In April 2025, the Trump administration said certain international students’ SEVIS records would remain active or be reactivated while ICE developed a policy framework. That was not a blanket reversal of visa revocations: DHS said the SEVIS access restoration applied to people whose visas had not been revoked. The announcement did not establish that every affected student was restored or settle what would happen under later policy.
What changed in April 2025?
Universities began reporting in early April 2025 that the Department of Homeland Security had terminated F-1 students’ SEVIS records. The actions led to lawsuits and temporary court orders. On April 25, government lawyers said ICE was developing a policy framework and that records for plaintiffs and similarly situated people would remain active or be reactivated until that policy was issued. The Associated Press reported that DHS spokesperson Tricia McLaughlin said ICE had restored SEVIS access for people whose visas had not been revoked, but had not reversed visa revocations. That distinction matters: a record being active again did not, by itself, mean that a revoked visa had been reinstated or that every practical consequence of an earlier termination was resolved.
What is the difference between a visa, F-1 status, and a SEVIS record?

As the court order describes for the plaintiffs before it, a terminated SEVIS record could threaten employment, the ability to remain in the country, and re-entry. Those consequences depend on the person’s circumstances; the order does not make visa revocation, status termination, and record termination synonyms.
Were all affected students restored?
The available reports do not establish a nationwide restoration for everyone. UC Davis reported that 23 of its students’ records had been terminated through April 10 and that all 23 were active again by the evening of April 26, 2025. The Associated Press reported that at least 1,220 students at 187 colleges, universities, and university systems had experienced visa revocation, legal-status termination, or both since late March 2025. Why were students’ records terminated?
UC Davis said DHS had not published guidance explaining how students were selected. The university noted that some affected students appeared to have had prior law-enforcement encounters, including minor incidents, but that observation does not establish an official selection rule or explain any individual case. The government’s reported April 25 statement said ICE would develop a framework for SEVIS record terminations and that records for plaintiffs and similarly situated people would remain active or be reactivated in the meantime. AP reported that this temporary approach also said ICE would not modify a record solely because of the National Crime Information Center finding that had led to the recent termination. Courts issued relief in individual cases; those orders should not be read as a final nationwide ruling. In May 2025, the Northern District of Illinois granted a preliminary injunction for the named student plaintiffs. An earlier temporary restraining order had directed restoration retroactive to March 31. A 2026 opinion from the District of South Dakota recounts a change in ICE policy: the earlier policy treated visa revocation alone as insufficient to terminate a student’s SEVIS record, while an April 26, 2025 policy allowed an immediately effective State Department visa revocation to serve as a basis for immediate SEVIS termination. That opinion is evidence of the policy’s evolution, but it does not establish the complete current nationwide agency guidance or the final appellate status of the issue. Saxena v. What should a student do if a SEVIS record was reactivated?
Because a record update and a visa revocation are separate, students should confirm their own case rather than assume that an announcement resolved every issue. The appropriate next steps depend on the student’s record, visa, and circumstances.

- Ask the designated school official to verify the current SEVIS record and explain what the school’s records show about any termination or reactivation.
- Check separately whether the visa was revoked; a reactivated SEVIS record does not establish that a visa was restored.
- Confirm the status of any issue that affects employment, enrollment, travel, or re-entry rather than assuming that record activation automatically resolves it. The court described these as potential consequences in the circumstances of the plaintiffs before it.
