The trade group proposed annual increases of 1 billion gallons for advanced biofuel and 500 million gallons for biomass-based diesel for each of the next two years. These were recommendations made during rulemaking—not requirements EPA had adopted.
What Clean Fuels America Alliance asked EPA to require
The Alliance’s proposal called for two annual volume increases over the following two years:
- Increase the advanced biofuel requirement by 1 billion gallons per year.
- Increase the biomass-based diesel volume by 500 million gallons per year.
The November 15, 2022 report described the resulting 2024 advanced biofuel volume as 7.63 billion gallons, 36% above its stated current-year baseline. Those figures describe the Alliance’s requested policy, not a final EPA requirement. The November 2022 report
Why the group argued for higher volumes
Expected renewable diesel capacity
The Alliance pointed to renewable diesel production capacity expected to come online. Its chief executive, Donnell Rehagen, said, “We’re seeing the production of renewable diesel coming on line. The capacity is there.” The report also quoted then-interim chairman Mike Rath, who cited plants with 2 billion gallons of production capacity expected to begin operating in the next two or three years. These were expectations reported in 2022, not confirmation that the capacity later came online or translated into actual production.

Feedstock and infrastructure
The group also cited growing soybean-crushing capacity and a USDA grant program intended to help retailers install pumps and storage tanks for higher biofuel blends. Soybean oil was described as a leading feedstock for biomass-based diesel. The report attributed the following estimates to USDA: the share of U.S. soybean oil used for biofuels was estimated at 45% in the marketing year beginning October 1, 2022, compared with 40% in 2021/22 and 36% in 2020/21. These percentages refer to soybean oil allocation, not the share of all biofuel feedstocks.
Rehagen summarized the Alliance’s request this way: “We believe that EPA should increase the biomass-based diesel volume by 500 million gallons and the advanced biofuel by 1 billion gallons for each of the next two years.” That statement records the group’s position; it is not an independent finding that supply was sufficient. Advanced biofuel and biomass-based diesel are different categories
The requested 7.63 billion gallons referred to the advanced biofuel requirement, while the separate 500-million-gallon annual increase applied to biomass-based diesel. The report notes that biodiesel and renewable diesel are made using different methods, so the fuels should not be treated as interchangeable. The proposed figures also refer to regulatory volume categories, not a promise that every gallon would be a particular fuel or would be produced by a particular facility.
What EPA’s earlier decisions show—and what they do not
EPA’s response to comments on its 2022 Renewable Fuel Standard (RFS) annual rules records requests for 7 billion ethanol-equivalent gallons for the advanced biofuel standard, or for an increase of 1 billion ethanol-equivalent gallons, such as to 6.77 billion. EPA said it did not consider an increase appropriate for 2022. This is evidence that similar requests were considered and not automatically adopted; it does not establish how EPA resolved the Alliance’s later 2023–2024 proposal. An older EPA discussion of the 2018 standard provides additional context for the agency’s volume-setting considerations. EPA set that year’s advanced biofuel requirement at 4.29 billion gallons and did not require added advanced volume to make up for the cellulosic shortfall. Its reasoning addressed attainable supply, possible diversion of feedstocks or fuels, and costs—not just projected production capacity. Did EPA adopt the 2023–2024 request?
The available reporting and EPA materials cited here do not establish the final disposition of this specific request. The November 2022 article said EPA faced a November 30 deadline to announce the RFS for 2023 and potentially additional years, but the Alliance’s proposal should not be described as an adopted EPA rule on the basis of that report. Keep the distinction clear: the group sought the higher volumes; the cited sources do not confirm the final EPA decision on that proposal.

What the proposal means for readers
This was a federal fuel-policy debate, not a consumer offer or a direct change to an individual household’s finances. Its relevance to fuel markets depended on whether EPA adopted higher requirements and whether the anticipated supply became available. The contemporaneous capacity and soybean-oil figures explain the Alliance’s argument, but by themselves they do not prove realized production, compliance, or an effect on retail fuel prices.
