Faulkender became the new acting head. The public statements announced the change but did not establish an official reason for Shapley’s replacement.
What happened, and when?
ABC News reported that Trump selected Shapley to run the IRS in an acting capacity on Tuesday, April 15, 2025. On Friday, April 18, Treasury Secretary Scott Bessent announced that Faulkender, then deputy Treasury secretary, would take over as acting head. The Associated Press also reported that Shapley was out and Faulkender would replace him.
Those reported Tuesday and Friday dates are the basis for “three days.” The interval describes a rapid change in acting leadership, not the end of a Senate-confirmed commissioner’s term. The reports cited here describe the appointments and announcement; they do not provide an appointment instrument or legal order.
Why was Shapley replaced?
No official public explanation in the cited accounts establishes the reason. Bessent publicly expressed confidence in Faulkender and said Shapley would remain a senior Treasury adviser, but those remarks did not explain why the acting assignment changed.

The AP reported that The New York Times said Bessent had complained to Trump that Shapley was installed without Bessent’s knowledge and at the behest of Trump adviser Elon Musk. That is an account attributed to the Times, not a confirmed explanation from the administration. The AP also cited three people familiar with the decision who spoke anonymously; its report does not establish a definitive motive.
What did Bessent say?
In a statement reproduced by ABC News, Bessent said: “Trust must be brought back to the IRS, and I am fully confident that Deputy Secretary Michael Faulkender is the right man for the moment.” He also described Shapley as a continuing senior adviser, saying Shapley’s “passion and thoughtfulness” were essential to the department’s work on IRS reform and that he “remains among my most important senior advisors at the U.S. Treasury.”
The remarks publicly praised both officials in different roles. They should not be read as an explanation for the change.
Were either of them the Senate-confirmed IRS commissioner?
No. In its April 18, 2025 account, the AP said Trump’s nominee, Billy Long, had not yet been confirmed. Shapley and Faulkender were described in this episode as acting leaders, not as Senate-confirmed commissioners.

Who was leading the IRS later?
The April 2025 change is separate from the agency’s later leadership arrangement. In an update dated March 13, 2026, the IRS said Bessent’s service as acting commissioner had expired and Frank J. Bisignano was leading day-to-day IRS operations as CEO, reporting to the Treasury Secretary. That later update does not change who replaced Shapley in April 2025.
