There is no substantiated nationwide ranking of the top online vape stores here. The safer way to choose is to compare retailers for your delivery address: confirm that the store ships there, check the exact product’s FDA status, and review age verification, delivery safeguards, taxes, and compliance records. A checkout page or a retailer’s own claims are not proof that a sale is legal or a product is authorized.
How to compare online vape stores
Start with the state and locality where the order will be delivered. Laws and shipping restrictions can vary by destination and product type, so a retailer that accepts an order is not necessarily allowed to ship every vape product to your address.

Check age rules and retailer controls
Federal law sets 21 as the minimum age to buy tobacco products, including e-cigarettes. FDA says retailers must verify photo ID for customers under 30 under a rule effective September 30, 2024. FDA’s retail-sales guidance also describes compliance checks at online retailers. Read the FDA’s retail-sales guidance and its Tobacco 21 information.
A store’s description of its age-verification process is a claim to assess, not independent evidence that the retailer meets every requirement. Look for clear information about when identity is checked, and consider how delivery is handled for an order requiring an adult’s identification.

Understand shipping and delivery rules
Online availability can be more complicated than a store’s checkout options. ATF says the 2021 PACT Act amendment covers electronic nicotine delivery systems, including e-cigarettes and vapes, as well as pods, liquids, device components, parts, and accessories. The agency describes registration duties for interstate sellers with ATF and with states into which they ship, age verification for all purchases, adult presence with ID at delivery, package-labeling requirements, a USPS mailing prohibition, and compliance with applicable state, local, or tribal excise taxes. These requirements do not establish that a particular retailer is registered or that a specific shipment is permitted. Check the rules and restrictions for your delivery address, including local requirements, rather than relying only on a retailer’s state-shipping list.

Check the exact product’s FDA status
FDA regulates tobacco products containing nicotine from any source, including non-tobacco nicotine. Its ENDS page links to a searchable database of products authorized for marketing in the United States, but FDA cautions that the database is not comprehensive and advises retailers to confirm a product’s status with suppliers. Search by the exact product identity; a product’s appearance on a retailer’s site or in search results does not establish FDA authorization. See FDA’s ENDS information and database guidance.
Review FDA retailer records carefully
FDA surveils online tobacco promotion, advertising, and labeling, investigates potential violations, and makes inspection results for online and physical retailers searchable. Search by the retailer’s name using FDA’s retail-sales and inspection resources. FDA cautions that not finding a store in its database does not mean it complies with all applicable laws.

Why this is not a ranked store list
The available retailer-specific information does not support naming a nationwide winner or ranking stores on compliance, product authorization, delivery reliability, or service quality. For example, JellyPuffs says on its website that it uses age verification and excludes some states from disposable-vape shipping. Those are the retailer’s own statements; they do not independently confirm legal compliance, product authorization, or service quality.
Retailer availability, state exclusions, fees, policies, and regulatory records can change. Before ordering, verify the current details for the specific store, product, and destination rather than treating a general “best stores” list or a checkout’s acceptance as a guarantee.
