Treasury Securities vs. CDs: How to Compare Safety, Taxes, and Returns

Treasuries have U.S. government backing and state and local tax-exempt interest; eligible bank CDs may have FDIC coverage. Compare matched terms, current rates, taxes, and early-access rules.

Neither Treasury securities nor certificates of deposit (CDs) are automatically the better choice. Compare a Treasury and a CD with similar terms using quotes from the same date, then weigh their different protections, after-tax returns, and early-access rules. Treasury interest is exempt from state and local income taxes; an eligible CD at an insured bank may be covered by FDIC deposit insurance within applicable limits.

Are Treasury bills safer than CDs?

They have different forms of protection. Treasury securities are backed by the full faith and credit of the U.S. government, which TreasuryDirect says guarantees timely payment of interest and principal. They are not FDIC-insured. The FDIC lists Treasury bills, notes, and bonds among products it does not insure.

A CD is a time deposit. If it is held at an FDIC-insured bank, it can qualify for deposit insurance. The standard maximum is $250,000 per depositor, per insured bank, per ownership category; the limit applies across eligible deposits in that category at the same bank, not separately to each CD. The FDIC says coverage includes principal and accrued interest through the date of a bank’s closing, subject to the limit. Check the bank’s insured status and how your accounts are titled before relying on coverage.

How do taxes differ?

For U.S. federal tax purposes, interest from Treasury bills, notes, and bonds is taxable. The IRS says it is exempt from all state and local income taxes. Interest on bank accounts and CDs is generally taxable interest. Individual reporting and state rules can affect a taxpayer’s situation, so consult a tax professional for personal advice.

How should you compare Treasury yields and CD APYs?

Compare rates for similar maturities and the same quote date. TreasuryDirect defines yield to maturity as a security’s annual rate of return. A bank quotes a CD’s annual percentage yield (APY) for a stated term. Those figures are useful starting points, but payment and compounding conventions can differ, and the higher advertised figure is not necessarily the higher after-tax or accessible return.

Treasury bills have terms of one year or less. TreasuryDirect lists 4-, 6-, 8-, 13-, 17-, 26-, and 52-week bills, with rates fixed at auction. Bills may be sold at par or at a discount and pay face value at maturity; the difference between the purchase price and face value is bill interest. Other marketable Treasury types include notes, bonds, Treasury Inflation-Protected Securities (TIPS), and floating-rate notes, so do not treat every Treasury as a short-term cash alternative.

There is no permanent return winner. Auction yields and bank APYs change, and a meaningful comparison needs current, matched quotes. Check the live Treasury auction or brokerage quote and the bank’s current APY, minimum deposit, payment or compounding schedule, maturity, and withdrawal terms before deciding.

What to compare Treasury securities Bank CDs
Protection Backed by the U.S. government; not FDIC-insured. FDIC-insured if held at an insured bank and within applicable coverage limits and ownership-category rules.
Tax treatment Federal income tax applies; exempt from state and local income taxes. Interest is generally taxable; personal and state tax details may affect reporting.
Rate quote Auction yield or market yield, depending on security and purchase route. Bank’s current APY for a stated term.
Term Product-specific; bills range from 4 to 52 weeks, while other Treasury types have different maturities. Set by the bank’s offer.
Early access Marketable securities can be sold before maturity; the sale price can change with market conditions. Withdrawal terms and any restrictions are specific to the CD contract.

What happens if you need the money early?

Selling a Treasury before maturity

Marketable Treasury securities can be sold before maturity. The price you receive may differ from face value because market conditions change. Selling early therefore has a different outcome from holding the security to maturity; consider whether you can leave the money invested for the full term.

Withdrawing from a CD

CD early-withdrawal terms vary by offer. Before opening one, read the bank’s disclosure for restrictions, penalties, and how a withdrawal works. Do not assume one bank’s terms apply to another CD.

Which option fits your priorities?

  • Consider a Treasury if the federal backing and state and local income-tax exemption matter to you, and you can match the security’s maturity to when you expect to need the money—or accept the possibility that an early sale may bring a different price.
  • Consider a CD if you want a bank deposit with a stated term and the CD qualifies for FDIC insurance within your coverage limits. Confirm the APY and withdrawal terms, and account for the tax treatment of its interest.
  • For either choice, compare like with like. Check the maturity, current quote, after-tax return, protections, and access terms rather than choosing from a rate headline alone.
