If recruiting is occasional and your HRIS already handles applications adequately, extending that system may be simpler than buying a separate ATS.

The table describes vendor-published positioning and pricing signals, not a hands-on product test. “ATS” means applicant tracking system; CRM here means candidate relationship management.
First decide whether you need an ATS, CRM, or HRIS recruiting module
Choose an ATS when hiring needs a dedicated workflow
An applicant tracking system manages job requisitions and approvals, career pages, applications, candidate stages, interview scheduling and feedback, hiring-team collaboration, offers, communications and recruiting reports. It is the core choice when multiple people need to move candidates through a consistent process.

Add recruiting CRM when you source before candidates apply
A recruiting CRM supports passive-candidate sourcing, talent pools, outreach, nurturing and re-engagement of previous applicants. Lever explicitly combines ATS and CRM in one platform, and Workable lists a talent CRM database among its ATS features. A CRM matters most when recruiters build relationships with prospects rather than wait for applications. Lever describes its ATS and CRM approach; Workable lists its recruiting features.
Consider an HRIS with recruiting when employee-data continuity matters most
If the priority is moving a successful applicant into employee records, onboarding and other HR processes without maintaining disconnected systems, an HRIS recruiting module may be a better starting point. It can be a poor fit when the recruiting team needs advanced sourcing, CRM, structured interviewing or sophisticated recruiting analytics. Workable is one example that combines recruiting and HR capabilities, including onboarding and time-off functions; verify that its HR scope fits your organization rather than assuming every HRIS feature is equivalent. Recruiting-first systems can still connect to an HRIS, but the quality of the handoff matters. Confirm whether the integration is native or third-party, included in your plan, one-way or two-way, real-time or batch-based, and available in your geography.
Best HR recruiting software by use case
Greenhouse: best for structured, repeatable hiring
Greenhouse is the strongest fit among these options when hiring consistency, governance and repeatable interviews are priorities. Its published Core plan includes structured interview kits and scorecards, scheduling, reporting and analytics. The vendor positions Plus around automation and deeper reporting, and Pro around complex, global hiring operations; pricing is customized around hiring volume, organizational complexity and required capabilities. It is worth shortlisting if several hiring managers need to follow common interview plans, submit comparable feedback and work within controlled approvals. It is less compelling for a tiny team with occasional openings that only needs a basic visual pipeline. Include implementation, integrations and an internal system owner in the budget and rollout plan.
Ashby: best for analytics-minded scaling teams
Ashby brings ATS, sourcing, outreach, scheduling and recruiting analytics into a recruiting-first platform. Its vendor materials highlight real-time analytics, custom formulas and reporting. Foundations is listed at $400 per month for organizations with up to 100 employees, with a 10% discount available for annual commitments; Growth and Enterprise pricing depends on company size, usage and commitment. Ashby makes sense when recruiters need to understand funnel conversion, stage time, workload and other operating metrics within the same workflow. The published entry price can be disproportionate for a business hiring only occasionally, and a data-rich system is most useful when someone owns recruiting operations and keeps stages and fields consistent. Ask which advanced analytics, scheduling and AI functions are included in the quoted plan.
Lever: best for ATS plus candidate relationship management
Lever is a good candidate when proactive sourcing and nurturing are as important as tracking applicants. Its product combines ATS and CRM workflows, with sourcing, candidate nurturing, reporting and integrations. The vendor says all plans include its core ATS, CRM, reporting and analytics, and key integrations; the price is custom and depends on company size, hiring volume, features, integrations and implementation requirements. Ask for the implementation scope and renewal price in writing. Lever says most implementations are completed within weeks, but that is a vendor-reported expectation, not a guarantee for a particular migration. A unified ATS/CRM may be unnecessary if you rarely source passive candidates.
Workable: best public-price option for many SMBs
Workable is designed for employers seeking a self-service recruiting system, and its plans include a 15-day free trial with no credit card required. On the pricing page’s displayed 1–20 employee band, Standard is $299 per month or $3,588 per year, Premier is $599 per month or $7,188 per year, and Enterprise is $719 per month or $8,628 per year. These figures apply to that displayed band, not all company sizes. The page allows the employee band to be changed. Workable pricing and plan details.
Standard lists candidate sourcing, ATS, hiring plans, custom reporting and permission sets. It also lists unlimited active jobs subject to fair-use limits. On Standard, the displayed recruiting add-ons are texting at $89 per month, video interviews at $109 per month and assessments at $59 per month. Premier includes texting, video interviews, assessments and referrals. Compare the plan plus the tools you will actually use, rather than treating the base price as the full cost.
Workable also offers HR functionality, which may be useful for a lean team consolidating tools but may duplicate an existing HRIS. Its AI Agent uses credits: candidate evaluation costs 1 credit, passive-candidate sourcing 2 credits, and candidate chat 10 credits. The vendor lists packs of 5,000 credits for $600, 10,000 for $1,000 and 50,000 for $4,750, and says paid accounts receive 3,000 free credits to try. Credits expire after one year and unused credits are non-refundable. Confirm the allocation and current terms for the plan you select. Workable’s pricing page covers plans, add-ons and AI credits.

SmartRecruiters: best for enterprise and high-volume operations
SmartRecruiters is the enterprise-oriented option in this shortlist for employers needing broad hiring workflows. Its Essential plan starts at $14,995 and includes ATS, CRM, onboarding, SMS messaging, job distribution and dynamic scheduling. The displayed price does not clearly establish the billing period, so confirm period, contract term and scope with sales. Professional adds an AI-powered Hiring Agent and AI Talent Matching Engine; High Volume adds AI-powered screening, conversational AI chat and increased messaging and job-distribution capacity. SmartRecruiters plans and pricing.
This is not a default choice for small businesses: the starting figure and breadth are aimed at larger or higher-volume operations. Ask about implementation, integrations, SMS and job-board usage limits, and whether each AI capability is included in the proposed tier.
Match the shortlist to your hiring pattern
- Startup hiring infrequently: Start with a lightweight workflow or the recruiting capability already available in your HR system. Move to a dedicated ATS when approvals, handoffs and reporting are becoming unreliable.
- Small business with recurring openings: Compare Workable’s relevant employee band and add-ons with the cost of your current tools. Include an HRIS alternative if you want recruiting and basic HR in one platform.
- Recruiting-led technology company: Compare Ashby and Lever if analytics, sourcing and candidate relationships are central. Include Greenhouse if standardized interviews and governance are the leading need.
- Mid-market employer with many hiring managers: Test Greenhouse or Ashby against the real manager workflow, permissions and reporting needs. Adoption matters as much as recruiter features.
- Multi-region enterprise: Evaluate Greenhouse Pro, SmartRecruiters’ higher tiers or an existing HCM suite against governance, legal-entity structure, regional workflows, integrations and security requirements.
- Retail, healthcare, hospitality or other high-volume hiring: Put throughput, SMS, self-scheduling, screening, job distribution and candidate drop-off ahead of specialist sourcing features. SmartRecruiters is the clearest fit in this shortlist to investigate.
- Agency or staffing business: Do not assume a corporate ATS is the right product. Assess agency-specific client, placement, CRM and workflow needs separately; the products compared here are not established as specialist staffing platforms.
- Compliance-sensitive employer: Prioritize permission controls, auditability, retention, regional availability, documented AI safeguards and exportability. Do not treat a vendor’s “enterprise” label as proof that the controls you need are included.
Employee count alone is a weak buying rule. A 50-person business hiring 100 people a year may need more workflow automation than a 300-person employer hiring a few specialists.
Compare workflow, analytics and administration—not feature counts
Core hiring workflow
Check whether the system supports requisition approvals, custom pipelines, distinct processes by department, automated stage changes, offer approvals, internal mobility, rejected-candidate communications and rediscovery of past candidates. During a demo, ask the vendor to show one real role from approval through rejection or hire rather than a polished tour of isolated features.

Interviewing and evaluation
Structured interview kits and scorecards help teams collect comparable feedback; the software cannot ensure managers complete them or make good decisions. Test panel interviews, feedback reminders, self-scheduling, calendar synchronization, video and assessment integrations, interviewer completion reporting and bias-mitigation controls. Greenhouse publicly lists structured interview kits and scorecards in Core; verify the comparable feature and plan in every other proposal.
Reporting and analytics
“Analytics” can mean a dashboard, or it can include custom fields, formulas, exports and connections to business-intelligence tools. Check whether the product can report on time to fill, time in stage, source of hire, funnel conversion, candidate drop-off, interviewer completion, offer acceptance, recruiter workload, manager responsiveness, cost per hire and forecasting. Diversity or representation reporting should be evaluated against your legal obligations and data practices.
Reporting is only as reliable as the underlying process data: standardize stage definitions, disposition reasons, feedback, source tracking and timestamps. Ashby highlights custom formulas and recruiting analytics; Greenhouse describes higher tiers as adding deeper reporting, governance and extensibility. Integrations and governance
List the systems that must connect: HRIS and payroll, calendars, email, video, background checks, assessments, job boards, sourcing, LinkedIn, e-signature, SSO, data warehouses, BI and onboarding. For each, establish whether the link is native or third-party, included or paid, one-way or two-way, real-time or batch, and available in your region and plan.
For administration, test role-based permissions, approval controls, audit logs, data retention, SSO, multiple brands or entities, regional workflows, custom fields, API access, exports and a sandbox. Confirm whether configuration requires vendor services or can be managed by your team.
Candidate and hiring-manager experience
Run a complete application on desktop and mobile. Check resume upload and autofill, required questions, accessibility, confirmation messages, scheduling, withdrawal and status updates. Then ask a non-recruiter hiring manager to complete an approval and scorecard in the system. A platform that recruiters like but managers bypass will not produce consistent records.

Compare first-year and three-year ownership costs, not just the advertised subscription. One useful model is:
First-year cost = subscription + implementation + migration + integrations + add-ons + AI usage + support + job-board/media spend.

Pricing can be per job, recruiter, employee or a flat fee; the model changes which organization pays most as hiring grows. Workable’s guide to ATS pricing models describes these common approaches.
Request the following in a written quote before comparing vendors:
- Renewal price, annual increase cap, minimum term and cancellation notice
- Implementation, migration and premium-support fees
- Data-export charges and post-cancellation retention
- API limits and premium integration costs
- Included recruiter, administrator and hiring-manager seats
- Active-job, employee-count or candidate-storage limits
- SMS, assessment, video interview and job-board quotas
- AI credit allocation, expiration, overages and whether customer data trains models
Do not equate Workable’s “unlimited active jobs” with unlimited usage: the vendor lists fair-use limits. Do not compare Workable’s bundled HR functionality as though it were the same scope as a recruiting-only subscription; price what your organization needs, including any existing HRIS that remains in place.
Evaluate recruiting AI by task and control
Recruiting vendors may apply AI to resume parsing, candidate matching, screening, outreach, interview-note summaries, suggested replies, rediscovery, chat-based applications or spam detection. Ask the vendor to demonstrate the exact task, not just describe an “AI-powered” suite.

- Can recruiters understand why a candidate was matched or prioritized?
- How are bias and disparate impact monitored, and what audit records are available?
- Is human review required before rejection or another consequential action?
- Is customer data used to train models, and what retention controls apply?
- Is the feature included in the quoted plan, or does it consume credits or incur usage fees?
AI matching is not evidence of better hiring outcomes or freedom from bias. Keep human review and a documented decision process for consequential hiring decisions.

Run a practical demo before choosing
- Map one requisition. Ask the vendor to create a role, route its approvals and show how department-specific pipelines are configured.
- Apply as a candidate. Complete the application on mobile and desktop; inspect accessibility, resume handling, required questions, confirmation and status communication.
- Source a prospect. If CRM matters, demonstrate search, a talent pool, outreach, follow-up and rediscovery of a previous applicant.
- Schedule and evaluate an interview. Test calendar synchronization, self-scheduling, panel interviews, scorecards, reminders and overdue-feedback reporting.
- Close the loop. Show rejection communication, offer approvals and the handoff of a hired candidate to the HRIS or onboarding system.
- Inspect a report. Build a funnel or stage-time report, check source attribution, export the data and establish which fields must be standardized.
- Test controls and exit rights. Review permissions, audit logs, SSO, AI settings, retention, full candidate-data export and what happens after cancellation.
- Have a hiring manager use it. Ask a non-recruiter to approve a requisition and submit interview feedback without recruiter assistance.
- Get commercial terms in writing. Confirm all fees, quotas, plan restrictions, implementation responsibilities, renewal terms and expected data-migration work.
Common mistakes that lead to a bad fit
- Choosing by employee count alone: Hiring volume, hiring-manager participation, geography and compliance can matter more.
- Ignoring the existing HR system: A disconnected ATS can duplicate employee data; an HRIS recruiting module can be too shallow for complex sourcing and reporting.
- Underestimating implementation: Pipeline mapping, candidate migration, permissions, interview plans, calendar configuration, integrations, reporting and training all take work.
- Assuming AI makes decisions objective: Matching or screening can have false negatives, unclear explanations and disparate outcomes. Require human review, auditability and documented controls.
- Overlooking usage fees: AI credits, SMS, assessments, video, job boards, background checks, API usage and premium integrations can materially change the bill.
- Buying analytics without process discipline: Inconsistent stages, disposition reasons and feedback undermine the reports regardless of platform sophistication.
- Forgetting lock-in: Confirm export of candidate records, attachments and feedback, API access, report formats, retention after cancellation and migration assistance.
