Trump Throws Coal a Lifeline, but U.S. Power Investment Is Moving Elsewhere

Coal generation rose in 2025 and federal policy is backing the fuel, but EIA’s September 2026 outlook forecasts declines while developers plan additions led by solar, storage and wind.

The Trump administration has taken steps to preserve and promote coal, and coal-fired generation did rise in 2025. But those facts do not show a broad coal-building boom: the U.S. Energy Information Administration’s September 2026 outlook projects coal generation declining in 2026 and 2027, while its tally of planned 2026 utility-scale additions is led by solar, battery storage and wind. The distinction matters: keeping existing plants available is not the same as building new ones, and forecasts are not outcomes.

What the Trump administration has done for coal

The April 2025 order promoted coal production and infrastructure

An April 8, 2025, White House executive order directed the National Energy Dominance Council chair to designate coal as a “mineral” for purposes of an earlier minerals order. It also called on agencies to identify opportunities to increase coal production and exports. The order directed the Interior, Commerce and Energy departments to assess the market, legal and technological potential for coal-powered infrastructure serving artificial intelligence and high-performance computing. These are policy directions; they do not establish that such projects will be built.

A February 2026 order framed coal as a security resource

A February 11, 2026, White House order described coal-fired generation as a national-security resource and directed the Department of War to prioritize preserving and strategically using coal-based assets. That is the administration’s policy position, not independent evidence that coal is the least-cost or uniquely reliable option.

Emergency orders kept two Indiana plants operating

The Department of Energy says it issued emergency orders in December 2025 for Indiana’s Schahfer and Culley coal plants. DOE says the plants operated during periods of high demand and low intermittent generation, including Winter Storm Fern, in the MISO region. This is DOE’s account of those plants’ operation; it does not quantify what would have happened to regional reliability without them.

Plants staying open do not mean a new coal-building cycle

EIA reported that coal retirements in 2025 were the fewest in 15 years. Several operators also delayed retirements they had previously planned after DOE emergency orders. That is meaningful evidence of existing plants remaining in service longer than expected, but announced retirement dates are plans that can change—not proof of permanent operation or new construction.

EIA’s historical planning table for 2025–2029 also records planned coal retirements alongside proposed natural-gas, wind and solar capacity. It is an operator-reported snapshot, not a count of projects ultimately completed. The available figures therefore support a distinction between policy efforts to retain or use existing coal assets and the investment pipeline for new generating capacity.

Coal generation rebounded in 2025, but EIA now forecasts declines

Coal generation increased 13% to 731 billion kilowatt-hours in 2025, according to EIA. The agency attributed the increase in part to cold weather and relatively higher natural-gas prices. One year’s increase is real, but it does not by itself establish a durable trend.

EIA’s September 2026 Short-Term Energy Outlook forecasts a different direction for the next two years. These are projections, not settled results:

Forecasts can shift as weather, fuel prices, plant schedules and other conditions change. The forecast snapshot also differs from EIA’s January 2026 outlook, which projected 661 billion kilowatt-hours of coal generation in 2027 under then-existing policies and scheduled retirements. That earlier figure is not a current outcome or a substitute for the newer forecast; it illustrates why the date and assumptions behind an outlook matter.

Planned additions point toward solar, batteries and wind

EIA says developers plan 86 gigawatts of utility-scale capacity additions in 2026, if the projects are realized. The shares below describe planned nameplate capacity, not electricity already delivered to the grid:

The listed shares total 93%; the remaining 7% is not specified in the cited summary. Capacity additions and generation are different measures. A gigawatt of planned capacity does not tell you how much energy a project will produce over time, and a planned project may be delayed or canceled. Still, the mix of announced additions indicates where developers say they are planning most new utility-scale capacity—not a comparable surge in new coal capacity.

Rising demand makes reliability important, but does not settle the fuel debate

EIA says U.S. electricity demand grew an average of 2.1% annually over the previous five years. Across its cases, it projects annual growth of 0.9% to 1.6% through 2050. Meeting that demand is a real planning challenge, and DOE’s Indiana examples show why dispatchable plants can matter during particular operating conditions.

Those facts do not establish that coal is the only way to meet peak demand or that it is cheaper than alternatives. Nor do the planned solar, wind and storage additions, taken alone, prove that every local reliability need will be met. The evidence concerns different things: DOE describes specific plant operations in Indiana and MISO; EIA forecasts national generation and reports developers’ planned capacity. Neither measure, by itself, resolves reliability or cost for every region.

What this means for household energy costs

The cited federal orders and EIA outlooks do not establish the total cost to ratepayers of the coal interventions, or a fair plant-by-plant cost comparison between coal and replacement resources. So the policy shift should not be read as proof that keeping a particular plant open will lower electricity bills—or that another technology will always be cheaper. For consumers, the defensible conclusion is narrower: coal received federal policy support and some plants stayed available longer, while EIA’s latest outlook and announced capacity plans point toward declining coal generation and expansion led by other technologies.
