President Donald Trump established a committee of inquiry on October 7, 2026, to examine allegations that Federal Reserve Governor Lisa D. Cook made false statements in mortgage documents. The committee has not announced a finding of wrongdoing. It is scheduled to hear from Cook on November 5, and will recommend whether there is cause for her removal; the president—not the committee—would make any removal decision.
What is the committee investigating?
The presidential memorandum directs the committee to investigate allegations that Cook made false statements in connection with one or more mortgage instruments. The Associated Press reported that the allegations concern two properties represented as primary residences in mortgage applications in 2021. Those are allegations, not an established finding of mortgage fraud.

Cook denies wrongdoing. Her lawyers have characterized the discrepancy as an “inadvertent error.” The AP reported on October 9 that Cook had not been charged with a crime. Associated Press coverage describes the allegation and her response.
When will Lisa Cook testify, and what can she submit?
The memorandum schedules an in-person hearing at the White House for November 5, 2026. It may last no more than four hours. The hearing will be closed to the public but transcribed. Before it takes place, the committee must provide Cook with the evidence it is considering.

Under the memorandum, Cook may:
- Submit a written position statement at least three days before the hearing.
- Appear and be examined, present arguments and written evidence, and provide written witness statements.
- Submit a post-hearing statement by November 10, 2026.
After the hearing, the committee is to send the president written findings of fact, conclusions of law, and a recommendation on removal as soon as practicable. The memorandum does not specify a date for that report.
Who is on the committee?
The October 7 memorandum names three members: the Assistant to the President for Economic Policy, the chair of the Equal Employment Opportunity Commission, and the Director of the Office of Government Ethics. The committee’s task is to assess the allegations and report whether there is “cause” for Cook’s removal under 12 U.S.C. 242, as construed in Trump v. Cook.

Can Trump remove a Federal Reserve governor?
The memorandum asks the committee to recommend whether cause exists for removal; it does not itself remove Cook or settle the legal question. The outcome remains unresolved as of October 11, 2026.
There is also recent procedural context. CBS News reported that in June 2026 the Supreme Court allowed Cook to continue serving while her challenge proceeded, because she had not received notice and an opportunity to respond before an earlier attempted removal. The October process follows renewed notice and a response process in August. That account concerns the earlier dispute; it does not establish how a court would rule on the current committee’s findings. CBS News coverage summarizes the procedural background.

What happens next?
- Before November 5: The committee must provide Cook with the evidence it is considering. She may submit her written position statement at least three days before the hearing.
- November 5: The committee is scheduled to hold its closed, transcribed hearing at the White House, with Cook permitted to appear, be examined, and present her case.
- By November 10: Cook may submit a post-hearing statement.
- Afterward: The committee is to send its findings, legal conclusions, and recommendation to the president as soon as practicable. Any removal decision is separate from that recommendation.
