The premise needs a crucial date correction: the United States imposed new restrictions affecting certain semiconductor-design software supplied to China in late May 2025, but those company-specific measures were rescinded in early July 2025. They were not a permanent blanket ban on every chip-design tool or every Chinese customer.
The episode still matters because electronic design automation (EDA) software is a critical chokepoint in advanced-chip development—and because broader U.S. export controls on China remain in force.
What happened to China’s access to EDA software?
In late May 2025, the U.S. Commerce Department’s Bureau of Industry and Security (BIS) notified major EDA suppliers that additional China-related export restrictions or licensing requirements applied to certain software and technology. The affected companies included Synopsys, Cadence Design Systems and Siemens EDA.
Reports said some Chinese customers temporarily lost access to product downloads, updates or related services while vendors interpreted the notices and reviewed customer transactions. The practical effect was often described as blocked access, but the legal mechanism involved export-control classifications, licenses, end users and end uses—not a single public rule banning all semiconductor-design software.

In early July, the restrictions described in the company notifications were rescinded. Siemens said it restored full access to specified software and technology; Synopsys said the restrictions in its May notice had been rescinded and that it was working to restore access. Reporting also said Cadence received notice that the restrictions had been lifted.
Therefore, unless a later BIS rule or company statement independently confirms a new measure, it is inaccurate to say in the present tense that the U.S. is blocking all Chinese access to leading EDA software.
What EDA software does
EDA, or electronic design automation, is the software toolchain used to develop integrated circuits. It can support:
- Digital logic design and synthesis
- Functional simulation and verification
- Physical design, place-and-route and timing analysis
- Design-for-manufacturing checks and physical verification
- Analog and mixed-signal design
- Process and device simulation
- Packaging and system-level design
- Integration of semiconductor intellectual property
EDA does not manufacture a chip. It turns a circuit concept into a validated layout and manufacturing data that a foundry can use, while checking whether the design meets electrical, timing and manufacturing requirements.

That makes EDA an upstream dependency of fabrication. It is different from semiconductor manufacturing equipment, but a chip designer may be unable to complete or qualify an advanced design without compatible EDA tools, process-design kits, libraries, verification systems and foundry support.

- Synopsys, whose portfolio includes digital design, verification, sign-off and semiconductor intellectual property.
- Cadence, which supplies digital, analog, custom-IC, verification, physical-design and sign-off tools.
- Siemens EDA, part of Siemens Digital Industries Software, which supplies IC design, verification and physical-verification products including Calibre.
Contemporary reporting estimated that the three companies together held more than 80% of China’s EDA market. That figure should be treated as an attributed estimate, not a universal measure: market share varies by product category, customer type and methodology. Their products are also not interchangeable, and a restriction on one product or workflow does not automatically apply equally to every tool from every supplier.
For commercial users, these platforms are generally sold through enterprise contracts, negotiated licenses and technical support rather than transparent consumer pricing. Costs depend on the software, seats or license model, support, geography, process node and foundry relationship.

A restriction does not necessarily erase an installed copy overnight. The more immediate risk may be the loss of:
- Software updates and license renewals
- Technical support
- Process-design-kit integration
- Compatibility with a foundry’s latest process rules
- Verification and sign-off updates
- Access to design libraries and license keys
Advanced chip design is an integrated flow. A company might still open an existing project while being unable to complete a new design, adapt it to a newer process, verify it against updated rules or obtain foundry approval. The result can be slower development and higher engineering risk rather than an instant end to all chip production.
Was this a total ban on China?
No. The May 2025 intervention should not be described as a universal, permanent ban.

- The product’s technical characteristics and Export Control Classification Number
- The destination and whether the transaction is an export, reexport or in-country transfer
- The customer’s identity and whether it appears on a restricted list
- The intended end use and whether an advanced-node chip is involved
- Whether a license exception or other authorization applies
- Whether the transaction involves a sale, update, renewal, support service or license-key transfer
Accordingly, a restriction on advanced-node EDA does not automatically prohibit all semiconductor software, all Chinese customers, all mature-node designs, all installed copies or every transaction involving China.
Why Washington targeted the sector
BIS says its semiconductor controls are intended to limit China’s ability to produce advanced chips that could support military systems, artificial intelligence and advanced computing. The agency’s broader rules have covered advanced-computing chips, semiconductor-manufacturing equipment, high-bandwidth memory, advanced-node manufacturing and certain ECAD and TCAD software.
In November 2024, BIS announced controls involving certain EDA-related software and technology for advanced-node designs. In January 2025, it announced additional advanced-computing controls and added Chinese and Singaporean entities to the Entity List. The BIS announcement describes the government’s national-security rationale and the relevant advanced-semiconductor restrictions.
Enforcement history also explains the concern about diversion through subsidiaries, aliases or research institutions. BIS said Cadence paid a $95 million civil penalty over unauthorized exports of EDA tools and technology to restricted Chinese entities. The Justice Department separately said Cadence agreed to plead guilty and pay more than $140 million in a criminal case involving exports connected to the National University of Defense Technology and Phytium-related parties.

Those cases demonstrate that compliance obligations can apply to software and technical information, not only physical equipment. They do not prove that every Chinese customer or every EDA product has a military connection.
Why China cannot instantly replace the leading foreign tools
China has domestic EDA companies and research projects, and it has made progress in selected areas such as analog, mixed-signal, verification and physical design. The issue is not whether China has any homegrown design software.

The harder question is whether domestic suppliers can replace a complete, interoperable advanced-node workflow. That requires more than individual applications. It also requires:
- Reliable integration across design, simulation, synthesis, layout and sign-off
- Compatible process-design kits supplied by foundries
- Validated design libraries and intellectual-property blocks
- Production-scale verification and manufacturing-rule support
- Engineers trained on the tools and established workflows
- Long-term compatibility with customers’ existing designs
Reporting has described China’s domestic EDA ecosystem as fragmented. Open-source or lower-cost tools such as KiCad, OpenROAD and Yosys can be useful for PCB design, education, research or selected digital-design stages, but they are not direct substitutes for a fully qualified commercial advanced-node flow.
What the July 2025 reversal changed
The July action removed the recently imposed company-specific EDA restrictions that had triggered the May disruption. Siemens said restrictions covering specified software and technology classified under ECCNs 3D991 and 3E991 were no longer in place and that it had resumed sales and support to Chinese customers. Synopsys said it was working to restore access after the May 29 restrictions were rescinded. Reporting said Cadence also received notice that its restrictions had been lifted.
The reversal restored access described by the vendors, but it did not end the broader U.S. semiconductor-control regime. Existing rules concerning advanced chips, manufacturing equipment, restricted entities, military end uses, foreign-produced items and U.S.-person support remained part of the wider policy environment.
Who is affected by an EDA restriction?
The answer depends on the exact transaction. Important questions include:
- Is the customer on the Entity List or another restricted list?
- Is it designing an advanced-node chip?
- Where will the chip be produced?
- Does the software fall under a controlled classification?
- Is the transaction a new sale, update, renewal, support service or key transfer?
- Is the customer a commercial company, university, military-linked entity or state research institute?
- Is the user a Chinese subsidiary of a multinational company?
This is why “China” cannot be treated as one customer. A commercial mature-node designer, a restricted research institution and a military-linked entity may face very different outcomes under the same broader export-control system.

Effects on vendors and the global supply chain
Chinese chip designers can face immediate delays, higher compliance uncertainty and difficulty maintaining established workflows. U.S. and European EDA vendors can face lost or delayed revenue, additional screening costs and pressure to interpret rapidly changing rules. Chinese customers may also accelerate investment in domestic alternatives.
That creates a strategic trade-off. Restrictions can slow access to advanced design capabilities in the short term. Over time, however, they can encourage customers to replace foreign tools, reducing the commercial position of Western suppliers and deepening technological separation.
EDA is also only one constraint. Advanced-chip production depends on manufacturing equipment, process technology, materials, talent, foundry access, packaging and supply-chain coordination. Losing access to a particular design platform does not by itself determine whether China can or cannot manufacture advanced chips.

Bottom line
The United States did briefly restrict China’s access to parts of the leading semiconductor-design software ecosystem in May 2025. But the measures were rescinded weeks later, so the episode should not be reported as a permanent blanket blockade.
The larger issue remains unresolved: EDA is a strategic chokepoint because advanced chip development depends on a complete, interoperable design-and-verification workflow. Broader U.S. controls remain relevant, while China’s domestic alternatives continue to develop but have not simply replaced the leading international ecosystem.
