TikTok did not merge every Trust & Safety function into one product department. On July 31, 2025, it confirmed that its Trust & Safety Product team would join the TikTok Product organization. The company also created a Platform Responsibility team and changed several executive roles. The move was intended to improve coordination between product development and safety technology—not to announce an immediate change to TikTok’s feed, rules, or moderation experience.
What TikTok actually changed
The phrase “TikTok merged its Core Product and Trust & Safety teams” is useful shorthand, but it is broader than the organizational change TikTok described.

According to TechCrunch’s July 31, 2025 report, which was based on an internal memo from CEO Shou Zi Chew and TikTok’s confirmation, the company planned to move its Trust & Safety Product team into the TikTok Product organization.

That team is responsible for product and engineering work supporting safety systems, enforcement tools, and other technical safeguards. The announcement did not establish that all content moderators, policy specialists, operational teams, or other Trust & Safety employees moved into Core Product.

TikTok also created a new Platform Responsibility team. The result was a more closely connected product-and-safety technology structure, alongside separate Trust & Safety leadership and operational responsibilities.
The teams and responsibilities, separated

This distinction matters. A reporting-line change does not necessarily mean that teams shared the same offices, budgets, employment entities, systems, vendors, or decision rights.

The changes therefore involved more than combining two technical groups. They also redistributed responsibility for global safety, U.S. data-security work, LIVE, and platform responsibility.

Why did TikTok make the change?
TikTok’s stated rationale was to align technical capabilities more effectively across business and safety objectives and accelerate the development of next-generation safety technology. In practical terms, that can mean bringing engineers and product managers working on recommendation safeguards, abuse detection, age-related protections, enforcement tools, and other safety systems closer to the teams building the wider platform.
The timing also mattered. In summer 2025, TikTok faced continuing uncertainty over the U.S. divest-or-ban law, repeated extensions of the deadline associated with that law, and scrutiny over U.S. data and control of the recommendation algorithm. Those circumstances provide important political and regulatory context.
They do not, however, prove that regulatory pressure was the sole or formal reason for the personnel changes. TikTok publicly described the move in terms of organizational coordination and safety-technology development, not as a confirmed response to a single government order.
What the reorganization could improve
Combining or closely aligning product and safety engineering can provide several potential advantages:

- Earlier safety design: Safety requirements can be considered while a feature is being designed instead of being added after launch.
- Faster technical delivery: Product and safety engineers may be able to share infrastructure, data, testing systems, and development resources more efficiently.
- Better system coordination: Recommendation, age-assurance, abuse detection, moderation, and account-integrity systems often affect one another. A more integrated structure could reduce gaps between them.
- Clearer ownership of safety tooling: Product teams may have more direct responsibility for building and maintaining enforcement and prevention tools.
These are plausible organizational benefits, not measured results. The reorganization alone does not demonstrate that TikTok became safer, that moderation accuracy improved, or that appeals became more successful.
The risks of putting safety technology closer to product
The same structure can create governance risks. If product leadership has greater control over the safety roadmap, safety priorities could become subordinate to growth, engagement, revenue, or launch schedules. That is a potential failure mode—not an established fact about TikTok’s internal decision-making.
Other questions include:
- Can Trust & Safety independently escalate a serious risk?
- Does it have authority to delay or block a product launch?
- Who resolves conflicts between engagement goals and safety requirements?
- Are policy, engineering, and moderation responsibilities clearly assigned?
- Did the reorganization add resources, or merely change reporting lines?
Consolidation can also make accountability harder to follow. If a harmful trend, enforcement error, or product vulnerability results from decisions shared across several teams, users and regulators may have difficulty identifying who had final authority.

Did anything change for TikTok users or creators?
No immediate user-facing change was established by the July 2025 announcement. The available reporting did not say that TikTok had changed its:

- user-facing moderation controls.
For creators, the practical significance was therefore indirect. The reorganization could affect the tools TikTok uses to detect violations, protect accounts, assess age, or explain enforcement decisions, but the announcement itself did not introduce a new creator policy or guarantee different treatment of content.

The 2025 reorganization should not be treated as TikTok’s final U.S. governance model.
On January 23, 2026, TikTok announced the establishment of TikTok USDS Joint Venture LLC. According to TikTok’s newsroom announcement, the new entity is majority American-owned and is responsible for U.S. data protection, algorithm security, content moderation, and software assurance. Adam Presser became its CEO.

TikTok’s global U.S. entities were described as retaining responsibility for global product interoperability and certain commercial activities, including e-commerce, advertising, and marketing.
The relationship between the two structures is best understood as follows: TikTok’s global organization brought safety technology closer to product development in 2025, while a distinct U.S. joint venture was later established with stated authority over important U.S. data, security, and content-moderation responsibilities. That is an analytical synthesis of the two announcements—not a claim that the organizations are identical or that the U.S. entity owns or unrestrictedly controls TikTok’s global recommendation algorithm.
What evidence would show whether it worked?
The reorganization’s success should be judged by outcomes rather than its organization chart. Useful indicators would include:
- Product delivery: whether TikTok shipped safety tools faster or improved protections for teens, age assurance, election integrity, and recommendation controls.
- Enforcement quality: whether violation detection became more accurate, mistaken removals declined, and appeals were handled more effectively.
- Transparency: whether TikTok published more detailed safety metrics and gave independent auditors meaningful access.
- Governance: whether Trust & Safety can challenge or delay launches when risks are unresolved.
- U.S. accountability: whether TikTok clearly identifies which decisions belong to TikTok global and which belong to TikTok USDS Joint Venture LLC.
Without evidence on those points, it would be premature to describe the reorganization as a proven improvement in moderation or platform safety.
Bottom line
TikTok’s July 2025 announcement was a real organizational change, but the precise description matters. The company said its Trust & Safety Product team would join TikTok Product; it did not establish that every Trust & Safety function or moderator moved into Core Product. TikTok also changed senior roles and created a Platform Responsibility team.
The stated goal was faster, better-coordinated safety technology. Whether that improves user outcomes depends on resources, technical execution, independent escalation, transparency, and who has final authority over safety decisions. The January 2026 creation of TikTok USDS Joint Venture LLC adds a separate U.S. governance layer rather than proving that TikTok’s global product and safety organizations became one U.S.-controlled entity.
