Thousands of Data.gov Records Disappeared in 2025. What Does That Mean?

Data.gov listed 2,290 fewer records in late January 2025. The drop was real, but catalog changes are not the same as confirmed permanent data terminations.

The reported drop was real: Data.gov listed 2,290 fewer records on January 30, 2025, than on January 21. But that is a change in the catalog count—not proof that 2,290 underlying datasets were permanently destroyed. Data.gov is an index of federal data, much of which is hosted by agencies elsewhere. Later reviews put confirmed terminations in the dozens, while also identifying datasets that returned, data fields that were removed, and public tools that were discontinued.

What the “thousands disappeared” figure counts

404 Media reported that Data.gov listed 307,854 datasets on January 21, 2025, and 305,564 on January 30—a net decrease of 2,290 catalog records. The National Security Archive reported that more than 2,000 datasets had disappeared from the site by February 6. These are dated counts of records listed on the portal, not a verified tally of unique datasets permanently deleted. 404 Media and the National Security Archive reported the early-2025 changes.

The distinction matters because a catalog record and the data it describes are not the same thing. A record can disappear while the underlying file remains available on an agency site or in an archive. Conversely, a record can remain listed while its link no longer works. The Congressional Research Service (CRS) cautions that Data.gov’s total is an imperfect measure of federal data availability: data are hosted across agency websites, and the catalog may not capture all of them. CRS explains the limits of the catalog count.

How a Data.gov record can vanish without proving the data were destroyed

Data.gov describes itself as a catalog that aggregates metadata about open data assets, rather than a central repository for most of the underlying data. Agencies publish and host resources, and their catalogs are harvested by Data.gov on schedules that may be daily, weekly, or otherwise configured. If a record cannot be parsed because of a file error, it may be skipped. Data.gov’s publishing guidance describes the harvesting process.

Metadata changes can also affect the count. The legacy CSDGM format has no unique identifier for each record; a changed URL or title can lead the system to treat an entry as deleted and recreated. That can alter the catalog total without establishing what happened to the data itself. In addition, agency pages and files can move or stop working even when their catalog entries persist. CRS notes that Data.gov generally does not archive the underlying records, so a catalog landing page is not a guarantee that a file remains accessible. CRS discusses this distinction.

What later reviews say was actually terminated

Later reviews use narrower definitions than a raw comparison of Data.gov totals. The Federation of American Scientists (FAS) estimated in its 2025 Dearly Departed Datasets review that genuinely terminated datasets numbered in the dozens. It distinguished those cases from removed variables, discontinued tools, and temporary absences; it also reported that many datasets that went dark in January 2025 later returned, sometimes in altered form.

Examples identified by FAS included the termination of USDA’s Current Population Survey Food Security Supplement, EPA’s Greenhouse Gas Reporting Program, and SAMHSA’s Drug Abuse Warning Network. The review also identified removed variables in federal workforce and crime data, and discontinued tools such as EPA’s EJScreen. It described some tools and resources that were revived outside government. These are examples from that review, not a complete inventory of every affected federal data product.

Separately, CRS found that six organizations appeared to have been removed entirely from the Data.gov monthly reports available as of February 4, 2026: the U.S. Geological Survey, Office of Navajo and Hopi Indian Relocation, FEMA, USAID, the U.S. International Trade Commission, and the Department of Veterans Affairs. CRS says this observation does not establish why their data were no longer listed or whether they continued to maintain data elsewhere. The CRS report details that qualification.

A dataindex.us announcement dated August 10, 2026, said its Federal Data Terminations Tracker combined community reports with expert identification and review, and reported dozens of terminated federal datasets and hundreds of terminated data elements. Those tracker categories are not equivalent to the number of records missing from the Data.gov catalog. The announcement describes the tracker.

Separate absence, access failure, and termination

When a federal data resource seems to have disappeared, the status can fall into different categories. Treating all of them as “deleted datasets” obscures what is known:

  • Catalog absence: The metadata entry no longer appears in Data.gov. This alone does not show whether the underlying resource survives.
  • Access failure: The record or link remains, but the file cannot be retrieved.
  • Relocation or revision: The resource has moved, been renamed or restructured, or returned in altered form.
  • Termination: An agency has stopped collecting and publishing a recurring dataset.
  • Variable removal or tool discontinuation: A dataset may continue while particular fields or a public-facing tool are no longer available.

These categories call for different checks. A missing catalog entry warrants searching the responsible agency’s site and any relevant archive; a broken resource link calls for checking whether the agency moved the file; a claim of termination requires evidence that collection or publication stopped, not just a lower portal count.

Why current Data.gov totals cannot settle the question

CRS reported approximately 364,410 datasets listed in December 2025. Data.gov displayed 590,164 on October 8, 2026, with its homepage showing a last update at 05:00:30 GMT that day. The cited sources do not establish a consistent counting definition or explain the substantial difference between those snapshots. Do not treat the live total as a directly comparable before-and-after measure against January 2025. Data.gov links to metrics and dataset-by-organization views, but its topline remains date- and method-sensitive. Data.gov and the CRS report provide the respective figures.

The defensible conclusion is narrower than the headline may suggest: thousands fewer records appeared in Data.gov over a short period in early 2025, but the record-count drop does not establish that thousands of underlying datasets were deliberately or permanently destroyed. Later reviews identified terminated datasets in the dozens, alongside temporary portal absences, altered data, removed variables, and discontinued tools. The status and cause of any individual item must be checked case by case.
