On January 6, 2026, President Donald Trump announced that Venezuelan interim authorities would provide the United States with 30 million to 50 million barrels of oil. That was a proposed volume, not proof that the oil had been delivered. By January 14, CBS News reported that an administration official said a first sale worth $500 million was complete, but the report did not give its barrel volume. The available reporting does not establish how much oil was ultimately delivered or sold under the original announcement through October 8, 2026.
What Trump announced about Venezuelan oil
Trump said the oil would be sold at market price and that he would control the proceeds to ensure they benefited people in Venezuela and the United States. The U.S. Department of Energy described the plan as an initial sale of approximately 30 million to 50 million barrels, with sales continuing indefinitely. It said proceeds would first be held in U.S.-controlled accounts at internationally recognized banks and disbursed at the U.S. government’s discretion. These were descriptions of the administration’s plan, not confirmation that the announced volume was delivered or that the money was distributed as promised. (White House transcript, January 9; Department of Energy fact sheet)
At a January 9 meeting with oil and gas executives, Trump said: “Venezuela has also agreed that the United States will immediately begin refining and selling up to 50 million barrels of Venezuelan crude oil, which will continue indefinitely.” This was his statement about the arrangement, not a report of a completed delivery.
What is known about the sale and the money
A first sale was reported, but its volume was not
On January 14, CBS News reported that an administration official said the first U.S. sale of Venezuelan oil, valued at $500 million, had been completed. CBS did not disclose how many barrels were included. The report therefore confirms a reported sale by value, not completion of the 30-million-to-50-million-barrel target. (CBS News, January 14, 2026)

The executive order describes funds as Venezuelan sovereign property
Executive Order 14373, issued January 9, defines “Foreign Government Deposit Funds” to include money paid to or held by the U.S. government in designated Treasury accounts on behalf of the Venezuelan government or its entities, when derived from natural-resource or diluent sales. The order says the U.S. government holds those funds in a custodial and governmental capacity and identifies them as Venezuelan sovereign property, not U.S. property. It also restricts attachment and other judicial process subject to the order’s terms. This summarizes the order’s stated framework; it is not a broader conclusion about every legal issue raised by the arrangement. (Executive Order 14373)
How to read the figures without conflating them
| Figure | What it describes | What it does not establish |
|---|---|---|
| 30 million to 50 million barrels | The Department of Energy’s description of the anticipated initial sale volume in January 2026. | That all of the oil was delivered or sold. |
| $500 million | The value CBS News reported an administration official attributed to the first completed sale as of January 14, 2026. | The sale’s barrel volume or the cumulative amount sold. |
| Up to $2.8 billion | The Associated Press’s January 6, 2026 estimate, based on an oil price of roughly $56 per barrel at that time. | A current valuation or confirmed final sale proceeds. |
| 17 fields; approximately 65 billion barrels of claimed proven reserves | Figures in the White House’s August 31, 2026 fact sheet about a separate arrangement involving North American Blue Energy Partners (NABEP). | Delivery or sale of the original January oil volume. |
The $2.8 billion figure was a price-based estimate published by the Associated Press on January 6, not a realized value. (Associated Press, January 6, 2026)

The later White House oil agreement is a separate development
A White House release in September 2026 and an August 31 fact sheet describe a later agreement involving NABEP. The White House says it concerns 17 fields and approximately 65 billion barrels of proven reserves, and describes U.S. government ownership and offtake rights. Those are the White House’s stated terms for that later arrangement; they are not evidence that the January sale target was met. (White House release; August 31 fact sheet)

The available sources do not establish a cumulative delivered or sold quantity for the original announcement through October 8, 2026. The January announcement set out a proposed volume, and the January 14 report described one completed sale without stating its volume. The later NABEP agreement concerns a separate arrangement and cannot fill that gap.
