Donald Trump promised that prescription drug prices would fall by 30% to 80%, and he signed a most-favored-nation drug-pricing executive order on May 12, 2025. The percentage was his forecast—not proof that prices broadly fell by that amount. Later White House statements describe drugmaker agreements and discounts on TrumpRx, but they do not establish what an individual patient will save.
What did Trump promise, and did he sign the order?
Trump said prescription drug and pharmaceutical prices would be reduced “almost immediately, by 30 percent to 80 percent.” The official transcript records the statement as his announcement of the policy’s expected effect, not as a measured result: U.S. Government Publishing Office transcript.
He signed Executive Order 14297, “Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients,” on May 12, 2025. The order’s existence does not mean every medicine’s price changed immediately or by the promised amount. For contemporaneous context on the question of whether the order would lower prices, see Axios’s report on the signing.
Did prescription prices actually fall by 30% to 80%?
The 30%–80% figure should not be treated as a verified, across-the-board reduction. The White House later reported that prices had declined 3.9% since Trump took office and that prices fell every month of 2026. Those are administration-reported figures; they do not establish that individual prescriptions fell 30%–80% or isolate the order’s effect. The available sources do not provide an independent, broad estimate of patient savings attributable to the order.

In August 2026, the White House said 17 manufacturers had reached agreements and that the agreements covered approximately 86% of the branded drug market. That is the administration’s account of agreement participation and branded-market coverage—not a finding that 86% of all medicines or patients received a particular discount.
How do the manufacturer agreements, TrumpRx and Medicare program differ?
| Route | What it is | What the reported figures establish |
|---|---|---|
| Manufacturer agreements | Agreements the White House says drugmakers made under the initiative. | The White House reported 17 participating manufacturers and approximately 86% coverage of the branded drug market in August 2026. These figures do not quantify each patient’s savings. |
| TrumpRx.gov | A White House-described way to access discounts on listed medicines. | The White House’s February 2026 fact sheet gives examples of listed price reductions. Examples apply to the listed medicines and stated purchasing terms, not every drug, patient, insurance arrangement or pharmacy purchase. |
| Medicare demonstration | A separate five-year program concerning what Medicare pays for certain physician-administered drugs. | Axios reported on October 2, 2026, that the finalized program ties Medicare payments to prices in other developed countries and was expected to affect only a handful of manufacturers. It is distinct from TrumpRx and the manufacturer agreements. |
For the administration’s explanation and examples of listed discounts, see the White House TrumpRx fact sheet. For its account of agreements and market coverage, see the White House August 2026 release. The Medicare program detail is from Axios’s October 2, 2026 report.

How can you tell whether a discount lowers your own cost?
A listed cash price is not necessarily the same as your out-of-pocket cost through insurance. A discount’s value depends on the exact medicine, the terms for accessing it, and how you would otherwise pay. Check the specific medicine and conditions on TrumpRx.gov, then compare the stated price with the cost available through your current pharmacy and coverage. Do not assume a headline percentage predicts your personal savings. Ask your pharmacist or clinician before changing how you obtain or take a prescribed medicine.
