Harvard can currently enroll and host international students and scholars, and says it can issue the documents needed for F-1 and J-1 visa applications. What happened to Harvard’s international student enrollment?
On May 22, 2025, the Department of Homeland Security (DHS) announced it was revoking Harvard’s certification under the Student and Exchange Visitor Program (SEVP). SEVP certification allows a school to enroll eligible international students and issue school documents used in the F-1 student visa process. The announced revocation would have prevented Harvard from hosting students and scholars on F- and J-category visas for the 2025–26 academic year, according to contemporaneous reporting by the Harvard Gazette.
Harvard sued. A federal district court issued a temporary restraining order on May 23, 2025, followed by preliminary injunctions on June 20 blocking the SEVP revocation and June 23 blocking a separate presidential entry proclamation. The government appealed the injunction concerning the proclamation. The district court later stayed the case pending resolution of that appeal. Harvard’s International Office says the court orders remain in effect while the case proceeds.
For a prospective or current student, the practical distinction is that the announced measures are not currently being enforced against Harvard under those court orders. That does not mean the underlying dispute has been finally decided.

Two government actions, with different effects

The proclamation also specified exceptions, including entry deemed to be in the national interest, and said its suspension would expire after six months absent an extension. Those were terms in the proclamation when issued; the court injunction means they should not be treated as the current operative entry rules for Harvard-bound students.
What prospective students and scholars can do
Harvard’s International Office says the court orders allow the university to continue enrolling and hosting international students and scholars and to issue visa-related documents. For F-1 and J-1 applicants, Harvard says it can issue the Form I-20 and DS-2019, respectively, for use in visa applications. A school document is not itself a visa: visa issuance remains subject to individual consular procedures.
- Confirm your admission and program details with Harvard. Ask the relevant Harvard office what documents apply to your program and circumstances.
- Follow Harvard’s instructions for the appropriate visa document. The Form I-20 is associated with F-1 applications; the DS-2019 is associated with J-1 exchange visitor applications.
- Check your individual visa and travel situation with the appropriate official channels. The court orders address the challenged government actions, but do not guarantee an individual visa decision or resolve every person’s separate immigration or consular issue.
Current students and scholars should consult Harvard’s International Office about their own status and academic activity. Harvard says the orders protect their lawful status and continued academic activity while the case proceeds, but individual circumstances can differ.

Why the federal review still matters
The court case is not the only track. The court record describes a May 28, 2025 DHS notice of intent to withdraw Harvard’s SEVP certification through an administrative process. Harvard says a separate F-1 review and a State Department review of its J-1 program continue.

In an August 6, 2025 stipulation described in a district-court memorandum, the government said it “would not rely on the SEVP Revocation Letter ‘to revoke Harvard’s SEVP certification or [EVP] designation.’” That is a procedural commitment recorded by the court, not a final judicial finding that resolves the broader dispute.

The White House proclamation presented the entry restriction as a national-security measure. It asserted that Harvard had refused requests for information about certain foreign students’ conduct and was not a trustworthy steward of international exchange programs. These are the administration’s stated claims in the proclamation.

Harvard said it had complied with the records request to the extent required by law and challenged the revocation as unlawful retaliation. The parties dispute the factual and legal basis for the actions. The interim court orders block enforcement; they are not a final decision on the merits of either side’s claims.
How many Harvard students were affected?
In a report published in the immediate aftermath of the May 2025 announcement, the Harvard Gazette said Harvard students came from more than 140 countries and international students made up about one quarter of the student body. Those are historical figures reported in 2025, not a current 2026 enrollment count.
