Treasury Bills vs. CDs: How to Choose for Your Savings

Treasury bills and CDs can both hold savings for a defined period, but their access rules, taxes and protections differ. Match maturity to your cash need and compare current, similar-term offers.

Choose a Treasury bill or a certificate of deposit (CD) by matching its maturity to the date you expect to need the money, then compare current yields over similar periods. Treasury bills can be sold before maturity, but the sale price may differ from the amount due at maturity. A CD generally ties up the deposit until its term ends or you pay the account’s early-withdrawal penalty. Taxes and the type of protection also differ: bill earnings are federally taxable but exempt from state and local taxes, while eligible bank CDs may qualify for FDIC deposit insurance within applicable limits.

What separates a Treasury bill from a CD?

A Treasury bill, often called a T-bill, is a short-term, marketable U.S. government security. A CD is a deposit account offered by a bank or credit union for a specified term. Both can be used for money you want to preserve, but neither should automatically be treated as an on-demand savings account: a bill has a maturity date and a market sale route, while a CD has a maturity date and typically imposes a penalty for withdrawing early.

The practical choice is not simply “which one pays more?” It is whether the product’s term, access rules, tax treatment, and protection fit your cash need. A slightly higher quoted rate may not be the better fit if it requires locking up money beyond your planned spending date, or if taxes change the after-tax comparison.

How Treasury bills work

Terms, purchase price, and maturity payment

The U.S. Treasury’s current Treasury Bills page lists standard terms of 4, 6, 8, 13, 17, 26, and 52 weeks. Bills are issued electronically and sold at auction at a discount or at par. At maturity, the holder receives the bill’s face value. When a bill is bought at a discount, the difference between its purchase price and face value is its interest.

For example, if a hypothetical bill with a $1,000 face value is purchased for $990 and held to maturity, the $10 difference is the interest. That simple dollar difference is not, by itself, a like-for-like comparison with a CD’s quoted annual percentage yield: the terms and how each offer states its yield matter. Compare annualized yields for similar time periods rather than comparing the bill’s dollar discount with a CD’s rate.

Minimums and auction schedule

TreasuryDirect lists a $100 minimum purchase, in $100 increments. Most regular bill terms are auctioned weekly; 52-week bills are auctioned every four weeks, according to the Treasury’s current description. Terms and auction schedules can change, so check the Treasury’s current bill information and auction results when timing a purchase.

How bids and purchases work

Individuals can buy bills through TreasuryDirect or through a bank or broker. TreasuryDirect describes a noncompetitive bid as accepting the discount rate determined at the auction. Competitive bidding sets a rate threshold and must be submitted through a bank or broker. For a household saver comparing a bill with a CD, the noncompetitive route is the simpler concept: you do not set the auction’s rate yourself.

Before buying, confirm the bill’s maturity date, purchase amount, and the account through which you will hold it. A bill is a security, not a bank deposit, and the maturity payment is tied to holding it until maturity. If you might need cash earlier, understand the sale route before committing.

Access before maturity

TreasuryDirect says holders can keep a bill until maturity or sell it beforehand. An early sale is a market transaction, not a withdrawal at a guaranteed maturity value. The proceeds depend on the sale transaction, so do not assume that selling early will return the face value or preserve the expected return.

This gives bills a different kind of flexibility from a CD: there is a way to sell, but the amount received before maturity is not established in advance as a withdrawal penalty would be. If you cannot tolerate uncertainty about the amount available on a particular date, choose a maturity that fits your cash need or keep that portion of savings in an account designed for immediate access.

How CDs work

Term, rate, and early-withdrawal penalty

The Consumer Financial Protection Bureau (CFPB) describes a CD as a savings account at a bank or credit union with a specified term during which the saver generally agrees not to withdraw the money. The institution sets the offered term and rate. If you take money out early, the account generally imposes a penalty.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single penalty formula that applies to every CD. Before opening one, read the account disclosure and identify the exact penalty, including how it is calculated and what happens if the penalty exceeds the interest earned. Compare the CD’s term, rate, and penalty together. A high stated rate is not useful if the funds are likely to be needed before maturity and the penalty would undermine the return.

Choose a maturity that matches the plan

Start with the date or period when you expect to use the money, then look for a CD whose maturity fits. The CFPB’s guidance illustrates the general principle by suggesting that someone planning a need in five years consider a term that matches that horizon. The example is not a recommendation that every saver should choose a five-year CD; it shows why the maturity date should follow the goal rather than the other way around.

If your need is uncertain, avoid choosing a long term merely because its rate looks attractive. Consider keeping the uncertain portion accessible in another suitable account or dividing savings among several maturities. A CD ladder can stagger maturity dates, but it does not guarantee a higher return or remove the need to assess each account’s terms.

Treasury bills vs. CDs at a glance

Decision point Treasury bills CDs
What it is Short-term, marketable U.S. government security. Bank or credit-union savings account held for a specified term.
Terms Standard terms listed by Treasury: 4, 6, 8, 13, 17, 26, and 52 weeks. Term is set by the offering institution; offerings vary.
How return is set Auction-set discount or par purchase price; the holder receives face value at maturity. Offer-specific rate and term; read the actual account offer.
Access before maturity Can be sold before maturity, but sale proceeds depend on the transaction and are not guaranteed to equal the maturity value. Early withdrawal generally triggers a penalty; the formula is account-specific.
Tax treatment Earnings are federally taxable and exempt from state and local taxes. Interest is generally taxable interest; reporting details can vary with when interest is paid or available.
Protection U.S. government security; not FDIC-insured. Eligible bank deposits may be FDIC-insured within applicable limits. Credit-union deposits are generally covered through NCUA within applicable limits.
Purchase route and minimum TreasuryDirect or a bank or broker. TreasuryDirect lists a $100 minimum and $100 increments. Open through an offering bank or credit union; minimums depend on the offer.

The table summarizes the general distinctions, not every available offer. Specific CD terms, minimums, and rates depend on the institution, while Treasury auction details should be checked against current Treasury information.

How to compare returns fairly

Use current offers for comparable periods

Bill yields and CD offers change. There is no permanent winner, and a rate snapshot from a different date is not a sound basis for today’s choice. Compare an actual Treasury auction result with an actual CD offer available for a similar time horizon. Use the same basis for annualized yield where possible, and check the offer’s assumptions rather than treating every advertised rate as directly comparable.

For a CD, verify the offered term and whether the rate has conditions, such as a minimum deposit, or is callable. These are offer-specific features, so inspect the institution’s actual disclosure; do not assume they apply to every CD. Also check fees, compounding, and how and when interest is paid. For a bill, use the auction’s result and the bill’s actual term rather than relying on a generalized rate headline.

Compare the date the money becomes available, too

A four-week bill and a multi-month CD do not represent the same commitment, even if their quoted annualized rates appear close. First screen out options that mature after the money is needed, unless you have consciously accepted an early sale or withdrawal penalty. Then compare the remaining offers over similar horizons. The return only answers part of the question; access terms determine whether that return is practical for your plan.

Account for taxes without assuming a personal outcome

TreasuryDirect states that earnings on Treasury marketable securities, including bill interest, are subject to federal tax and exempt from state and local taxes. The IRS treats interest from bank accounts and CDs as taxable interest. That state and local tax difference can affect the after-tax comparison, depending on where you live and your tax circumstances.

For a rough comparison, a saver can estimate how much of each quoted return remains after applicable federal and state taxes, using their own circumstances and the relevant tax rules. This is not a substitute for tax advice: the amount and timing reported for CD interest can depend on whether interest is paid, available, or deferred, and the IRS discusses special handling for deferred-interest accounts and early-withdrawal penalties. Consult current IRS guidance or a qualified tax professional for individual questions.

So, are T-bills tax-free? No. They are federally taxable; the specific tax advantage is their exemption from state and local taxes. Calling them simply “tax-free” leaves out the federal tax obligation.

Understand the different protections

FDIC coverage for eligible bank CDs

The standard FDIC insurance limit is $250,000 per depositor, per insured bank, per ownership category. The limit includes principal and accrued interest. It is not a separate $250,000 allowance for every CD: other deposits you hold in the same ownership category at the same insured bank count toward the coverage calculation. Confirm that the bank is FDIC-insured and consider your total deposits in the applicable category, not just the balance in one CD.

NCUA coverage for credit-union CDs

Credit-union CDs are generally covered through the National Credit Union Administration (NCUA) within applicable limits, as summarized by the CFPB. Confirm the credit union’s coverage and how your accounts are categorized rather than assuming the FDIC applies to a credit-union deposit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treasury bills are not insured deposits

A T-bill is not an FDIC-insured bank product. It is a U.S. government-backed marketable security. That is a different form of protection from deposit insurance, and it does not change the fact that selling a bill before maturity is a market transaction rather than a guaranteed withdrawal at face value.

A decision sequence for choosing

  1. Write down the cash date. Identify the date or range when you may need the money, including whether the date is firm or could move earlier.
  2. Match a maturity to that date. Set aside any bill or CD that matures too late, unless you have deliberately accepted the consequences of selling the bill early or withdrawing from the CD early.
  3. Compare current, similar-term offers. Check current Treasury auction results and the actual CD offer. Compare annualized yields for similar horizons and inspect the CD’s conditions, minimums, compounding, fees, and payout details.
  4. Estimate after-tax return. Include federal tax for both products and account for the state and local exemption on bill earnings. Use your own tax circumstances and current rules rather than a generic claim that one product always wins.
  5. Verify protection and account totals. For a bank CD, confirm FDIC-insured status and assess all deposits in the same ownership category at that bank against the applicable coverage limit. For a credit-union CD, verify NCUA coverage.
  6. Choose how to handle uncertain timing. If you cannot identify one reliable cash date, consider keeping some funds outside a fixed maturity or staggering maturities. Decide in advance what portion, if any, could be sold early or withdrawn with a penalty.

Which one fits common savings needs?

Choose a bill when its maturity and tax treatment fit

A bill may suit cash with a short, reasonably predictable horizon when one of Treasury’s available terms lines up with the spending date. Its state and local tax exemption may also matter to the after-tax comparison. The trade-off is that an early exit requires a sale, and the proceeds depend on that transaction.

Choose a CD when the contract and deposit protection fit

A CD may suit a saver who can leave the money until a defined maturity and has compared the institution’s rate and early-withdrawal penalty. Eligible bank CDs add FDIC deposit insurance subject to the coverage rules; eligible credit-union CDs use NCUA coverage. That protection is relevant only when the institution and account qualify and balances are within the applicable limits.

Use more than one maturity when one date is not enough

If savings serve multiple goals or the spending date is uncertain, splitting money across maturities can reduce the chance that every dollar is locked up until the same date. A staggered set of bills or CDs is a planning choice, not a promise of better performance. Check each maturity and each CD’s penalty separately, and retain an appropriate amount for needs that could arise before any maturity.

Common mistakes to avoid

  • Declaring a winner from an old rate. Rates change; compare current auction results and actual CD offers for a similar period.
  • Treating a bill sale as a guaranteed withdrawal. A pre-maturity sale’s proceeds are determined by the transaction, not by the bill’s face value at maturity.
  • Assuming all CD penalties are alike. The formula is account-specific, so read the disclosure before opening the CD.
  • Calling T-bills tax-free. Their earnings remain federally taxable even though they are exempt from state and local taxes.
  • Counting FDIC insurance per CD. The standard limit applies per depositor, per insured bank, per ownership category, and includes accrued interest; other deposits in the same category count too.
  • Comparing unlike terms or headline rates. Align the periods and examine offer conditions and payout details before comparing annualized yields.
  • Putting all cash into a product with a fixed date. If the need date could move, plan for access rather than assuming either a market sale or penalty-free CD withdrawal.

Official sources to check before you buy

For current bill terms, minimums, auction timing, purchase routes, and auction results, consult the U.S. Department of the Treasury and Bureau of the Fiscal Service’s Treasury Bills information. The CFPB explains CD terms and early-withdrawal considerations. The FDIC publishes Deposit Insurance Basics, and the IRS’s Topic 403 covers taxable interest. These official resources are the appropriate places to verify current rules and details before acting.
