President Donald Trump granted Ross William Ulbricht a full and unconditional pardon on January 21, 2025, covering the specified federal convictions tied to Silk Road. The pardon warrant does not give a detailed explanation for Trump’s decision; the case record and contemporaneous political comments provide context, but should not be confused with the warrant’s legal terms.
What did Trump’s pardon cover?
The Department of Justice warrant, dated January 21, 2025, describes the action as “A FULL AND UNCONDITIONAL PARDON” for Ulbricht’s specified federal convictions. It is a pardon, not a commutation. The warrant places the grant on January 21, distinct from Trump’s separate January 20 clemency actions concerning January 6 defendants. DOJ Executive Grant of Clemency and the official clemency list record the action.
The warrant also records the sentence imposed in 2015: two concurrent life terms plus additional concurrent prison terms, lifetime supervised release, $183,961,921 in forfeiture, and a $500 special assessment. These are the sentence terms stated in the warrant; the clemency document does not provide a detailed policy rationale for the pardon.
What was Ross Ulbricht convicted of?
According to the U.S. Attorney’s Office for the Southern District of New York, a jury found Ulbricht guilty on all seven counts on February 4, 2015, after a four-week trial. The conviction release describes the case as involving his operation of Silk Road and quotes then-U.S. Attorney Preet Bharara saying, “The supposed anonymity of the dark web is not a protective shield from arrest and prosecution.” The February 5, 2015 DOJ conviction announcement is the government’s account of the verdict and prosecution.

What was Silk Road?
Prosecutors said Ulbricht created Silk Road in January 2011 and operated it until law enforcement shut it down in October 2013. They described it as a hidden online marketplace for illegal drugs and other unlawful goods and services. The Southern District of New York said the marketplace had more than 100,000 users and facilitated more than $200 million worth of illegal drugs and other unlawful goods and services. Those figures are the U.S. Attorney’s Office’s 2015 description, not neutral findings stated in the pardon warrant. The May 29, 2015 DOJ sentencing announcement sets out the prosecution’s account.
In that sentencing announcement, Bharara called Ulbricht “a drug dealer and criminal profiteer who exploited people’s addictions and contributed to the deaths of at least six young people.” That statement is the prosecutor’s characterization of the case. It should be read as such, rather than as language from the pardon warrant.

Why did Trump pardon Ulbricht?
The warrant establishes that Trump granted the pardon, but does not spell out his reasoning. The Associated Press reported that Trump had promised to help Ulbricht at the Libertarian Party National Convention and described Ulbricht’s sentence as “ridiculous.” AP also quoted Trump’s January 21 post: “It was my pleasure to have just signed a full and unconditional pardon of her son, Ross.” The Associated Press report supplies the political context and attribution.

Angela McArdle, then chair of the Libertarian National Committee, welcomed the pardon. AP quoted her saying, “Ross Ulbricht has been a libertarian political prisoner for more than a decade.” That is an activist’s political characterization, not a court finding or a statement in the DOJ warrant. The prosecution’s account, the jury’s verdict, the clemency document, and supporters’ arguments are distinct parts of the public record.
