There is no universal best workforce-management platform. For complex, frontline-heavy enterprises, UKG Pro Workforce Management is the strongest overall choice in the 2024 evidence. Dayforce is the leading payroll-connected alternative, while WorkForce Suite is a specialist option for global and compliance-sensitive operations. ADP is most compelling for payroll-led buyers, and Deputy is better suited to smaller shift-based businesses.

This guide treats “workforce management” as a broad category: enterprise labor planning, payroll-led WFM, contact-center systems, and SMB scheduling software solve different problems. Product names, packaging, pricing, and features may change after 2024, so confirm current terms with each vendor.

What workforce management software actually does

Workforce management (WFM) software plans, schedules, tracks and optimizes labor. Depending on the product, it can include demand forecasting, automated scheduling, shift bidding and swaps, time and attendance, absence management, overtime controls, labor-law rules, analytics, employee self-service, payroll or HRIS integrations, task management and strategic workforce planning.

A scheduling app is not automatically a complete WFM platform. Contact-center products also add queue forecasting, agent adherence and intraday management, while healthcare, manufacturing and public-sector systems may need credentials, certifications, union rules or safety constraints.

Quick comparison

Product Best fit Core strength Payroll approach Implementation and pricing
UKG Pro Workforce Management Complex, frontline-heavy enterprises Scheduling, time, compliance, forecasting and analytics Connects with payroll and HR ecosystems Custom quote; typically a multi-month implementation
Dayforce Organizations wanting one HCM and payroll platform Unified payroll, labor management and workforce data Native Dayforce payroll and HCM architecture Quote-based; substantial process and migration work
WorkForce Suite Global, mobile and compliance-sensitive workforces Specialist WFM depth and mobile-first operations Integration with payroll, HRIS and ERP systems Enterprise quote; specialist implementation likely
ADP Workforce Now / Workforce Manager Payroll-led midmarket organizations Payroll, tax, HR, time and workforce administration ADP ecosystem; availability varies by region and edition Custom quote; package and geography matter
Deputy Small and midsize shift-based businesses Accessible scheduling, time tracking and mobile use Native or integrated options vary by market Check current regional pricing; faster deployment than enterprise suites

How the 2024 evidence ranks the market

SoftwareReviews’ 2024 Workforce Management—Enterprise Data Quadrant placed UKG Pro Workforce Management first with an 8.4/10 composite score, Dayforce second at 8.3, and WorkForce Suite third at 7.7. Oracle PeopleSoft HCM and Workday Workforce Planning followed. The score combines user-reported features, vendor capabilities, likelihood to recommend and emotional footprint; it is not a universal product-quality measurement. See the SoftwareReviews-based report.

Nucleus Research’s 2024 value matrix separately identified Blue Yonder, Dayforce, Infor, UKG Pro WFM, WorkForce Software and Zebra Technologies as leaders, with ADP, Deputy, NICE WFM, Paycom, Paylocity and Verint categorized as core providers. Its methodology differs, so the two rankings should be treated as signals rather than interchangeable scores. Read Nucleus Research’s matrix announcement.

The five best choices

1. UKG Pro Workforce Management: best overall for complex enterprises

UKG Pro WFM is the strongest all-around fit for large, multi-location or multi-jurisdiction employers with difficult labor rules. UKG positions it around scheduling, timekeeping, attendance, absence, forecasting, analytics, workforce planning and employee self-service. The product was formerly called UKG Dimensions; UKG now uses the Pro Workforce Management name. View UKG Pro Workforce Management and UKG’s branding explanation.

The Psychology of Money: Timeless lessons on wealth, greed, and happiness
  • Ideal for Gifting
  • Ideal for a bookworm
  • Compact for travelling
  • Best for: Healthcare, retail, manufacturing, hospitality, logistics, public-sector and other frontline-heavy operations.
  • Why it stands out: Broad depth across schedules, pay rules, compliance, forecasting, analytics and self-service.
  • Trade-offs: Configuration can be complex, pricing is contract-based, and implementation requires internal ownership. UKG service documentation describes optional forecasting, analytics, advanced scheduling, absence, accruals and data-hub services, so the headline feature list may exceed the contracted package. Review UKG service descriptions.
  • Implementation: UKG’s current standard-services material describes multi-month launch phases for Pro-related deployments. See the standard statement of work.
  • Pricing: Subscription fees are determined in the customer order rather than shown as a universal public list price. UKG commercial documentation.

Verdict: Choose UKG when WFM is a strategic operating system and you can support a serious implementation. It is excessive for a small employer needing only rotas and clock-ins.

2. Dayforce: best for payroll-connected workforce management

Dayforce is a leading choice when payroll accuracy, labor cost visibility and workforce management must share one HCM architecture. It ranked second in SoftwareReviews’ 2024 enterprise results with an 8.3/10 composite score and an 81% product-feature score, and Nucleus Research also listed it among market leaders.

  • Best for: Midmarket and enterprise organizations willing to adopt a broad payroll and HCM platform.
  • Strengths: Scheduling, time, attendance, labor planning and analytics connected to payroll and HR data.
  • Trade-offs: The value is greatest when the organization standardizes on the wider platform. Test scheduling flexibility, labor-rule configuration, reporting and integrations—not just payroll.
  • Pricing and implementation: Quotes are customized, and migration plus process standardization can be substantial.

Verdict: Start with Dayforce when disconnected payroll and labor systems are the core problem.

3. WorkForce Suite: best specialist platform for global and mobile workforces

WorkForce Suite by WorkForce Software ranked third in SoftwareReviews’ 2024 enterprise results at 7.7/10 and was a Nucleus Research market leader. SoftwareReviews describes it as a mobile-first, cloud-based WFM product with employee communication and collaboration features. See SoftwareReviews’ description.

  • Best for: Global hourly teams, unusual labor rules, complex compliance and large non-desk populations.
  • Strengths: Specialist WFM depth, mobile orientation and complex scheduling support.
  • Trade-offs: It may require specialist administration and careful integration with payroll, HRIS, ERP, time clocks, identity and employee-data systems.
  • Pricing: Enterprise quote-based; request a scope-specific proposal.

Verdict: Consider WorkForce Suite when operational WFM depth matters more than buying an HCM add-on.

4. ADP Workforce Now or ADP Workforce Manager: best payroll-led option

ADP Vantage HCM appeared in SoftwareReviews’ 2024 enterprise ranking, and Nucleus Research categorized ADP as a core provider. Forbes Advisor’s 2024 comparison highlighted ADP Workforce Now for international payroll and assessed its integrations, scheduling, time off, tax and support capabilities. Read the Forbes Advisor comparison.

  • Best for: Midmarket employers already using ADP payroll or seeking one major HR, payroll and workforce vendor.
  • Strengths: Payroll, tax, compliance, time, attendance and HR administration in a familiar ecosystem.
  • Trade-offs: Names, features and availability vary by country, edition and package. Scheduling depth may not equal a specialist enterprise WFM system.
  • Due diligence: Confirm whether the proposed product is Workforce Now, Workforce Manager, Vantage HCM or a regional offering, and identify which integrations are native, certified, file-based or API-based.

Verdict: ADP is strongest when payroll is the buying center of gravity.

5. Deputy: best for smaller shift-based businesses

Deputy should not be treated as a smaller version of UKG or Dayforce. It targets businesses that need scheduling, time tracking, leave and employee communication without an enterprise HCM program.

  • Best for: Small and midsize hospitality, retail, healthcare, cleaning and service businesses.
  • Strengths: Approachable scheduling, mobile employee use and faster operational deployment.
  • Limitations: Verify payroll connectivity, labor-law coverage, reporting and multi-location controls. It is not designed to replace complex global workforce planning.
  • Pricing: Use Deputy’s live pricing page for your country and plan because amounts and included features can change. Check Deputy pricing.

Alternative: Workforce.com is worth a look when you need more frontline HR, forecasting or payroll options. Its UK pricing page lists bundles containing scheduling, time and attendance, labor forecasting, onboarding, leave, self-service and reporting, but directs prospects to request a tailored price. See Workforce.com pricing and bundles.

Choose by workforce and operating model

Your situation Start with Why
Global, multi-jurisdiction and complex labor rules UKG Pro WFM or WorkForce Suite Greater compliance, configuration and workforce-planning depth
Unified payroll and WFM Dayforce or ADP Labor data can flow through a broader payroll and HR ecosystem
Existing Oracle or Workday HCM customer Oracle HCM or Workday Workforce Planning Reduces duplication inside the committed HCM platform
Simple shift scheduling for a small team Deputy Lower complexity and quicker deployment
Contact-center forecasting and adherence NICE, Verint or Calabrio Purpose-built queue, agent and intraday capabilities

How to evaluate a shortlist

Use a weighted score instead of accepting an unexplained ranking. A practical baseline is:

Criterion Weight Questions to test
Scheduling and forecasting 20% Can it forecast demand, optimize schedules and handle intraday changes?
Time, attendance and pay rules 20% Does it handle overtime, breaks, exceptions and auditable corrections?
Payroll and HR integration 15% Is the connection native, certified, real-time, bidirectional or middleware-based?
Compliance and configurability 15% Can it represent local, union, certification and rest-period rules?
Employee and manager experience 10% Are mobile self-service, swaps, alerts and accessibility adequate?
Reporting and analytics 10% Can managers see labor cost, staffing variance and forecast performance?
Implementation and support 5% Who cleans data, configures rules, tests payroll and trains users?
Commercial fit 5% Are minimums, add-ons, renewal increases and exit costs acceptable?

Questions to answer before requesting demos

  • How many hourly, salaried, contingent and seasonal workers are included?
  • How many locations, legal entities, states and countries must be supported?
  • Are shifts predictable, demand-driven, skill-based or contact-center based?
  • Which overtime, break, predictive-scheduling, rest-period, minor-worker, union and certification rules apply?
  • Which payroll, HRIS, ERP, POS, contact-center, time-clock, identity, benefits and data-warehouse systems must connect?
  • Is mobile access required for employees, managers or field teams?
  • Which modules are included: forecasting, advanced scheduling, absence, accruals, analytics, messaging and data hubs?
  • What are the subscription, implementation, migration, hardware, integration, training, support and data-export charges?

Common buying mistakes

Confusing payroll integration with native payroll

Ask whether “integrated” means native payroll, a certified connector, file export, middleware or a customer-built API. Confirm synchronization frequency, supported data objects, error handling and who owns corrections.

Assuming compliance is automatic

Software can apply configured rules and produce audit trails, but employers remain responsible for accurate policies and data in each jurisdiction. Ask how rules are updated, what administrators can change and whether the system merely alerts or actively prevents violations.

Comparing implementation promises that mean different things

A basic scheduling rollout is not comparable with a payroll-connected deployment involving historical data, pay rules, time clocks, parallel testing, integrations and change management.

Taking AI or savings claims as proof

Ask what data recommendations use, whether managers can override them, whether decisions are explainable and whether claims are vendor-reported or independently measured. UKG markets AI-assisted recommendations, but marketing language is not an independent productivity benchmark. Review UKG’s product claims.

Final recommendation

For a large, complex enterprise, begin with UKG Pro Workforce Management and compare it directly with Dayforce and WorkForce Suite. Choose Dayforce when payroll and HCM unification is the priority; choose WorkForce Suite when specialist, mobile and global WFM capability leads the decision. ADP is the sensible first call for an ADP-centered payroll strategy. For a smaller shift-based operation, start with Deputy or Workforce.com rather than paying for enterprise complexity. Contact centers should run a separate evaluation of NICE, Verint or Calabrio instead of assuming a general-purpose WFM ranking applies.
