Not everywhere, and not in every sense. The euro-area deadlines requiring covered payment providers to receive instant euro transfers (9 January 2025) and send them (9 October 2025) have passed. Those dates mark legal obligations—not proof that every European account, provider or transfer is instantly available in practice.
What the deadlines required
Regulation (EU) 2024/886 amended the SEPA framework for euro-denominated credit transfers. It sets obligations for covered payment service providers that offer ordinary credit transfers, with implementation dates that vary by provider type and the country’s currency. It does not require every payment method or every currency to become instant. Read the regulation on EUR-Lex.

The exact application depends on the provider and the relevant provision; some non-euro-area and non-bank cases have additional later dates. What “instant” means—and what it does not
The service is designed to work around the clock, including nights, weekends and public holidays. Under the regulation’s confirmation framework, the receiving provider confirms completion within 10 seconds. If the payer’s provider does not receive confirmation within the required period, it must inform the payer of the outcome. The regulation also requires the payer’s provider to communicate whether the funds have been made available to the recipient.

That is a service standard, not a guarantee that every attempted transfer will succeed. A transfer can still depend on the sending and receiving providers, account eligibility and transaction circumstances. A feature missing or a transfer failing does not, by itself, establish that a provider has breached its obligations. The Commission’s statement that customers can send “any time – day or night – weekdays or weekends” describes the service rules; it should not be read as confirmation that every customer can use it for every transfer.
Does an instant transfer cost more?
The rule is price parity, not universal free service: a provider may not charge more to send or receive an instant transfer than it charges for the corresponding ordinary credit transfer. If an ordinary transfer is free, the matching instant transfer cannot cost more; if the ordinary transfer has a fee, the rule does not make the instant one automatically free.

What payee verification checks
Payee verification compares the recipient name entered by the payer with the name associated with the IBAN. The check must be free to the payer and is intended to help catch mistakes and scams. A mismatch is a warning to assess the recipient details carefully; it should not be assumed, without checking the provider’s process and applicable rules, that every mismatch automatically blocks a transfer.

Legally, the main euro-area milestones have taken effect. Covered providers had to receive euro instant transfers from 9 January 2025 and send them from 9 October 2025. Geographically and institutionally, implementation remains staggered: non-euro-area countries and some non-bank providers have later dates. Operationally, the deadlines alone do not show universal live availability or successful outcomes.

So the accurate answer is that Europe crossed important legal milestones; whether a particular payment works instantly depends on the providers and transaction involved.
