As of October 7, 2026, the available reporting establishes that President Donald Trump threatened to end U.S. trade with Spain and later said he had ordered Treasury to do so; it does not establish that a blanket cutoff took effect. The dispute began with Spain’s refusal to let U.S. forces use jointly operated bases for strikes it said were outside the UN Charter. The later escalation also involved NATO defense spending.
What happened, and when?
| Date | What Trump said or did | Reported context |
|---|---|---|
| March 3, 2026 | Trump said, “We’re going to cut off all trade with Spain,” during an Oval Office meeting with German Chancellor Friedrich Merz. | Spain had refused U.S. use of jointly operated bases for strikes not covered by the UN Charter. The Associated Press reported that the mechanism for a cutoff was unclear, including because Spain is an EU member. |
| March 11, 2026 | In remarks carried by Reuters Connect, Trump said, “We may cut off trade with Spain.” | He separately criticized Spain’s NATO contributions, saying it had been “very bad to NATO” and did not want to pay its “fair share.” This was a distinct statement from the March 3 threat. |
| July 8, 2026 | Trump said he had ordered Treasury Secretary Scott Bessent to cut off all trade with Spain. | A U.S. official told Reuters that Treasury would coordinate with Commerce and the Office of the U.S. Trade Representative on a list of Spanish products that might be embargoed. The dispute involved both Iran-war access and NATO spending. |
Did the United States actually stop trade with Spain?
The July 8 Reuters account described a presidential instruction and agencies preparing possible embargo options. The reporting available through October 7 does not establish whether the directive was implemented, withdrawn, or followed by legal action. An order to prepare a list is not itself evidence that imports or exports were prohibited, so the threat should not be described as an enacted blanket embargo.
Why did Spain refuse U.S. access?
Spain’s government said U.S. forces could not use jointly operated bases for strikes that were not covered by the UN Charter. Trump criticized the refusal as a failure to cooperate. In the later dispute, Reuters also highlighted Spain’s opposition to committing to a NATO defense-spending target of 5% of GDP.
For context, Reuters reported NATO estimates of Spanish core defense expenditure for 2026 at €35.41 billion, equivalent to 2% of GDP. That is an estimate for core defense spending, not the 5% target Trump cited; the two figures describe different things.

Could a president legally cut off all trade with Spain?
Reuters described the International Emergency Economic Powers Act (IEEPA) as one possible route for restricting or blocking economic dealings involving foreign countries. That route would require a national emergency declaration based on an unusual or extraordinary threat. The reporting does not establish that the administration completed those steps for Spain, and identifying a possible authority does not settle whether a particular Spain-only cutoff would be lawful.
There is also an EU-level complication. Trade policy is handled by the European Union as a bloc, and the European Commission says the EU–U.S. trade framework entered into force on July 1, 2026, after approval by the European Parliament and Council. Those facts make a measure aimed at Spain alone more complex; they do not, by themselves, determine its legal outcome.

How much U.S.–Spain goods trade is at stake?
Reuters reported the following U.S. goods-trade figures for 2025:
| Direction | 2025 value |
|---|---|
| U.S. goods exports to Spain | $26.6 billion |
| U.S. goods imports from Spain | $21.35 billion |
These figures show the scale of goods exchanged, not the amount that would necessarily disappear under a proposed restriction. The reported figures do not specify which products might have been targeted, and the July account described possible embargo options rather than a confirmed list or implemented measure. They therefore do not establish a direct effect on any particular household purchase, business, or price.
