Clean data is not a universal score. It is data fit for a specific decision, measured across completeness, uniqueness, consistency, timeliness, validity and accuracy, then improved through root-cause work and clear communication.

There is no universally “clean” dataset. Data is good enough only when its quality supports the decision, process or service that depends on it. For a finance team, that might mean reliable cash-flow fields and current customer records; for an operations team, it might mean complete delivery addresses and consistent product codes.

The phrase “Think Like a Billionaire: Think Clean Data” is not established as a book, campaign or documented doctrine of a particular billionaire. The useful idea is practical: treat data quality as an organizational asset, not as a one-time spreadsheet cleanup.

What “clean data” should mean

The UK Government Data Quality Framework defines quality as fitness for purpose. The standard you need depends on what users must do with the data. A dataset can be acceptable for a rough trend report but unsuitable for approving a loan, routing emergency services or calculating payroll.

That is why “make every field perfect” is usually the wrong objective. Define the decision first, then set a quality threshold that is defensible for that use. The framework, published by the Government Data Quality Hub on 3 December 2020, also makes an important distinction: “Data quality is more than just data cleaning.”

Cleaning is not quality management

Cleaning can correct misspellings, standardize formats, remove duplicates or fill gaps. Quality management is the wider operating system around those tasks. It includes understanding user needs, assigning ownership, documenting definitions, assessing quality throughout the data lifecycle, anticipating changes and improving the way data is collected.

If a sales form routinely creates duplicate customer records, deleting duplicates every Friday treats the symptom. Changing the form, validation rule or staff process addresses the cause. The second approach reduces future work and makes the resulting records easier to trust.

The six dimensions to measure

DAMA UK’s six core dimensions, set out in the government framework, give teams a common vocabulary. They should be measured against purpose-specific rules rather than treated as universal pass marks.

Dimension Question to ask Example rule
Completeness Are the required values present? Every active account has a billing country.
Uniqueness Is each real-world item represented once where it should be? One customer ID per customer in the master table.
Consistency Do related records and systems agree? The account status matches between the CRM and billing system.
Timeliness Is the data available and current when needed? Daily cash balances are refreshed before the morning forecast.
Validity Does each value conform to the permitted format or range? A transaction date is a real date and is not in the future.
Accuracy Does the value correctly describe reality? A supplier bank account matches a verified source.

Completeness and accuracy are different. A record can have every field filled in and still contain the wrong address, price or balance. Measuring only the percentage of non-empty cells can therefore create false confidence.

A practical data-quality improvement cycle

1. Name the decision and users

Write down who uses the data, which decision or process it supports, how often it is needed and what could happen if it is wrong or late. Identify the fields and tables that materially affect that outcome. “Clean the customer database” is too vague to measure; “provide a current, unique customer record for monthly collections” is specific enough to govern.

2. Write rules for important fields

Define acceptable completeness, uniqueness, consistency, timeliness, validity and accuracy for the selected data. Rules should reflect real user needs and operational constraints. A field may be mandatory for regulatory reporting but optional for an internal exploratory analysis. Document definitions, owners, permitted values and exceptions.

3. Establish a dated baseline

Measure the current state and record the dataset’s scope, collection date, method and known caveats. The framework illustrates completeness with 294 emergency-contact responses from 300 students: 98%. That is a worked example from the Government Data Quality Hub in 2020, not a recommended target for every dataset.

4. Prioritize by consequence

Rank issues by their effect on users, operations, decisions, legal obligations and financial exposure. Do not spend equal effort on every field simply because every field can be scored. A missing fax number may be harmless; a missing value that blocks invoice payment or produces an incorrect risk decision may be critical.

5. Find and fix root causes

Trace a problem to where it enters or changes: a form, integration, manual re-keying step, unclear definition or outdated reference table. Choose corrective action at the source where possible. Record what remains unresolved, who owns it and when it will be reviewed. Root-cause analysis and action planning are part of the supporting government guidance published on 3 December 2020.

6. Monitor and communicate

Reassess quality on a schedule appropriate to the use. Report the measures, period covered, material changes, unresolved gaps, duplicates, cleaning decisions and collection date. Users need to know not only a score but also what the score does and does not guarantee.

How to make trade-offs visible

Quality dimensions can conflict. Publishing a dataset sooner may improve timeliness while reducing completeness or accuracy compared with a later release. Neither choice is automatically correct. State the trade-off, identify the decision it supports and explain the consequences of using an early or incomplete version.

A useful report might say that records were collected through a stated date, that a defined percentage of required fields is present, that duplicate detection used a particular rule and that late submissions are excluded. This is more useful than a single unlabeled “data quality score.”

What to ask when choosing a method or tool

The available guidance does not rank vendors or prescribe a software package. When evaluating an approach—manual controls, database rules, a data-quality platform or a combination—ask:

  • Does it fit the intended decision and the people who use the data?
  • Which of the six dimensions does it measure, and can it handle field-specific rules?
  • Does it cover the full lifecycle, from collection and change to reporting and retirement?
  • Can it identify causes and trigger corrective action, rather than only flagging bad rows?
  • Can it preserve definitions, ownership, measurement dates and known limitations?
  • What operational cost or delay does it introduce, and is that trade-off acceptable?

Applying the idea to financial decisions

For a business leader or data owner, clean data protects decisions about revenue, costs, liquidity, customers and risk. Start with the financial decision that matters, not with the tool. Define the minimum reliable fields, measure a baseline, fix the process creating the most consequential errors and publish limitations alongside the numbers.

The result is not data that is flawless forever. It is data whose strengths, weaknesses and freshness are understood well enough for people to make informed decisions—and a repeatable process for improving it when the business or its use changes.

Sources and scope

The main reference is the UK Government Data Quality Framework, published by the Government Data Quality Hub on 3 December 2020. It is designed for UK public-sector work, although its principles can be useful in businesses and other organizations. The GOV.UK data-quality issues framework was updated on 16 April 2026 and addresses identifying, prioritizing and addressing issues in a data asset. Check that page for any changes to date-sensitive guidance.
