Shou Zi Chew faced Senate scrutiny on January 31, 2024, but the hearing was not a TikTok-only investigation or a direct vote on banning the app. The Senate Judiciary Committee questioned Chew alongside the leaders of Meta, Snap, Discord, and X about child sexual exploitation, teen safety, platform design, moderation, and whether voluntary company safeguards were enough.
TikTok also faced separate national-security questions because its ultimate parent is ByteDance. Those issues were most directly examined at a March 23, 2023 House Energy and Commerce hearing, not the Senate hearing discussed here.

What senators were investigating
The Senate hearing examined how social-media companies respond to risks affecting children, including:

- Grooming and predatory contact through direct messages.
- Recommendation systems that may expose minors to harmful or exploitative material.
- Product features that may encourage excessive or unsafe use.
- Age verification and the accuracy of age-based protections.
- Whether parents receive meaningful information and controls.
- Whether voluntary commitments from technology companies should be replaced or supplemented by uniform legal duties.
Chew testified alongside Meta CEO Mark Zuckerberg, Snap CEO Evan Spiegel, Discord CEO Jason Citron, and X CEO Linda Yaccarino. The witness lineup underscored that senators were addressing an industry-wide problem, even though TikTok received additional attention because of its ownership structure.

What Chew said TikTok was doing
In his written Senate testimony, Chew described TikTok’s approach as a zero-tolerance policy toward CSAM. He said the company used automated detection, human safety teams, reporting systems, and moderation of direct messages to identify and remove prohibited material.
TikTok also said it used tools including PhotoDNA and Take It Down and worked with organizations such as the Tech Coalition. Its stated commitments included continued investment in child-safety systems, cooperation with experts and other technology companies, product changes intended to discourage people seeking to exploit minors, and additional teen-safety measures.
Those statements describe TikTok’s policies and commitments; they do not independently prove that the systems were consistently effective or that they eliminated harm. The central oversight question was whether the safeguards were independently audited, reliably enforced, and strong enough for the scale and design of the platform.
Why TikTok faced a separate layer of scrutiny
Child-safety concerns applied to all the companies at the hearing. TikTok, however, also faced questions tied to ByteDance, which Chew identified in his testimony as TikTok Inc.’s ultimate parent company.

Lawmakers and national-security officials had been concerned about whether ByteDance personnel or Chinese authorities could gain access to U.S. user data or influence TikTok’s recommendation systems. Chew described TikTok as a U.S.-incorporated company with headquarters in Los Angeles and Singapore, and said TikTok was not available in mainland China. His testimony identified him as Singaporean—not Chinese.
TikTok’s position, as summarized by the Congressional Research Service, was that it had never shared U.S. user data with the Chinese government and had never received a request from the Chinese government for that data. The CRS also noted unresolved questions about whether Chinese authorities had ever requested data from ByteDance or its China-based subsidiaries.
That distinction matters: the Senate hearing did not establish as a definitive fact that TikTok had transferred U.S. user data to the Chinese government.
Project Texas: more than a question of where data is stored
TikTok presented Project Texas as a security structure intended to address U.S. government concerns. The framework included:

- Storing U.S. user data through Oracle cloud infrastructure.
- A U.S.-based TikTok U.S. Data Security, or USDS, organization.
- Controls intended to limit access to protected U.S. user data.
- U.S.-based review of changes to the recommendation algorithm.
- Monitoring of cross-border data flows.
Chew testified that the U.S. recommendation algorithm was stored in Oracle Cloud, trained on U.S. user data by USDS personnel, and reviewed by USDS before changes were deployed.
But data storage and data access are not the same thing. Keeping information on U.S.-based servers does not automatically show that foreign personnel cannot access it. Governance, permissions, staffing, auditing, algorithm control, and enforceable oversight all matter. The CRS described Project Texas as TikTok’s initiative and noted that the Justice Department and the Committee on Foreign Investment in the United States had not publicly endorsed the arrangement.
What the Senate hearing established—and what it did not
What it established
- Congress was deeply concerned about the way major platforms handle child exploitation and teen safety.
- Senators expected companies to explain their moderation, reporting, age-verification, and product-design decisions.
- TikTok’s ByteDance ownership created national-security concerns beyond the common child-safety questions.
- TikTok was offering company-designed safeguards rather than presenting the hearing as proof that all concerns had been independently resolved.
What it did not establish
- It did not produce a definitive finding that TikTok had given U.S. user data to the Chinese government.
- It did not establish that Project Texas completely prevented foreign access or algorithmic influence.
- It did not enact a TikTok ban.
- It did not prove that TikTok’s child-safety systems were effective in every case.
The hearing was an adversarial congressional oversight proceeding, not a judicial fact-finding process. Lawmakers raised allegations and demanded answers; Chew defended TikTok’s practices and made commitments. The exchange created political pressure, but it did not resolve every factual or legal dispute.

The Senate hearing was one event in a broader sequence, not the single moment that produced a ban. The TikTok-specific House hearing occurred in March 2023. The House passed a ban-or-sale bill in March 2024, the Senate passed it in April 2024, and President Biden signed it. According to the Associated Press timeline, the Supreme Court upheld the law on January 17, 2025.

These later legislative and legal developments should be understood as part of the wider national-security and ownership dispute. They were not an immediate legal consequence of the January 2024 Senate Judiciary hearing.
Why the hearing mattered to TikTok users and families
For users, parents, and creators, the hearing highlighted two different categories of risk that are often merged in headlines:
| Issue | Core question |
|---|---|
| Child exploitation | Can the platform detect, remove, and report CSAM and prevent predatory contact? |
| Teen safety | Do recommendations and product features expose minors to harmful material or encourage unsafe use? |
| Privacy | What data does the platform collect, and who can access it? |
| National security | Could ByteDance personnel or Chinese authorities access U.S. data or influence recommendations? |
| Accountability | Are company promises independently verified and legally enforceable? |
These questions overlap in a social-media product, but they are not interchangeable. A company can describe extensive CSAM moderation while lawmakers continue to question its data governance. Likewise, locating data in the United States does not by itself answer questions about access rights or foreign influence.

Chew offered a detailed defense of TikTok’s child-safety systems and its proposed U.S. data-security structure. The January 31, 2024 Senate hearing nevertheless left the central political problem intact: lawmakers were being asked to trust company-controlled safeguards while remaining concerned about ByteDance’s ties, possible foreign access, algorithmic influence, and the limits of voluntary oversight.
