. official who was not authorized to speak publicly: the arrangement reportedly involves 100-year rights to develop fields and gives the United States 55% of effective output through a combination of ownership and purchase rights. Those details are secondhand reporting, not terms verified against a published, complete contract.

How much oil is involved—and how much has actually been delivered?
Venezuela’s government said the deal covered 17 fields with 65 billion barrels of “proven potential,” according to AP’s August 28 report. The government also projected $100 billion in investment and more than $209 billion in taxes for Caracas. Those are stated potential and financial projections, not audited reserves, committed investment or realized tax revenue.
Reserves describe oil believed recoverable under specified conditions; they are not a production schedule. The White House says many Venezuelan fields are not producing or are underproducing. AP reports that analysts believe restoring output could take years. Neither the White House releases nor the cited AP account establishes how much additional oil has been produced or delivered under the arrangement.

What could prevent the reported rights from lasting?
AP reported that analysts questioned whether Venezuela’s acting president had authority to grant the reported rights and whether a future government could reverse them. These are unresolved questions raised in reporting, not settled legal findings. The full executed agreement is not included in the public materials described by the White House or AP, so the announcement alone does not show precisely how rights would be enforced or protected through a political transition.
It also helps to separate several questions that can get bundled into the phrase “getting the oil”: who governs a company, who may develop particular fields, who can buy or export crude, where payments go, and whether the necessary approvals and permissions remain in place. The administration’s descriptions address some of these rights; they do not establish that every contract, permit, operational requirement and future political consent is secured.

Do U.S. sanctions now allow companies to do anything they want?
No. Treasury’s Office of Foreign Assets Control (OFAC) describes a license framework in which permissions depend on the specific activity and applicable conditions. OFAC’s FAQ says some licenses do not authorize exploration or production work—such as geological surveys, drilling or extraction—or certain negotiations for new investments. A license for one category of activity should not be read as a general end to sanctions restrictions.
On September 30, 2026, the Federal Register published OFAC General License 46C. It authorizes specified activities ordinarily incident and necessary to Venezuelan-origin oil and petrochemical trade by established U.S. entities, subject to conditions and exclusions. The license recognizes Venezuelan sovereign regulatory authority and the relevance of local permitting and labor, environmental, health and safety rules. It therefore addresses a defined category of trade; it does not, by itself, establish blanket permission to explore, drill or extract oil.

The difference matters: U.S. authorization to conduct a covered transaction is not proof that a company has every Venezuelan approval or can physically operate a field. The administration’s agreement claims and OFAC’s trade license address different parts of the process.

Executive Order 14373, issued January 9, 2026, defines certain “Foreign Government Deposit Funds” to include funds derived from natural-resource sales or diluent sales to Venezuela’s government that are paid to or held by the U.S. government in designated Treasury accounts or as otherwise directed. The order says protecting covered funds from attachment serves U.S. national-security and foreign-policy purposes. That is the order’s stated rationale; it is not independent evidence that the policy achieves those aims.

The order describes how covered funds are treated under that U.S. legal instrument. It does not, on its own, establish that the oil agreement’s projected investment or tax figures will materialize, or specify every payment flow under the reported deal.
Will this lower U.S. gas prices?
The White House’s September 2 release said the deal could help deliver lower gas prices and “greatly increases America’s oil reserves.” Those are administration claims, not demonstrated consumer outcomes. The announcements and reporting cited here do not document a measured increase in production or a resulting change at U.S. gas stations. Any effect would depend on oil actually being produced and traded, as well as the broader market; the stated reserve figure alone does not establish a price change.
What has been announced beyond the oil arrangement?
The Department of Energy said on September 2 that Secretary Chris Wright traveled to Venezuela for agreements involving Chevron, Eni and GE Vernova. DOE described their aims as expanding oil production, attracting private investment and modernizing the electric grid. Its announcement documents stated goals and agreements, not measured production gains, completed investment or grid improvements.
For now, the clearest distinction is between an announced framework and results on the ground: the White House has described claimed governance, ownership and offtake rights; AP has reported additional terms and questions about their durability; and OFAC has authorized a defined set of trade activities under conditions. None of those facts alone establishes that the reported oil is already flowing to the United States.
