There was no formal “Trump Card Visa” launch by Elon Musk or DOGE in May 2025. WIRED reported that DOGE associates were working on digital infrastructure for a proposed golden-visa program. The formal program came later: Executive Order 14351 established the Gold Card on September 19, 2025, and the government’s site now lists an active application process with a $15,000 nonrefundable DHS processing fee and, for an individual, a $1 million gift after background approval. Paying does not guarantee permanent residence.
What WIRED reported about DOGE—and what it did not establish
On May 7, 2025, WIRED reported that DOGE associates had begun work on digital infrastructure for a proposed “Trump Card Visa.” The report said DOGE registered trumpcard.gov in late March, that WIRED’s tests found agency-related subdomains, and that a Global Entry form included the question whether an applicant had “submitted an application for a Trump Card Visa.” That wording is a finding reported from that period, not confirmation that the same question remains on the form today.
The report described early technical work, not a formal visa program launch. It is also not evidence that Musk personally administered the program. The later executive order does not name Musk or DOGE as administrators; it assigns implementation to the Secretary of Commerce, coordinating with the Secretaries of State and Homeland Security.
When the Gold Card became a formal program
On September 19, 2025, President Donald J. Trump signed Executive Order 14351, “The Gold Card.” It directs the Department of Commerce to establish the program in coordination with State and Homeland Security. A White House fact sheet issued the same day summarized the launch and the gift amounts.

As of October 4, 2026, the official Trump Gold Card website lists an active application and describes current fees, gifts, eligibility conditions and tax treatment. Its current name is “Trump Gold Card”; it describes the Platinum Card separately as unreleased.
What the current Gold Card terms say
The official site distinguishes the individual application from corporate sponsorship. These are the terms it lists as of October 4, 2026; additional State Department fees may apply.

For family members, the site says they must be included in the initial application and that each is subject to an additional processing fee and gift. The amounts are not separately stated there.
Does paying the gift guarantee a green card?
No. The site describes the gift as part of an expedited adjudication process, not as a purchase that bypasses immigration law or guarantees approval. Applicants must be eligible for lawful permanent residence, admissible to the United States and covered by an available visa. Homeland Security determines whether a successful applicant receives permanent resident status as an EB-1 or EB-2 visa holder, subject to availability. The site warns that applicants from a small number of countries may face visa waits of a year or more.

The order says agencies should, consistent with applicable law, treat the gift as evidence of eligibility under specified EB-1 and EB-2 provisions, including the national-interest-waiver pathway. It also requires implementation consistent with agency authority, public safety and national-security concerns, and existing visa-number limits. A gift therefore does not remove screening or the statutory and practical limits the order retains.
Is the Gold Card the same as EB-5?
No such replacement is established in the order. Executive Order 14351 sets out a gift-based Gold Card structure and directs agencies to consider expanding it to the EB-5 category; that is a direction to consider expansion, not a statement that EB-5 has been replaced. The order specifies gifts of $1 million for an individual or $2 million for a corporation or similar entity giving on an individual’s behalf, with funds directed to a separate Treasury fund to promote commerce and American industry. Those are gifts, not described as investments in a business by the applicant.

What Gold Card holders should know about U.S. taxes
The official site says Gold Card holders, as U.S. permanent residents, are subject to U.S. tax, including on income earned outside the United States. That is distinct from the proposed Platinum Card language about time in the country and non-U.S. income; the site says the Platinum Card is not yet released. Anyone weighing permanent residence against cross-border financial obligations should get individualized tax advice before applying.
What the program’s public claims do—and do not—show
The official site attributes the statement “They can invest in America. And we can continue to build the greatest economy on Earth” to President Donald J. Trump. It presents the program as an economic initiative, but the material cited here establishes program terms and legal instructions, not independent outcomes such as investment totals, job creation or application approval rates.
