The Trump Account may qualify for a one-time $1,000 federal pilot contribution for some U.S. citizens born in 2025–2028, but generally locks up withdrawals during its growth period. A Roth IRA has different contribution and tax rules, and its investment menu depends on the provider. Which fits a family depends on eligibility, funding, access, investments and tax treatment.
This comparison covers U.S. federal rules as of October 13, 2026. Some Trump Account implementation rules are proposed, so check current IRS guidance and account-provider terms before acting.

Trump Account vs. custodial Roth IRA: the main differences
Both accounts can be established for a child and invested for the future, but they are legally and practically different. A Trump Account is an individual retirement account that is not designated as a Roth IRA. A custodial Roth IRA is a Roth IRA held for a minor under an adult’s administration, subject to the provider’s arrangements. The names do not describe interchangeable versions of the same account.

|---|---|---|
| Does the child need earnings to establish or fund it? | The IRS eligibility summary bases establishment on the child’s age and Social Security number, not the Roth compensation test. Contributions are subject to the account’s limits and rules. | Yes. The child needs qualifying taxable compensation, and Roth contributions are subject to modified adjusted gross income rules. |
| General contribution limit | $5,000 per year under the statutory framework summarized in 2026 IRS guidance; adjusted for inflation after 2027. Some contribution categories are treated separately, while employer contributions count toward this limit. | For tax year 2026, traditional and Roth IRA contributions combined are limited to $7,500 or the person’s taxable compensation, if lower. Other IRA contributions and Roth income restrictions also matter. |
| Federal pilot contribution | A qualifying child may receive a one-time $1,000 contribution if the program conditions are met. It does not count toward the $5,000 general limit. | No federal pilot contribution is identified in the IRS Roth IRA guidance covered here. |
| Investment rules | During the growth period, the eligible-investment framework generally limits holdings to specified mutual funds or ETFs. The IRS’s August 2026 investment regulations were proposed. | The IRS Roth guidance covered here does not prescribe the Trump Account investment list. Choices and fees depend on the provider. |
| Access to money | Generally no distributions during the growth period, which ends on December 31 of the year the beneficiary turns 17. General withdrawals are described as unavailable before January 1 of the year the child turns 18. | Roth distribution rules apply. Returned contributions are not subject to tax, but earnings are tax-free only for qualified distributions; other tax and early-distribution rules may apply. |
| Tax character | Non-Roth IRA. After the growth period, traditional IRA rules generally apply. | Contributions are nondeductible. Qualified distributions, including the applicable requirements for earnings, can be tax-free. |
These are federal rules, not a guarantee that a particular trustee offers either account on a particular date or on particular terms. The IRS sources describing Trump Accounts include proposed rules; a provider’s fees, procedures and available investments should be checked separately.

Who can establish each account?
Trump Account eligibility
An authorized adult may elect to establish a Trump Account for a child who has a Social Security number and has not reached age 18 by the end of the calendar year in which the election is made. The IRS describes making the election using Form 4547 or an online process. The person making the election generally acts as the responsible party while the beneficiary lacks legal capacity.
The election window and the federal pilot contribution are separate questions. Account eligibility does not by itself qualify a child for the pilot payment. To qualify for the one-time $1,000 Treasury contribution, the child must be a U.S. citizen born from January 1, 2025, through December 31, 2028, have a Social Security number, and meet the program’s other conditions, including an authorized election. Not every child with a Trump Account receives the payment.
The IRS stated that contributions to Trump Accounts could not be made before July 4, 2026. That start date matters if a family is comparing account availability with a child’s birth date or considering when outside contributions can begin.

Custodial Roth IRA eligibility
The child—not the parent who supplies the money—must have qualifying taxable compensation for a Roth IRA contribution. A parent’s gift or willingness to make a deposit does not substitute for the child’s compensation. The child’s total traditional and Roth IRA contributions for the tax year cannot exceed the lower of the applicable annual limit or the child’s qualifying compensation; Roth income restrictions can further limit eligibility or the permitted contribution.
Most children with modest income will not approach the Roth modified-AGI thresholds, but the rule still applies. Parents should use the child’s own tax facts and account for any other IRA contributions rather than assuming that a child’s age or a parent’s income alone determines the contribution limit.

How contributions and caps work
Trump Account contributions
The general Trump Account contribution limit is $5,000 per year under the statutory framework summarized by the IRS in 2026. It is scheduled to be adjusted for inflation after 2027. Family gifts and contributions from friends count toward this general limit, so several well-meaning contributors do not each get a separate $5,000 allowance.
Some categories receive different treatment:
- Federal pilot contribution: The one-time $1,000 contribution for an eligible child does not count toward the general annual cap.
- Employer contributions: Certain contributions may be excluded from an employee’s income up to $2,500 annually under the applicable program, but they count toward the $5,000 Trump Account limit. The $2,500 is not an additional contribution allowance.
- Qualifying government or nonprofit contributions: Certain qualified general contributions may be outside the cap, subject to statutory program conditions. Do not assume that every public or charitable payment qualifies for this treatment.
The limits therefore cannot be compared by simply adding the pilot, employer amount and general cap together. Each payment must be classified under the relevant program rule, and the general cap still applies to ordinary contributions and employer contributions that count toward it.

Roth IRA contributions
For tax year 2026, the IRS limit for contributions to traditional and Roth IRAs combined is $7,500, or the individual’s taxable compensation if lower. This is a tax-year-specific figure, not a permanent annual limit. A child who already contributes to a traditional IRA has less room under the combined cap for a Roth contribution. Roth modified-AGI rules can reduce or eliminate the amount that can go into a Roth IRA at higher income levels.
A useful first calculation is to identify the child’s qualifying compensation, subtract other traditional or Roth IRA contributions for the tax year, and then apply the relevant annual cap and Roth income restrictions. The parent’s source of the cash does not change whose compensation supports the contribution.
What can the accounts invest in?
Trump Account investment restrictions
During the growth period, the IRS describes eligible investments as mutual funds or exchange-traded funds tracking the S&P 500 or another qualified index comprised primarily of U.S. company equities. The investments must not use leverage, and annual fund fees and expenses must be no more than 0.1% of fund assets. The 0.1% threshold is part of the IRS’s proposed 2026 eligible-investment rules.

The IRS issued the proposed investment regulations in August 2026; they should not be described as final regulations. The IRS also said further rules were expected on other Trump Account topics. A fund’s name or broad-market label alone does not establish that it meets the Trump Account criteria, and eligibility does not mean every trustee offers it. Families need to check both the governing requirements and the particular trustee’s available choices.

Roth IRA investment choices
The Roth IRA guidance covered here sets tax and contribution rules rather than a required index-fund menu. Providers may offer different investments, charge different fees and impose different account or transfer terms. Compare the actual custodian’s investment options and charges; “Roth IRA” does not identify one uniform investment product.
When can the child use the money?
Trump Account access
The growth period ends on December 31 of the calendar year in which the beneficiary turns 17. IRS guidance describes general withdrawals as unavailable before January 1 of the year the child turns 18. This is a meaningful restriction for a family that may want the child to use the account for education, a first home, or another expense before then.
The IRS discusses limited transfer or rollover exceptions, including a transfer to an ABLE account under specified conditions. That is not a general early-access option. After the growth period, traditional IRA rules generally apply; the transition does not turn the account into a Roth IRA or create unrestricted, tax-free access.
Roth IRA access
Roth rules distinguish contributions from investment earnings. Returns of Roth contributions are not subject to tax, while earnings are tax-free only when the distribution qualifies under the Roth rules, including the applicable five-year and age or exception requirements. Earnings from a nonqualified distribution may be taxable, and a taxable early distribution may face an additional tax unless an exception applies.

That distinction can make a Roth IRA more flexible than a Trump Account in some circumstances, but it is not a promise that every withdrawal is tax-free or penalty-free. Families should identify whether a potential withdrawal would come from contributions or earnings and apply the distribution rules to the child’s circumstances.
How the tax treatment differs
Trump Account: non-Roth treatment
The IRS describes a Trump Account as an individual retirement account under section 408(a) that is not designated as a Roth IRA. It should not be described as tax-free Roth growth or as an ordinary child savings account that can be accessed whenever needed. During the growth period, the account follows its special restrictions; after that period, traditional IRA rules generally apply. The tax treatment of a later distribution depends on those rules and the facts at the time.
Roth IRA: nondeductible contributions and qualified distributions
Roth IRA contributions are not deductible. Qualified distributions can be tax-free, but earnings do not automatically receive that treatment merely because they have accumulated in a Roth account. The applicable five-year and age or exception conditions matter. A comparison that calls all Roth money “tax-free” or all Roth withdrawals “penalty-free” leaves out the distinction most likely to affect a family’s plans.
Can a child have both?
The IRS material summarized here does not establish that a family must choose exactly one account. A child may potentially have different account types if each account’s conditions are satisfied. That does not remove the separate rules: a Roth IRA still requires the child’s qualifying compensation and is subject to its contribution limits, while Trump Account contributions follow their own cap and categories. Check contribution coordination and the child’s individual tax facts before funding both.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesA practical way to compare them
- Check eligibility first. Confirm the child’s Social Security number and age-based Trump Account election eligibility. Separately determine whether the child has qualifying taxable compensation for a Roth IRA contribution.
- Check pilot eligibility separately. For the $1,000 contribution, verify U.S. citizenship, birth between January 1, 2025, and December 31, 2028, a valid Social Security number, an authorized election and any other program conditions.
- Map all funding sources. Estimate ordinary gifts and other contributions against the Trump Account’s $5,000 general cap, taking care with employer contributions and the separately treated pilot or qualifying public and nonprofit contributions. For a Roth, use the child’s compensation, other IRA contributions and the tax-year cap.
- Decide how important access is. A Trump Account generally cannot be distributed during the growth period. Roth access follows contribution and earnings rules, which are not the same as unrestricted withdrawal rights.
- Compare investment choices and costs at the actual provider. For a Trump Account, verify that offered investments fit the eligible-investment framework. For a Roth, review the provider’s menu, account fees and transfer terms.
- Review who controls the account. The Trump Account election-maker generally serves as responsible party while the child lacks legal capacity. Custodial Roth administration and the transition when the child becomes an adult depend on provider arrangements and applicable law.
- Recheck current rules before opening or contributing. Trump Account implementation guidance is evolving, and the investment regulations described by the IRS in August 2026 were proposed. Confirm current IRS guidance and trustee procedures rather than relying on an old summary.
Which account may fit a family’s priorities?
- A Trump Account may be worth evaluating if a child is eligible to establish one without the Roth compensation test, the child may qualify for the pilot contribution, and the family accepts the growth-period restrictions and eligible-investment framework.
- A custodial Roth IRA may be worth evaluating if the child has qualifying taxable compensation and the family values Roth tax treatment, provider-dependent investment choice, or the distinct rules for accessing contributions and earnings.
- Neither comparison can be made from headline limits alone. The Trump Account’s $5,000 general cap, separately treated contribution categories, Roth’s compensation-linked ceiling, future access, tax treatment and provider terms all affect the result.
There is no basis in the IRS guidance covered here to assume that one account will produce a particular balance or outperform the other. Returns depend on investments and future performance, while the tax and access rules are different by design. Compare the actual account rules and costs rather than treating a contribution limit or pilot payment as a prediction of future value.

Frequently Asked Questions
What is the difference between a Trump Account and a custodial Roth IRA?
A Trump Account is a non-Roth IRA with a general $5,000 annual contribution limit, a restricted eligible-investment framework during its growth period and generally no distributions before the year the child turns 18. A custodial Roth IRA requires the child to have qualifying taxable compensation; Roth contributions are nondeductible, and qualified distributions can be tax-free. Provider investment choices and fees vary.
Can my child have both a Trump Account and a custodial Roth IRA?
The IRS material covered here does not say families must choose only one. A child may potentially have both if each account’s conditions are met. A Roth still requires the child’s qualifying compensation and is subject to Roth rules; Trump Account contributions have their own limits and categories. Check the child’s tax facts and contribution coordination before funding both.
Does my child need a job to open a Roth IRA?
The child needs qualifying taxable compensation to contribute to a Roth IRA; a parent’s gift or willingness to pay does not replace that requirement. Contributions are limited by the child’s compensation and the annual IRA cap, and Roth modified-AGI rules can also limit eligibility or the permitted amount. A child’s age or a parent’s income alone does not determine the limit.
Can I withdraw money from a Trump Account before my child turns 18?
Generally, no. IRS guidance describes distributions as unavailable during the growth period, which ends December 31 of the year the beneficiary turns 17; general withdrawals are described as unavailable before January 1 of the year the child turns 18. Limited transfer or rollover exceptions exist, including a specified ABLE-account transfer, but they are not general early-access options.
Does every eligible baby get the $1,000 Trump Account contribution?
No. The one-time pilot contribution is narrower than general account eligibility. The child must be a U.S. citizen born from January 1, 2025, through December 31, 2028, have a Social Security number, and meet the other program conditions, including an authorized election. Having a Trump Account alone does not automatically qualify a child for the payment.
The Bottom Line
A Trump Account and a custodial Roth IRA are not interchangeable. Compare the child’s eligibility, the applicable contribution limits, access restrictions, investment options and tax treatment. The $1,000 pilot contribution has narrower eligibility than the account itself, and Roth contributions require the child’s qualifying compensation. Because some Trump Account implementation rules are proposed, verify current IRS guidance and provider terms before deciding.
